Moderator Rev. Peggy Cross convened the Presbytery of Sacramento with prayer at a stated meeting at Bethany Presbyterian Church in Sacramento, California.

MODERATOR: The meeting was called to order by Moderator Peggy Cross at 9:32 a.m. with prayer. A quorum was present.

WELCOME: The Moderator introduced the host pastor, Reverend Lewis Rooker who gave a brief history of this church, which was a chapel built for the Army Post in Stockton and moved to its present location in 1955. The church is host to many community agencies, including a preschool, food closet and the Southeast Asian Assistance Agency.

MORNING PLENARY

INTRODUCTIONS:

Presbytery voted to seat the new Commissioners and Corresponding members.

REPORT OF THE CLERK: Kay Cayler reported that the Statistical Reports for 2000 were at the Clerk's table and she asked for a representative from each church to pick-up the report. The Statistical Reports are due by January 20, 2000. She pointed out that there were additional forms included in the packet that needed to be completed and returned to Presbytery by the February meeting.

PHILIPPINE PARTNERSHIP DELEGATION: Reverend Sandy Peirce introduced Bishop Briones, who was the first woman Bishop in the Philippines. Sandy explained that the delegates from the Philippines were unable to get visas so were not able to be present at this time. Sandy went on to speak to global partnerships and how they have helped many religions and other organization to expand their missions around the world.

Sandy then introduced Bishop Broines who spoke about the mission of the United Church of Christ Philippines and the Southwest Luzon Region in particular. She also spoke to her education, call and other partnerships that they have formed with other religions.

Bev Norton explained more about the Partnership and the need for churches in our Presbytery to plan events for the delegates when they arrive in February to sign the Philippine Covenant Agreement. The Partnership is not about money, but about the exchange of gifts and ideas. However, should a church wish to donate to this mission outreach, they may do so by sending their check to the Presbytery of Sacramento, Mission Giving Account No. 22769610.

WORSHIP: Worship was opened with music from Pianist Jeanie Green. Reverend Larry Emery lighted the Advent Wreath - Prophecy Candle. Reverend Aart Van Beek led the Presbytery in prayer. Elder Marie Segur led the Presbytery in our Unison Confession of Sin, with Elder Bev Norton Passing the Peace. Bishop Briones delivered the Advent Sermon, which was followed by Communion. Reverend Mary Lynn Tobin provided music during the worship service.

SPECIAL SPEAKER "LOOKING TO OUR FUTURE" PART I: Executive Presbyster Sally Hinchman introduced Reverend Lewis Wilkins who led the Presbytery in a study on where we think our Presbytery is going in connection with the restructuring of the Presbytery. Reverend Wilkins explained the differences between the four types of presbyteries and what their missions are. Reverends Mary Lynn Tobin, Peter Buehler, Robert Cordier and Elder Segur helped with the discussion. They announced that following lunch the Presbytery would break up to discuss where we think our Presbytery is going.

LUNCH: The Presbytery was treated to a delicious Oriental lunch. We wish to thank the men and women of Bethany for providing such a wonder meal.

Bishop Broines was available during lunch to discuss the Philippine Partnership with members of Presbytery.

AFTERNOON PLENARY

Moderator Cross reconvened Presbytery with music and prayer. The meeting was then turned over to Reverend Buehler.

SPECIAL SPEAKER "LOOKING TO OUR FUTURE" PART II:

Reverend Buehler explained why the Restructuring Taskforce felt it necessary to conduct this study. Before lunch the Presbytery was given a list of three questions they were to discuss in small groups, they were:

1) What do you think are the most urgent concerns for our life together that we should be addressing in this Presbytery?

2) What might it imply for us if we ordered our life in the Presbytery around three "Have to do" responsibilities: a) Ordering Churches, b) Ordering Ministers and c) Maintaining unity of the Spirit and the bond of peace.

3) What benefits for minister and elder members of the Presbytery; for our Sessions, Churches and members; for the wider community in Northern California would we like to see come from an effort to improve the health and effectiveness of our Presbytery?

