WELCOME: Host Pastor Rev. Stan Henderson welcomed us. He gave a brief history of the Oroville Church who is celebrating their 40th Anniversary this year, he also shared information on a fire two years ago that destroyed or damaged several buildings in the complex and the subsequent rebuilding.

Kay Cayler reported that while going through some items she had
received marked "Historical Stuff" she found the original Incorporation Charter
for the Presbytery of Sacramento from 1904. She had it framed and it will be hung in the
Sierra Mission Partnership Office.
She reported that the Presbytery of Grand Canyon received Rev. Helmi Fulton on February 16, 1999.
The Presbytery of Redwoods received Rev. Darcy Hall on March 1, 1999.
Rev. George Zeigler was ordained on our behalf by the Presbytery of San Francisco on March 14, 1999.
Carmichael Presbyterian Church is authorized three Elder Commissioners to Presbytery Meetings by virtue of its membership. Carmichael was inadvertently left off the list of churches qualified to have more than two Elder Commissioners.
It is the goal to get the Presbytery Minutes on the web page no later than 30-days following a Presbytery meeting. If you have given us an email address the minutes will not be mailed to you. Kay reported that the Decision regarding the appeal by Rev. Tom Smith to the Permanent Judicial Commission of the Synod of the Pacific has been rendered. ) The Permanent Judicial Commission of the Synod of the Pacific, Presbyterian Church (U.S.A.) heard this appeal case on February 26, 1999. Reverend Thomas Michael Smith (Rev. Smith) and his attorney, Mr. Joseph B. de Illy, appeared. Ms. Rebecca Westmore, attorney, Joreen Jarrell, and Rev. Ed Longabaugh appeared for the Prosecuting Committee of the Presbytery of Sacramento. Mr. de Illy and Ms. Westmore presented oral augments to this Commission.
Commission members J. Richard Saldine, of the Sacramento Presbytery, and Joan Blackstone, of the San Francisco Presbytery, were recused and did not participate in this case.
This Commission determined that each party to this appeal had:
1. Made no challenges to the findings of the Moderator and Clerk on preliminary questions;
2. No filed an application nor sought to admit newly discovered evidence, under D-14.0502.
3. Stipulated that these items had become part of the records: The Decision of the Permanent Judicial Commission of the Sacramento Presbytery in this case; The Prosecuting Committee's Response to Rev. Smith's Motion to Dismiss; Rev. Smith's Reply Brief; The partial transcript of Margaret Jean McArthur's testimony; The transcript of Karen Lebacqz's testimony; The transcripts (March 27, 1998 and May 15, 1998) of Rev. Smith's testimony; The transcript of Mark Benish's testimony.
FACTS
The Permanent Judicial Commission of the Presbytery of Sacramento (SPJC) heard this disciplinary case against Rev. Smith, Pastor of the Community Presbyterian Church of Vacaville, California. On September 20, 1996, the Stated Clerk of the Presbytery of Sacramento received a written statement on a Form 26 that accused Rev. Smith of Committing the offense of Professional Misconduct. (SPJC Exhibit 11). On October 16, 1996, the Investigating Committee began to investigate this alleged offense. On May 15, 1997, the Investigating Committee concluded that five charges be filed against Rev. Smith. (SPJC Exhibit 1). Before any trial, the SPJC dismissed two of the charges. The Prosecuting Committee filed Amended Charges on the three remaining charges.
The Amended Charges (SPJC Exhibit 6) alleged:
1. Rev. Smith in 1996 committed the offense of professional misconduct in that he set in motion a series of acts that constituted complete disregard for the ethical, moral and professional boundaries existing between him and a member of the Presbytery Church (U.S.A.);
