                                          STATED CLERK

Action:

1. Recommends approval the docket for this meeting.

Information:

1.Helmi Fulton was received by the Presbytery of Grand Canyon on 16 Feb 1999.

2. Darcy Hall was received by the Presbytery of Redwoods on 1 March 1999.

3. George Zeigler was ordained on our behalf by San Francisco Presbytery on 14 March 1999.

4. Carmichael Presbyterian Church is authorized 3 elder commissioners to Presbytery meetings by virtue of its membership.
Carmichael was inadvertently left off the list of churches qualified to have more than two elder commissioners.

5. It is the goal to get the Presbytery minutes on the web page no later than 30 days following a Presbytery meeting. If you have
given us an email address the minutes will not be mailed to you. The Presbytery web page is sacpresby.org. This can also be
accessed through the pcusa.org web page.

6. A decision has been made by the Synod PJC and it will be read by the clerk as directed by the Book of Order and following
discussion with the Stated Clerk of the Synod of the Pacific and people in the office of Constitutional Services in Louisville.

7. Per capita payments for the last two years are listed on pages within this packet. Congratulations and thanks to the vast majority
of churches in this Presbytery for making prompt and full payments.

1. Please include the Clerk on the list of people to be notified when you have a change of address. Returned bulk mail costs first
class postage.

2. Please send names of new commissioners to Presbytery from your church. Please include the names of those people they are
replacing so that the mailing list can be kept current.

Attention frugal Presbyterians: National Catholic Purchasing Group

The Catholic Purchasing Group was established by the Roman Catholic Church to use volume purchasing in order to get better
prices on supplies and equipment. It is open to other major denominations. They have office supplies, church furnishings, janitorial
supplies, office and classroom furniture. A phone call will put your church on the mailing list and catalogs and price lists will soon
follow. (This is not an official endorsement just an explanation of a possible way for your church to save money.)

TRUSTEES

Action Items:

1. That the Presbytery of Sacramento recommend that Synod approve a line of credit of $105,000 for Peace Presbyterian Church
fo the purpose of adding classrooms to present facility.

Information Items:

1. Trustees were asked to consider asking Presbytery to recommend to Synod that they approve a loan to Sierra Presbyterian
Church in Nevada City for $200,000. Upon a review of the church budget and its percentage of mission giving trustees voted not
to recommend. Synod had a policy that any church which gives less than 5% of their budget not be given a loan and churches who
are over 5% but under 10% must sign a covenant agreeing to increase the mission pledge. Nevada City currently gives 1.57% of
its budget to all mission with .0033% going specifically to Presbyterian mission.

2. There are now funds available for NO INTEREST loans to churches so that they can install central station alarm systems
and sprinkler systems in the church buildings. These funds can also be used for certain other needs which are deemed safety
factors or loss prevention factors For more information contact the Synod office. (This money exists on a year to year basis
only and may not be available in future years.)

***Pastors and sessions are reminded that all transactions which involve loans and/or real property MUST come before trustees.
Trustees meet prior to each Presbytery meeting. (See calendar for meetings currently scheduled.)

***Churches with construction projects are reminded that when construction begins they should contact the Presbytery's
insurance agent, Heffernan Peterson, as the coverage needed will change.

PLANNING:

Information Item:

1. There is a list of fax numbers and e-mail address of churches within the Presbytery or the designated contact person for that
church. If any information concerning your church is incorrect or needs to be updated please contact Jimmi Mishler at the address
and phone number indicated.

COMMITTEE ON PREPARATION FOR MINISTRY

1. Recommends that Presbytery approve the transfer of Inquirer Ian Ferrell from the Presbytery of San Francisco to the
Presbytery of Sacramento.

2. Recommends that Presbytery receive Ian Ferrell as a Candidate for the office of Minister of Word and Sacrament.

Statement of call is found with other statements in this packet.

3. The committee has met with Candidate Elizabeth Shaw and finds her ready to be ordained as Minister of Word and Sacrament
and recommends that Presbytery, upon proper examination, find her ready to receive a call.

COMMITTEE ON MINISTRY:

Action Item: The committee on Ministry recommends that Presbytery

1. Approve Elizabeth Shaw validate the call and the ministry of Elizabeth Shaw as Northern California Staff Person for Fuller
Theological Seminary and that they approve her for membership in the Presbytery of Sacramento.

2. Approve the following terms of call for Elizabeth Shaw. Terms are based on 20 hours a week..

COUNCIL

Action Items:

1. That the Presbytery of Sacramento release the Capital Korean Presbyterian Church and it's pastor for membership in the
Presbytery of West Hamni as of the date of its organization, provided that payments on all obligations and pledges remain current
to that date, with gratitude to God and sincere thanks for their fellowship and ministry in this presbytery.

2. Approve the Bylaws as presented at this second reading. (See separate pages)

Information Items:

1. The Presbytery of Sacramento has been notified that it has been chosen to host the 217th General Assembly in 2005. While this
is indeed an honor, there will be a lot of work and multitudes of volunteers will be needed for this to be a success. Whatever your
talent, it can be used.

2. Presbyters are reminded that important business is transacted at a Presbytery meeting and when commissioners leave early it
often means that a church or churches are not represented in the decision making process. Each person here is called to serve God
through the Presbyterian Church and attending Presbytery meetings is part of that service.

Joys, Sorrows and Concerns

Wes & Shelby Nordman have a new daughter, Erika Grace, born April 6. She joins sisters Ali and Blakely. Mother and
daughters are all doing fine and father reports that he is recovering.

Auburn Presbyterian will break ground for their new building on April 25 at 12:00 noon.

Concerns

Sorrows

Paul Rhodes, HR, died in January 1998 in Pasadena where he had lived the past few years

Joyce Bartlett, former minute clerk of the Presbytery died on April 8 and there will be a memorial service at the First
Presbyterian Church in Marysville at 3:00PM on April 25th.
