Moderator Trott called the meeting of the Presbytery to order at 9:35
a.m. and gave the opening prayer.
A
quorum was present in the sanctuary of St. Andrew PC,

Voting on Amendments to
the Book of Order
>> The Moderator’s Litany
was read responsively with the
Commissioners, incorporating the instructions for debate and voting on
the proposed amendments in a humorous fashion.
The
proposed amendments to the Constitution of the Presbyterian Church (U.S.A.)
that were approved by the 216th General Assembly (2004)
and recommended to the Presbyteries for their affirmative or negative votes were heard at this time. The pro and con of each amendment was heard
before the vote was taken on each of the
proposed amendments. Proposed amendments
concerning Immigrant Fellowships, Items #04-B.1
& 04-B.2 failed. All other proposed
amendments passed.
Tellers for this
balloting were: Elders Jill Sherrill and
Granger Davies; Revs.
Jack McNary and Richard Pearson.
>> Moderator’s Litany told of Sacramento Presbytery now being 100
years old and giving the state of the times.

APPROVE the Minutes of the December 7, 2004 Stated Meeting of the
Presbytery as posted on the
Presbytery website an/or mailed with the call to this
meeting.
2. APPROVE the Docket for this meeting.
3. DISMISS WITH THANKS the Installation
Commission for the Rev. Jeffry Chapman who was installed
as Pastor of Faith PC,
Presbytery VOTED to approve items 1 - 3 as
listed above.
The
Committee on Ministry REQUESTS that Presbytery:
1. APPROVE the change of status of the Rev. Gregory
Vacca to that of Honorably Retired.
2. APPROVE the appointment of the Rev. Tom
Naylor as Parish Associate at Sierra PC,

Rev. Carol Pagelsen to serve as 80% Stated Supply

Committee on Ministry -- Joe Harrop
The
Committee on Ministry REQUESTS that Presbytery:
1. WELCOME the Rev. Allen McCallum as an
Honorably Retired member of the Presbytery.
Rev. McCallum was approved
for membership at the December 7, 2004 meeting, but was unable
to be present at that time. He has
transferred from the Presbytery of Santa Fe.
He is
serving as a Parish Associate at Bidwell Memorial PC,
Presbytery VOTED to welcome the Rev. McCallum as an Honorably Retired member and to approve his
serving as a Parish Associate at Bidwell Memorial PC,
2. APPROVE the Call of the Rev. Keith Posehn
to serve as Designated Pastor of Cordova PC,
Presbytery VOTED to approve the Terms of
Call for the Rev. Keith Posehn
as Designated Pastor at Cordova PC.
3. RECEIVE the Rev. Ted Kyoungtai
Shin as a Member at Large of the Presbytery.
He was a member of the Yukon
Presbytery, PC(USA), but became a member of the Korean
Northwest Presbytery of the
Presbyterian Church in
G-15.0202,
he will be asked to answer the questions required of candidates for ordination. Rev. Shin was excused from the room following
his introduction and statements
to the Presbytery.
Presbytery VOTED to receive the Rev. Ted Kyountai Shin as a Member at Large
of the Presbytery of
Upon his return to the room,
Moderator Kathy Trott asked the ordination questions
which were all answered
affirmatively. The Rev. Shin was
WELCOMED to the Presbytery
of Sacramento.
Presbytery Council -- Tom Tripp
1. COUNCIL PLACES IN NOMINATION the following
for membership on the Presbytery Nominating Committee: a. Ron Oldenkamp,

Presbytery VOTED to elect the two persons named above as members
of the Presbytery Nominating Committee for
the terms indicated.
2. Presbytery Council VOTED TO REQUEST that
Presbytery postpone until May the Budget & Finance Committee
item #5 regarding per capita in order to have both item #5 and a proposal from Roseville Session considered at the May 10, 2005
Presbytery meeting. In the meantime

investigate the constitutionality of

The Budget &
Finance Committee REQUESTS that Presbytery:
1. APPROVE the request of
Fremont PC to increase their capital indebtedness from $1,800,000 to
$2,500,000.
Presbytery VOTED to approve the request
from
2. APPROVE the application
from Bidwell Memorial PC,
Presbytery VOTED to approve the application from Bidwell Memorial Presbyterian Church, Chico, for a
Line of Credit Loan from the Bank of the West in the amount of
$2,000,000.
3.. RATIFY B&F’s approval for
Shepherd of the Sierra PC, Loomis to negotiate minor changes in their
current loan documents in order secure a fixed rate of interest before interest
rates would be increased.
Presbytery VOTED to approve the request.
4. APPROVE executing a Side Agreement with the
Cal Aggie Christian Association, because of the ecumenical nature
of the CA Christian Association (attached).
Presbytery VOTED to approve the request.
5. AFFIRM the Presbytery of Sacramento’s
historical practice and the 1999 reaffirmation action to forward
to Synod and General Assembly the apportionment of all per capita for the total
membership of churches
in this Presbytery
This topic will be on the docket for the
May 10, 2005 meeting of Presbytery
as per the vote taken under Presbytery Council #2.

Report from Synod -- Bob Justman
The
Commissioners to the Synod of the Pacific from this Presbytery are: the Revs. Jong Choon Kim and Philip K. Trinh; Elders Donna Evans
and Bob Justman.
They were asked to stand, if present.
A
printed report was submitted. Some
interesting things from the last meeting were noted:
> Congregational
giving came in at $1,604,573 or 100.8% of budget.
> Per capita
revenue was 100%
> We finished 2004
with a surplus of approximately $100,000 to be distributed to the Sierra Mission Partnership during the April 2005
consultation.
> The Theological
Education Fund gifting decreased from $125,582.13 to $112,577.74 in the synod in 2004 even though there were sixteen
more participating churches than in 2003.
>
The Presbyterian Foundation is realizing a 7.31% return on investments.
>
The GA Mission Development Resource Committee has applications for grants
available. For more

Fellowship Group was introduced; the
group made a choral presentation to the Presbytery. They are Moderated
by Aart Van Beek.
> Someone with
real estate expertise is needed by the Congregational Support Group.

addressed by the the guest pastor from the United
Church of Christ in the

reported on her experience attending the Assembly in the Philippine
Islands. She
reminded the Presbytery of our partnership with them since the year 2000.