2. Rev. Smith in 1995 failed to provide pastoral care to certain members who had lost their second child during a stillbirth;
3. Rev. Smith engaged in conduct inappropriate for a minister of the word and sacrament when on three separate occasions he sent to numerous individuals email jokes that were crude, obscene and contained irreverent references to Jesus Christ.
After a four day trial and testimony by many witnesses, the SPJC found Rev. Smith guilty on the three charges, but dismissed with prejudice under the third charge the email jokes sent on November 8, 1996, and February 2, 1997. The SPJC found as to Charge 1: ""he sexualization of pastoral relationships constitutes professional misconduct and establishment and observance of appropriate boundaries is the obligation of the pastor who has the power in such relationships." The SPJC found as to Charge 2: "However, the reference to a 'shot-gun wedding' at the funeral service for Grant Pederson and the failure to take even a few seconds or minutes to pray with the Pederson's after missing worship on the day the clocks changed is so insensitive and beyond minimal standards of care it cannot go unnoticed." The SPJC found as to Charge 3: "The December 1, 1996, email is entirely another matter and crosses the bounds of the minimal standards of appropriate conduct, particularly in light of the fact that it was being sent to young adults who may still be impressionable."
The SPJC ordered Rev. Smith temporarily excluded for a period of not to exceed three years, within which time he shall successfully complete a rehabilitation program supervised by the Committee on Ministry. The rehabilitation program to start within six months after the SPJC decision becomes final. The exclusion is stayed during the rehabilitation program and shall be permanently stayed upon successful completion.
ISSUES ON APPEAL
Rev. Smith appealed to the Synod PJC, and asserted: Charge 1 must be reversed because he was deprived of due process of law resulting in the injustice in the process or decision, error in constitutional interpretation, and irregularity in the proceedings; that Charges 2 and 3 must be reversed as they resulted from irregularity I the proceedings and error in constitutional interpretation.
As to Charge 1, Rev. Smith contended: The term professional misconduct was not defined for him prior to the commission of the acts; and the Presbytery's Stated Clerk failed to refer the first letter of complaint dated July 28, 1996, to the Committee on Ministry.
As to Charges 2 and 3, Rev. Smith contended no formal accusation was ever submitted to the Presbytery's Stated Clerk.
Presbytery of Sacramento (SAC) contended: As to Charge 1, that criminal law concepts of due process did not apply, and that Rev. Smith was accorded procedural safeguards and due process as provided in the Book of Order; that a person of common intelligence would not have to guess that Rev. Smith's conduct crossed the boundaries by sexualizing his relationship with a woman member of his congregation; and that G-11.0502 imposes not obligation of the Stated Clerk to refer a complaint to the Committee on Ministry.
As to Charges 2 and 3, SAC contended under D-10.0202e, the investigation committee may in the course of its investigation discover other offenses, which could result in charges.
DECISION AND APPEAL
After the hearing and after deliberations, this Commission voted separately not to sustain each specification of error alleged by Rev. Smith. This Commission carefully considered the contentions and arguments of the parties. Rev. Smith conceded during oral argument he was not challenging the sufficiency of the evidence. The SPJC heard the testimony and saw the witnesses and was in the best position to decided any issues on credibility of the witnesses. Rev. Smith did not establish that the SPJC and/or the Prosecuting Committee of the Presbytery of Sacramento had deprived Rev. Smith of due process, or imposed an injustice in process or decision, or committee an error in constitutional interpretation, or committee an irregularity in its proceedings.