The Presbytery was then allowed to share their thoughts and feelings concerning the restructuring and the future path of the Presbytery.

ELECTION OF 212TH GENERAL ASSEMBLY COMMISSIONERS: The Stated Clerk Kay Cayler distributed the ballots for the election of the Commissioners to the 212th General Assembly. She explained that only voting Commissioners were allowed to vote and that each nominee would be given two minutes to speak to the Presbytery, with Reverend Ed Longabaugh being the timekeeper.

Moderator Cross presented the candidates nominated to serve as Commissioners, they are:

There was a Point of Order asked from the floor moving that Presbytery accept the Nominations as presented, since there was a full roster of Commissioners. The Moderator explained that this motion could not be honored until after the floor had been opened for further nominations.

The Moderator opened the floor for further nominations for Minister Commissioners. Hearing none, she closed the nominations. Presbytery voted to close Minister Commissioner nominations.

The floor was then opened for further nominations for Elder Commissioner. Hearing none, she closed the nominations. Presbytery voted to close Elder Commissioner nominations.

The floor was opened for further nominations for Youth Advisory Delegate. Hearing none, she closed the nominations. Presbytery voted to close Youth Advisory Delegate nominations.

Reverend Jim Kitchens then moved a second time for Presbytery accept the Nominations for the 212th General Assembly as presented. There was concern from the floor regarding electing these commissioners without hearing from them. Sally Hinchman expressed concern regarding the fact that there were no alternates should something happen to prevent one of the Commissioners from attending General Assembly.

There was a request from the floor to amend the motion to read "Accept the Nominations as presented and in the event a Commissioners can not attend General Assembly, then the new Council will find and select alternates as needed. The request to amend the motion was granted.

Presbytery voted to approve the amendment to the motion to allow the Council to select alternates as needed.

Presbytery was asked to elect the Commissioners without hearing from them by Unanimous Vote. There was discussion on electing Commissioners without hearing from them. Voice vote was taken. As the Moderator was unable to determine clear vote, Commissioners were asked to stand. Presbytery Voted to approve motion to accept the Commissioners as presented, with the Council selecting alternates as needed.

The Commissioners introduced themselves. Moderator Cross stated that the Commissioners would be commissioned at the Presbytery Meeting in April 2000.

REPORT OF THE STATED CLERK: The Stated Clerk reminded Presbytery that they need to pick up their Statistical Reports.

The Presbytery of San Joaquin received George Fry on September 16, 1999.

The Minutes of the presbytery of Sacramento were approved without exception at the October meeting of Stated Clerks of the Synod of the Pacific.

Copies of the 2000 Call forms and mileage vouchers are available at the Clerk's desk.

The Clerk moved that the docket be approved as presented. Presbytery voted to approve the Docket as presented.

REPORT OF THE TRUSTEES: Kay Cayler reported for the Trustees. The Trustees recommends the following:

That Presbytery grant Capital Korean Presbyterian Church permission to sell their current Church property at 3866 65th Street in Sacramento pending review by the Trustees or their successor committee.

Presbytery voted to approve this recommendation.

That Presbytery to grant Capital Korean Presbyterian Church permission to sell their 10 acre piece of land on Bradshaw Road in Sacramento pending review by the Trustees or their successor committee.

Presbytery voted to approve this recommendation.

That the current Trustees stay in office until such time as the Budget and Finance Committee is in place.

Presbytery voted to approve this recommendation.

The loan request from Capital Korean Presbyterian Church was rejected by the Synod. However, additional information has been obtained by Pat Strand and has been forwarded to the Synod.

The Presbytery has been named as a defendant in a lawsuit brought by some of the Zephyr Point leaseholders, following the non-renewal of leases at The Zephyr Point Conference Center at Lake Tahoe. Other Presbyterian bodies including the Synod of the Pacific and the Synod of Southern California and Hawaii are included in this lawsuit.

REPORT OF THE COUNCIL: Marie Segur gave the following report for Council:

That during the interim period, the Chairpersons of the present Committees will encourage their committees to identify specific causes that need to be continued. Further, during the Interim Period (the year 2000) the Council shall form a Vision of Presbytery, refine its structure. They recommend that the Presbytery implement the interim Plan for New Structure of Council. There was concern from the floor because the plan approved a year ago has been substantially changed. There was also concern that there was no report outlining the new structure. Sally Hinchman reported that at future Presbytery meeting more information would be given out. The Moderator also stated that they do not have a clear vision of what all the "pieces" are, so they want to get the new Council in place to start, to "flesh" out the new structure and to be sure that nothing is lost. The Moderator stated that Committees working on current project were to continue and complete them. In January a new Council will be in place, however, there will be no new committee activities started.

Following a lengthy discussion, Council made the following recommendations:

That the Presbytery implements the Interim Plan for New Structure of Council. Presbytery voted to approve this recommendation.

That the Presbytery empowers them to function during the interim period. Presbytery voted to approve this recommendation.

The item regarding suspending the present Bylaws in order to bring about the new design was removed from the docket.

Council submits for First Reading the following changes to the Bylaws:

Add new section: Section 4.004 In the event of a vacancy for any reason, the Council shall designate a

Temporary Stated Clerk and Treasurer to serve until a successor is elected.

In reviewing the current Bylaws the Council became aware of the necessity of having this Section added.

The Council submits for Second Reading and vote, the following changes to the current Bylaws:

1. Amend the Bylaws in Section 4.002 to read as follows:

"A Stated Clerk and Treasurer shall be elected for a term of three years and may be

re-elected at the conclusion of any term."

2. Add Section 4.003 Officers, to read as follows:

"The Chair of the Finance Committee of Presbytery Council shall be elected for a term of one year as Treasurer of the Presbytery of Sacramento and may be re-elected at the conclusion of any term."

Presbytery voted to approve these changes to the Bylaws. Marie went on to clarify that the Treasurer is a non-pay position, while the Sierra Mission Partnership (SMP) Staff will handle the Bookkeeping.

The balance of the judicial account will be considered a restricted balance as of January 1, 2000.

All ecclesiastical funds left at the end of the year will be moved into a savings (reserve) account.

There will be a financial review made at the time the books are transferred to the SMP Office from the Stated Clerk's office.

Per Capita reporting will include columns showing Church Name, Paid by the Congregation and Paid by Presbytery on all future reports.

GIVING THANKS TO KAY and Shirley: Reverend Larry Huggett presented Kay with a large card signed by members of the Presbytery, he then went on to reminisce about his experiences with Kay as Stated Clerk and her service to Presbytery. The Moderator then asked Kay to come forward and presented her with a Resolution from Presbytery on her outstanding service to Presbytery together with a small stash of M&M's. Moderator Cross then gave Shirley a Certificate of Appreciation and an Azalea for her service to the Presbytery. Kay then spoke to the Presbytery about her service to the Presbytery, thanking Shirley for her faithful service, her husband, Russ, and daughter, Stela, for standing by her and supporting her during her time as Stated Clerk.

CONSENT AGENDA:

Stated Clerk: Recommends that:

1) The Minutes from September 25, 1999 Presbytery Meeting be approved with the exception Elder Davies being shown as a Commissioner from Grace Presbyterian Church.

2) Dismiss with thanks the Commission to ordain Reverend David Williams.

3) Dismiss with thanks the Commission to install Reverend Lisa Schilbe.

4) Dismiss with thanks the Commission to install Reverend Jeff Gephart.

5) Dismiss with thanks the Commission to install Reverend David Huusko. That Commission consisted of the following people: Vice Moderator Reverend Richard Wylie, Reverend Keith Posehn, Reverend Lisa Schilbe, Reverend G. Committee on Ministry (COM): Recommends the following:

1) That Reverend Augustus Noland be granted the status of Honorably Retired, effective November 30, 1999.

2) That Reverend Richard Hutchison is granted permission to labor outside the bounds of the Presbytery of Sacramento in order to serve as an Interim in Manteca.