This Commission rejects Rev. Smith's contention that the term "professional misconduct" was not defined for him prior to the commission of the acts. A minister of common intelligence and professional integrity bears an unavoidable responsibility, from the time of ordination to engage in and comprehend the special ethical standard, that his " manner of life should be demonstration of the Christian gospel in the church and in the world." D-6.9106, Book of Order (1997-1998). (See also SPJC Exhibits 9 and 10). A minister, who is in a position of power vis a vis a church member, clearly knows he does not meet the minimal standard for professional conduct when he sexualizes that relationship. Karen Lebabqz, a professor of Theological Ethics, provided an expert opinion that pastors are required to continue to have training and to be in touch with the boundaries of ethics as they continue to be a pastor.
This Commission will not second-guess the SPJC's factual finding that the pastor had sexualized the relationship. The SPJC decision properly held that the pastor's sexualization of a pastoral relationship constituted professional misconduct. The pastor's professional misconduct was in act by an officer of the church that was contrary to the Scriptures or the Constitution of the Presbyterian Church (U.S.A.), and constituted an offense, as defined by D-2.0203b, Book of Order (1996-1997).
This Commission rejects Rev. Smith's contention that the Presbytery Stated Clerk was required to refer to the Committee on Ministry the first letter of complaint dated July 26, 1996. The Committee on Ministry plays an important role to promote the peace and harmony of the churches, as provided in
G-11.0502, Book of Order (1996-1997). However, the provisions of the Book of Order do not require the Presbytery's Sated Clerk to refer all letters of complaint to the committee.
This Commission rejects Rev. Smith's contention that charges 2 and 3 must be reversed because not written statement of an alleged offense was referred to the investigating committee. This Commission finds that D-10.0103 was not intended to impose such an impractical restriction on the investigating committee's efforts to find the truth. To require the investigating committee to have a written statement referred by the Stated Clerk for every new offense that comes to its attention would unduly hinder that committee, and cause a piecemeal inquiry. One of the purposes of discipline is to "secure the just, speedy and economical determination of proceedings." D-1.0101, Book of Order, (1996-1997).
The investigating committee shall: Make a thorough inquiry into the facts and circumstances of the alleged offense; examine all relevant papers, documents, and records available to it; ascertain all available witnesses and inquire of them; and determine whether there are probable grounds or cause to believe that an offense was committed by the accused. D-10.0202, Book of Order (1996-1997). The Book of Order provisions contain no restriction that once an investigating committee undertakes an inquiry that it must have a new written statement referred to it in order to find grounds that a particular offense was committed.
In conclusion, this Commission affirms the decision of the Permanent Judicial Commission of the Presbytery of Sacramento.
JUDGMENT
IT IS HEREBY ADJUDGED, and ORDERED: This Commission has by voting separately decided not to sustain each of the specifications of error alleged by Rev. Smith; and therefore the Decision of the permanent Judicial Commission of the Presbytery of Sacramento is affirmed.

Wes & Shelby Nordman have a new daughter, Erika Grace, born April 6, 1999. She joins sisters Ali and Blakely. Mother and daughters are all doing fine and father reports that he is also recovering.
Auburn Presbyterian Church will break ground for their new building on April 25, 1999 at 11:15 a.m.

Paul Rhodes, H.R., died in January 1998 in Pasadena where he had lived for the past several years.
Joyce Bartlett, former Minute Clerk of the Presbytery died on April 8, 1999 and there will be a Memorial Service at the First Presbyterian Church in Marysville at 3:00 p.m. on April 25, 1999.

COMMISSIONING DELEGATES TO THE 211TH GENERAL ASSEMBLY: The Moderator asked that the Rev. Gail Cullerton, Rev. Barry Cavaghan, Elder Russ Cayler, Elder Marie Segur, and YAD Cecily Wright (who replaces Briagha Stevens who would be unable to attend) to come forward.
She charged them to seek and follow God's leading as they cast their votes on the issues that would come before them. She then closed with prayer.

Kay Cayler reported for the Trustees, as follows:
Presbytery at an earlier date had voted to recommend to the Synod to approve a line of credit of $105,000 for Peace Presbyterian Church. Trustees have recommended that before Peace requests a line of credit, that they hold their Capital Campaign. Therefore, Kay recommends that the original recommendation asking for the line of credit be reaffirmed.
Presbytery Voted to approve this recommendation.
Kay went on to report that the Trustees were asked to consider asking Presbytery to recommend to Synod that they approve a loan to Sierra Presbyterian Church in Nevada City for $200,000. Upon a review of the church's budget and its percentage of mission giving, Trustees voted not to recommend this request. Synod has a policy that any church which gives less than 5% of their budget not be given a loan and churches who are over 5%, but under 10% must sign a covenant agreeing to increase their mission giving. Nevada City currently gives less than 5% of its budget to all Presbyterian missions.
She then presented the following Enabling Motion: That the Presbytery of Sacramento grant authority to the Trustees to act on the behalf of the Presbytery on the request of the Northminster Presbyterian Church in Sacramento for approval of the sale of undeveloped property in El Dorado County known to the church as McLean Campground, specifically:
1. To grant or deny the approval of the sale if requested by the congregation at a duly called meeting, and
2. If such request is made and a response needed in a timely manner to satisfy conditions of an accepted offer, and such response is not possible by the next stated meeting of Presbytery, and
3. If the Trustees are satisfied with the terms of the sale and the uses of the proceeds as stated in the actions of the congregation, including the satisfaction of any constitutional considerations, and
4. This authority to continue between the stated Presbytery Meetings of April 17, 1999, July 10, 1999, September 25, 1999 and November 30, 1999.
Kay explained that this action is being taken so that if they receive an offer and the congregation approves the sale, this grants the Trustees the authority to approve the sale, so that the church will not have to wait for the approval at a stated meeting. The property is located in Happy Valley in Southeast Placer County.
Presbytery Voted to approve giving the Trustees the authority to approve the sale.

Presbytery was reminded that if they have an email address they would no longer receive their minutes or the call through the mail. This does not apply to persons who use MacIntosh operating systems, as they will be unable to download the minutes unless they have software that can accommodate the IBM operating system. She asked people to let her know if this or other reasons would prevent them from downloading the minutes. If minutes cannot be received electronically they will be mailed.
The Moderator opened the floor to announcements from the floor.
Rev. Dick Wylie reported that The Bridge was available on the back tables, and asked Presbytery to please pick their packets so that he didn't have to mail them out.
Bev Anderson from the Auburn Presbyterian Church invited Presbytery to their groundbreaking ceremony on April 25, 1999.
Rev. Joanne Hines, Sierra Mission Partnership (SMP), request that if there are any other churches have property suitable for campgrounds to let the Camp and Conference Committee for SMP know as they are desperate to find new facilities as they have maxed out everything currently available.

Marie Segur reporting for Council recommends the following:
The Presbytery of Sacramento releases the Capital Korean Presbyterian Church and its pastor for membership in the Presbytery of West Hamni, as of the date of its organization. Provided that payments on all obligations and pledges remain current to that date, with gratitude to God and sincere thanks for their fellowship and ministry in this Presbytery.
This will be a new Presbytery for Korean Congregations on the West Coast. There is a Hamni Presbytery on the East Coast. Following a discussion the vote was taken. Presbytery Voted to approve the release of the Capital Korean Presbyterian Church and its pastors for membership in the new Presbytery of West Hamni.
Marie Segur clarified that to date only the Capital Korean Presbyterian Church had requested permission to join this new Presbytery.
Marie presented the Bylaws for the Presbytery of Sacramento for the second reading and vote. Changes requested at the February 16, 1999 Presbytery Meeting were made.
Vice Moderator Wylie opened the floor for discussion. It was moved that the wording be made consistent throughout the Bylaws, using the word "Chair" or "Chairs" when referring the leaders. Motion was seconded. Rev. Timothy Little substituted a motion so that the wording would be "Chairperson" or "Chairpersons." Substitute motion was seconded. The vote was tied, Vice Moderator Wylie called for a showing of hands. Presbytery Voted to allow the substitute motion to take the place of the motion on the floor.
Presbytery Voted to approve the substitute motion to be consistent throughout the Bylaws using the terms "Chairperson" and "Chairpersons".
Bob Pomeroy did some extensive research and found t that the Boundaries as printed in the Bylaws are incorrect. He moved that the Boundaries be corrected to read as follows:

A motion from the floor asked that under Section 2.000 Vision, that it be changed to read "Open, guided and empowered by the Holy Spirit and in response to the call of Jesus Christ, the Presbytery of Sacramento will equip and empower congregations and the presbytery to: " Motion was seconded, following discussion Presbytery Voted to approve the change in wording to Section 2.000 Vision.
Motion from the floor request that these Bylaws be returned to committee for further work. Seconded from floor, following a short discussion, the motion and second were withdrawn.