3) That Reverend Tim Soule is named Moderator of the Session at the First United Presbyterian Church of Corning.

4) That Reverend Dan Wells is re-appointed as Stated Supply Pastor at the Burney Presbyterian Church for another year.

Committee on Preparation for Ministry: Recommends that James G. Coons, having been recommended by his Session and having met with the Committee be enrolled as an Inquirer. He is a member of Bidwell Memorial Presbyterian Church in Chico.

Council: Information items only:

1. Jubilee 2000 brochures will be available; the Presbytery of Sacramento is one of the sponsors. The event will take place on January 2, 2000 at 4:00 p.m. at Arco Arena.

2. The Presbytery of Sacramento has been chosen to host the 217th General Assembly in 2005. While this is indeed an honor, there will be a lot of work and multitudes of volunteers will be needed for this to be a success.

3. Presbyters are reminded that business is transacted at Presbytery Meetings, and when Commissioners leave early it often means that a Church or Churches will not be represented in the decision making process.

Presbytery voted to approved the Consent Agenda as presented.

COMMITTEE ON MINISTRY: Reverend Byron Nelson made the following report:

Recommends that Reverend John Chendo be granted the status of Honorably Retired, effective December 9, 1999. Presbytery voted to move Reverend John Chendo to the Rolls of the Honorably Retired. The Moderator invited John to come forward and spoke of his ministry. Also present were members from a Methodist Church where John served as a pastor who also praised John's ministry. The retirement ceremony was closed with prayer.

Kay Cayler asked for the privilege to address the floor of Presbytery. The Interim Stated Clerk Jo Jarrell was leaving and Kay wanted to introduce her before she left. Kay gave her a Stated Clerk Survival Kit and the Name Tags. The floor was returned to Reverend Nelson.

Byron introduced Reverend David Huusko who has served as the Pastor of Trinity Presbyterian Church in West Sacramento since August 1999. Reverend Huusko spoke 'very briefly' on his pleasure to be in California.

He then introduced Reverend Carol Pagelsen who has served as the Interim Pastor at Westminster Presbyterian Church. Reverend Pagelsen also spoke 'very briefly' on her pleasure to be in California.

Bryon then turned the report over to Reverend Lew Rooker. Lew stated that with the General Assembly expanding the responsibilities of Lay Pastors the Committee on Ministry (COM) formed a Committee for Supervision for Lay Pastors. He went on to explain that Commissioned Lay Pastors could be commissioned for up to three-years, subject to annual reviews by the Presbytery. The training and reviews are to be conducted by the COM, Sub-Committee Supervision of Lay Pastors. This Sub-Committee has examined Beverly Talbott and found her ready to be commissioned as a Lay Pastor. Reverend Ken Winter introduced Beverly Talbott and spoke to her service at the Auburn Presbyterian Church.

Lew then recommended that Presbytery commission Beverly Talbott as a Commissioned Lay Pastor to First United Presbyterian Church of Corning, effective December 6, 1999. This is a commission for three-years, with annual reviews and may be renewed. The floor was then open for questions from Presbytery regarding Beverly Talbott's qualifications for this position.

He further recommended that Beverly Talbott be allowed to perform the following functions: Administer the Lord's Supper, administer the Sacrament of Baptism, Moderate the Session under the supervision of, and when invited by the Moderator of the Session appointed by the Presbytery, Reverend Tim Soule. To perform the service of Christian Marriage when invited by the Session or other responsible Committee. Lew introduced the persons who will be supervising Beverly, they are: Reverend Tim Soule, Supervisor and Reverend Ken Winter, Mentor.

Presbytery voted to approve the recommendation as presented.

Lew then recommended that Beverly Talbott be given voice and vote at Presbytery Meetings. For parity purposes she will be considered an Elder, but for voice and vote she is a member of Presbytery.

The Moderator commissioned Beverly Talbott as a Commission Lay Pastor in accordance with the Book of Order. Lew then closed with prayer for Beverly and her ministry.

Reverend Gail Cullerton introduced Donna Waterman who has been found ready for Ordination to the office of Minister of the Word and Sacrament. Gail read a letter from Reverend Timothy Little regarding Donna's call. Donna spoke regarding her call to be a Hospital Chaplain and was briefly questioned by the Presbytery on her Statements of Faith and Polity.

Presbytery voted to arrest the examination. Donna was excused for the vote.

Presbytery voted to approve Donna Waterman for ordination as a Minister of the Word and Sacrament.

Gail then recommended that following her ordination, Donna Waterman be received as a member of the Presbytery of Sacramento and to validate her call as Chaplain for Mercy Health Care.

For information purposes only, her salary will be $27,955 for 32 hours a week.

Donna's ordination will take place on January 9, 2000 at 11:00 a.m. at Davis Community Church.

Presbytery voted to approve the Ordination Commission for Donna Waterman. Mary Lynn closed with prayer for Donna and her ministry.

Margaret C. Suttle was introduced and found ready for ordination to the office of Minister of the Word and Sacrament. The COM further recommends that her Presbytery of care ordain her on behalf of the Presbytery of Sacramento. Margaret has received a call to The Presbyterian Church of Fair Oaks as Associate Pastor. Margaret spoke regarding her call and was examined by the Presbytery regarding her Statements of Faith and Polity.

Presbytery voted to arrest the examination. Margaret was excused for the vote.

Presbytery voted to approve Margaret C. Suttle for ordination as a Minister of the Word and Sacrament and to approve her Presbytery of care to ordain her on the behalf of the Presbytery of Sacramento. Reverend Liz Shaw prayed for Margaret and her ministry.

Recommends that Presbytery approves the following terms of call and approves Margaret C. Suttle for membership in the Presbytery of Sacramento, following her ordination by the Presbytery of Mississippi. Her terms of call are as follows:

Presbytery voted to approve the Installation Commission for Margaret Suttle.

An item not included on the Agenda was brought to the floor by the COM, that the Presbytery approve the Dissolution of the Pastoral relationship between the Reverend Sharon Sauer and the Carmichael Presbyterian Church, in order for her to begin a new ministry in India, and to continue her membership in the Presbytery of Sacramento.

Presbytery voted to approve the Dissolution of the Pastoral relationship between the Reverend Sharon Sauer and the Carmichael Presbyterian Church and to continue her membership in the Presbytery of Sacramento effective 31 December 1999.

The COM recommends that Presbytery approve the recommendation that Auto Allowance remain at a minimum of $1,700 per year and that it be Vouchered following the advice of the Board of Pension. The COM recommends that Churches follow this advice. This action is being taken in response to questions raised at the Presbytery Meeting held on September 25, 1999 held at Shepherd of the Sierra's in Loomis.

Presbytery voted to approve this recommendation.

The Stated Clerk has copies of the Salary Change Forms, which include explanations and instructions.

Moderator Cross turned over the meeting to Vice Moderator Reverend Richard Wylie.

MINISTRY ON PREPARATION FOR MINISTRY (CPM): Reverend Jim Zazzera reported that the CPM has two Inquirers that wish to be moved from the status of Inquirer to the status of Candidate. They are Graham Baird and Jessica Nylund. The Presbytery was instructed to break up into small groups to read and discuss their Statements of Call.

Jim introduced Jessica Nylund who is a student at Princeton Seminary. Presbytery examined Jessica on her Statement of Call.

There was a motion to arrest the examination. Presbytery voted to arrest the examination. Jessica was asked to leave the floor for the vote.

Presbytery voted to approve moving Jessica Nylund to the status of Candidate for Ministry of the Word and Sacrament.

Jim then introduced Graham Baird who is also a student at Princeton Seminary. Presbytery examined Graham on his Statement of Call.

There was a motion to arrest the examination. Presbytery voted to arrest the examination. Graham was asked to leave the floor for the vote.

Presbytery voted to approve moving Graham Baird to the status of Candidate for Ministry of the Word and Sacrament.