1.000 PREAMBLE
1.001 Composition : The Presbytery is composed of all the churches of the denomination and Ministers of the Word and Sacrament within its bounds and constituted by all the ministers and elders duly enrolled and elected by the sessions of the churches within the bounds of Presbytery.

a. This Presbytery functions as a part of the Sierra Mission Partnership, which consists of the Presbyteries of Nevada, Sacramento and Stockton.
1.003 Incorporation
a. As directed by Book of Order, G-8.0202 the Presbytery of Sacramento, part of the Synod of the Pacific of the Presbyterian Church (U.S.A.) has caused to be formed a corporation under the laws of the State of California to enable it to receive, hold and transfer property and to facilitate the management of its corporation affairs in such manner as the Presbytery may from time to time direct.
b. The name of said corporation is the Presbytery of Sacramento. The Articles of Incorporation and the Bylaws of said corporation, as adopted, are approved by the Presbytery of Sacramento as being the powers and purposes of this corporation.
c. As permitted by Section 9210(b) of the California Corporation Code, the Presbytery of Sacramento shall itself be the governing body (board of directors) of the corporation. From time to time and as specifically now and hereafter authorized in these bylaws, the governing body may delegate certain of its powers to subordinate units and committees, always reserving the right of final review and decision to itself.
d. Officers of the Corporation shall be the Chairperson of Presbytery Council, Chairperson of the Budget and Finance Committee of Presbytery Council and the Stated Clerk of the Presbytery. These shall have authority to sign all legal documents on behalf of the Presbytery when so ordered.
1.004 Laws The rules of the Presbytery shall be:
The Constitution of the Presbyterian church (U.S.A.) - Book of Confessions and
Part II - Book of Order (Government, Worship and Discipline)
The Rules for Governing Bodies of the General Assembly, as far as they apply to a Presbytery.
The most recent edition of Robert's Rules of Order, as far as they apply to a presbytery.
The incorporation laws of the State of California as the Presbytery relates to civil governments as a civil corporation.
The Bylaws herein as adopted.
2.000 VISION
Open, guided and empowered to the Holy Spirit and in response to the call of Jesus Christ, the Presbytery of Sacramento will equip and empower congregations and the Presbytery to:
· Grow in ministry;
· Develop and nurture leaders;
· Become inclusive communities;
· Serve in mission.
3.000 MEETINGS
The Presbytery shall meet in stated session five times a year and in special meetings when called according to the provisions in the Book of Order, G-11.0201. A quorum for a meeting of Presbytery shall be that which is directed in the Book of Order, G-11.0201.
4.000 OFFICERS
The ecclesiastical officers of the presbytery shall be a moderator, moderator-elect, stated clerk and treasurer.
4.001 A moderator and moderator-elect shall be nominated by the Nominating Committee and elected by the Presbytery during the final stated meeting each year. The term shall begin the first day of the New Year.
4.002 A stated clerk and treasurer shall be elected for a term of three years and may be re-elected at the conclusion of any term.
5.000 PRESBYTERY COUNCIL
5.001 The Presbytery Council is responsible for:
· Visioning and planning.
· Coordinating the mission and program of the presbytery.
· Communication - ensuring the congregations are heard and that information is shared in a timely and helpful manner.
· Budget and finance for both the ecclesiastical and mission program budgets
· Oversee the employees of Presbytery
5.002 The Presbytery Council shall have such committees, as they deem necessary.
6.000 COMMITTEES OF PRESBYTERY AND MINISTRY GROUPS
6.001 Elections: The annual election shall be at the final stated meeting of Presbytery of the year, and those persons elected shall assume office on the first day of the New Year.