Vice Moderator Wylie administrated the questions in accordance with the Constitution of the Presbyterian Church (U.S.A.) to Jessica Nylund and Graham Baird, then charged them to continue to seek the leading of Jesus Christ. He then closed with prayer for Jessica and Graham.

The CPM then recommended that Candidate Ross Raymond be permitted to complete an alternate pattern or ordination examination in the area of Biblical Exegesis, according to the Book of Order provisions in G-14.0313b. The alternative process will include an oral examination on the text from the most recent exam and having the candidate prepare and preach a sermon for the examining committee on this same text.

The CPM requested this exception because the candidate has failed to pass the Standard Ordination Examination in Biblical Exegesis three times. In addition, the committee believes that this candidates has demonstrated that he possesses the necessary skills and understanding in the area of Biblical Exegesis based on their interviews with him and reviews of his seminary coursework. Candidate Raymond has passed all other Standard Ordination Exams.

Jim went on to explain that this motion requires a ¾ vote of the members present. This alternative process has been developed and will be administered by members of the Presbytery of Sacramento's CPM. It will be submitted to the Synod of the Pacific for approval in accordance with the Book of Order G-14,0313b.

Presbytery voted to approve this recommendation, with a ¾ majority vote.

REPORT OF THE GENERAL PRESBYSTER: Sally Hinchman spoke about the many transitions our Presbytery is going through and pray for a smooth transition between Kay and Jo. Following December 31, 1999 Presbytery may contact Jo Jarrell through the SMP Office. Sally announced that Sherry Sauer was appointed as the first woman Chaplain at Woodstock School in India.

She also reported that Reverend Stephen Jenks has been elected as the new Synod Interim Executive, effective January 1, 2000.

PRESBYTERIAN FOUNDATION: There was no report, as Judy Shideler had to leave early.

COMMITTEE ON CHRISTIAN EDUCATION: Leola Davies reported that the Committee on Christian Education has been working on help congregations get acquainted with the new Presbyterian curriculum resources that are coming out in fall 2000, called "Bible Quest." The curriculum is designed to allow congregations to design a curriculum that will meet their individual needs. There also is a new adult study coming out called "Present Word."

All Church Member Development will be held for the Northern Section on February 27, 2000 at The Presbyterian Church of Red Bluff. The Sacramento event will be on March 11, 2000 at Fremont Presbyterian Church in Sacramento. Both events will run from 8:45 a.m. to 3:45 p.m. The guest speaker in Sacramento will be Diana Lim, Moderator of Presbyterian Women Church-wide, while Charlie Chuck will be the guest speaker at the northern event. Leola encouraged churches to send as many church leaders as possible to this event.

REPORT OF THE SYNOD: Reverend Larry Huggett reported that this last meeting was his and Jim Carter's last meeting as Moderator and Vice Moderator, respectively. The new Moderator is Max Callao, from Boise, Idaho.

The next Synod meeting will be held February 10 -12, 2000 at Mercy Retreat Center in Burlingame, California.

The Mission Partnership Committee discussed the possibility of Interim Pastor Training within the Synod as General Assembly will no longer be offering this training after the year 2000.

COMMITTEE ON REPRESENTATION: Jim Carter reported that the committee has been discussing ways and means of encouraging Presbyteries to take an active role with respect to seeking and maintaining effective and functioning Committees on Representation. The committee expressed some concerns about the search for a new synod Executive and wish to take an active part in the search process.

FAREWELLS: Vice Moderator Richard Wylie turned the floor over to the Stated Clerk who recognized the time and talents of Dorothy Huggett who has handled the Name Tags for several years. Shirley Westmoreland was also recognized for her service to the Presbytery for the past 5 years as Recording Clerk. Kay then gave Moderator Peggy Cross a "Memorial Gavel" for her year of inspiring service to the Presbytery. The Moderator then turned over the Gavel and Stole of the Moderator to Vice Moderator Dick Wylie.

ADJOURNMENT: As there was no further business to bring before the floor, Presbytery voted to adjourn the meeting. Moderator Wylie closed the meeting with prayer at 5:21 p.m.