6.002 Terms: Members shall be elected for terms of three years and shall be eligible for re-election for an additional term, after which they shall be ineligible for that committee/ministry group for one year.
6.03 Chairpersons: Chairperson shall be elected for a term of one year and shall be eligible for
re-election for additional terms provided that their membership on the committee/ministry group shall not exceed a total of six years of continuous membership.
6.004 Elder Members: Elders who serve as chairpersons for the continuing committees/ministry groups of the Presbytery or as members of Presbytery Council shall be enrolled as members of the Presbytery with voice and vote.
6.005 Duties and Responsibilities: In general, committee/ministry groups work shall be accomplished in accordance with the Book of Order G-3.000, G-11.0103, G-15.0100 and Directory for Worship.
The following committees are mandated by the Book of Order:
a. Committee on Ministry: This committee shall perform all functions enumerated in the Book of Order G-11.0500 and other duties as specified in the Book of Order.
b. Nominating Committee: This committee shall call forth and nominate persons into ministries on continuing committees, councils, boards, chairpersons and other bodies that require election by the presbytery. The committee shall propose to the Presbytery Council nominees for moderator and moderator-elect of the presbytery. All committee duties shall be performed in accordance with Book of Order G-9.0104a, b.
c. Preparation for Ministry: This committee shall perform all the functions enumerated in the Book of Order G-14.0300 and other duties as specified in the Book of Order.
d. Representation: This committee shall perform all the functions enumerated in the Book of Order G-9.0105 and G-11.0302 and other duties as specified in the Book of Order.
The Presbytery will engage in its ministry and mission through the work of ministry groups, which are responsible for:
· Planning
· Visioning
· Developing policies
· Appointing task groups to help accomplish their work
7.000 RULES OF DISCIPLINE: In accord with he Rules of Discipline D-6.0302a and D-10.0201b, the following persons are empowered to appoint a committee of counsel and an investigating committee when needed: The chairperson of the Committee on Ministry, the moderator, the stated clerk, and the Associate Synod Executive.
8.000 COMMISSIONS
8.001 Permanent Judicial Commission: This commission shall be composed of seven members elected from the ministers and elders of the Presbytery for a term of six years in three classes as provided in G-9.0503b, D-3.000 and D-5.000.
9.000 REPRESENTATIVES TO HIGHER GOVERNING BODIES
9.001 Eligibility: Any active or member-at-large ministerial member of Presbytery and any elder of a church having paid its per capita apportionment shall be eligible for nomination as a commissioner to higher governing body.
9.002 Election: Commissioners and Youth Advisory Delegates to the General Assembly and commissioners to Synod shall be elected far enough in advance of the announced meeting dates of these governing bodies to provide opportunity for proper briefing of the persons elected. The stated clerk shall notify all members of Presbytery and all clerks of session of the date and format of these elections.
10.000 RELATED AGENCIES
10.001 Sierra Mission Partnership: The Presbytery of Sacramento is related to the Sierra Mission Partnership for the purposes of coordination of programs, resources and budget as defined in the Sierra Mission Partnership Mission Design.
11.000 AMENDMENTS
11.001 Suspension: These bylaws may be suspended by two-thirds vote of the members present at any stated meeting of the Presbytery.
11.02 Revision: These bylaws may be amended by a two-thirds vote of the members present at any stated meeting of the Presbytery provided that the proposed changes have been presented at a previous meeting.

While this is an honor, there will be a lot of work and multitudes of volunteers will be needed for this to be a success.

This fall they hope to have someone from the Philippines join us at our November Presbytery Meeting. She asked that Presbytery hold the Partnership in their prayers.

Rev. Jim Zazzera briefly outlined the purpose of the
Committee on Preparation, and explained that they would be doing things a little
differently this time. He introduced Ian Farrell, an Inquirer from the Presbytery of San
Francisco who wishes to have his membership transferred to the Presbytery of Sacramento.
Jim did not read his Statement of Call, instead Jim referred the Presbytery to Statement
of Call asking them to discuss his Statement of Call between themselves and formulate
questions they wish to ask Ian. Presbytery broke into small discussion groups for about 10
minutes. Presbytery was called back for the examination of Ian Ferrell.
Presbytery Voted to close the examination. Ian was asked to leave for the vote.
Presbytery Voted to approve the transfer of Inquirer Ian Farrell from the Presbytery of San Francisco.
They recommend that Presbytery receive Ian Farrell as a Candidate for the office of Minister of Word and Sacrament.
Presbytery Voted to move Ian Farrell to the status of Candidate of Word and Sacrament.
The Vice Moderator administered the charge for new Candidates as required by the Book of Order. Jim closed with prayer for Ian.
Jim reported that the committee met with Candidate Elizabeth Shaw and finds her ready to be ordained as Minister of Word and Sacrament and recommends that Presbytery approves her as being ready to receive a Call.
Presbytery Voted to approve Elizabeth Shaw is ready to be ordained as a Minister of the Word and Sacrament.

Rev. Byron Nelson introduced Elizabeth Shaw stating that they
have examined Elizabeth Shaw and found her ready for ordination to receive a call as
Northern California Staff Person for Fuller Theological Seminary. As she has already been
examined he asked Presbytery to validate her call. He further recommended that Presbytery
approve her for membership in the Presbytery of Sacramento.
Elizabeth spoke to her call and background. Elizabeth was asked to leave for the vote.
Presbytery Voted to validate Elizabeth Shaw's call and approve her as being ready to be ordained as a Minister of the Word and Sacrament. Presbytery further voted to approve Elizabeth Shaw for membership in the Presbytery of Sacramento.
The COM recommends that Presbytery approve the following Terms of Employment outside the jurisdiction of Presbyterian Church (U.S.A.), based on 20 Hours a week:

There was some concern regarding the Terms of Employment, however the Stated Clerk reminded the Presbytery that Fuller Seminary is not a Presbyterian Seminary, and a non-Presbyterian entity cannot be held to Presbyterian standards.
Presbytery Voted to approve the Terms of Employment as her Terms of Call.

Joanne Hines, from the SMP Office drew our attention to the 1999 Year-to-date Mission Giving forms in the packets. She asked all churches to review this sheet and note any errors or omissions. She also went on to thank all churches that have turned in their 1999 Mission Pledge, and requested those churches who have not submitted their Mission Pledge to please do so that they can better budget their funds..
Marie Segur explained the process of how the money is divided up between the various Presbyteries in the Synod. Each Presbytery submitted their requests with supporting documentation. Sacramento requested and received a 2.1% increase in allotted mission money. She encouraged Presbytery to educate their congregations on the importance of mission giving and per capita giving to support the denomination.

The Worldwide Ministries Working Group request that Presbytery designate February 2000 as Mission Emphasis Month throughout Presbytery, with the February Presbytery Meeting having a special emphasis on mission.
Presbytery Voted to approve this request.
That Presbytery is requested to endorse in principle that there be displays at each Presbytery Meeting about (and from) churches in close proximity to the host church, taking into account possible limited space and requests for display areas from other groups. Worldwide Ministries Committee will work directly with the host church to coordinate the space.
Presbytery Voted to approve this request.
That Presbytery adopts and endorses the Access 2000 (Accessible Congregations) Campaign, a project of the National Organization on Disabilities. Further, that Presbytery in turn encourages individual congregations to adopt this Campaign, and sign the pledge to become an Accessible Congregation.
Presbytery Voted to approve this request.
He encouraged churches to use the resources available in this Presbytery to make themselves more inclusive as people of God.
That Presbytery approves an increase of 3% in salary of the staff person for Hunger and Peacemaking program.

Timothy went on to report that the MSJP has designated:
· Up to $1,000 to be utilized by the Presbytery in fostering the relationship with the church in the Philippines.
· Up to $1,000 for the use of the Racial Ethnic Task Force in the project to combat racism.
