Call to Order --  Moderator Kathy Trott

            Moderator Trott called the meeting of the Presbytery to order at 9:35 a.m. and gave the opening prayer. 

                        A quorum was present in the sanctuary of St. Andrew PC, Yuba City.  The church pastor, the Rev.                       Chris Kersting WELCOMED those in attendance and related the story of the two years of                                                constructing the building;  he likened it to the Children of God, all working together.

                        FIRST TIME COMMISSIONERS were introduced from the following churches:  Red Bluff, Fair                              Oaks, Colusa, Davis, Walnut Grove, Faith, Corning, Marysville, Yuba City, Fremont and Grace,                            Sacramento

                        CORRESPONDING MEMBERS:  Rev. Jerry Kirk, Presbytery of Cincinnati and Rev. Reuben                                 Genotiva, Chief Executive, Cotabato Conference, Mindanao, United Church of Christ in the                                  Philippines.     Presbytery VOTED to seat the Corresponding members present.

 

Voting on Amendments to the Book of Order

            >>  The Moderator’s Litany  was read responsively with the Commissioners, incorporating the instructions                                     for debate and voting on the proposed amendments in a humorous fashion.

            The proposed amendments to the Constitution of the Presbyterian Church (U.S.A.) that were approved                            by the 216th General Assembly (2004) and recommended to the Presbyteries for their affirmative                                     or negative votes were heard at this time.  The pro and con of each amendment was heard before                                    the vote was taken on each of the proposed amendments.  Proposed amendments concerning                            Immigrant Fellowships, Items #04-B.1 & 04-B.2 failed.  All other proposed amendments passed. 

            Tellers for this balloting were:  Elders Jill Sherrill and Granger Davies;  Revs. Jack McNary  and Richard                           Pearson. 

 

            >>  Moderator’s Litany  told of Sacramento Presbytery now being 100 years old and giving the state of the                                  times.

 

Panel:  Need-Oriented Evangelism  --  Rev. Jack Schutte, Facilitator

            A panel of leaders from the five congregations that have grown 50% or more since 1993 shared their             strategies and experiences.  Participants were:  Steve Shipsted, Bidwell Memorial PC, Chico,                              155% increase;  John Gibson,  Shepherd of the Sierra PC, Loomis, 124% increase;  John                                    Moser,Vacaville Community PC, 108% increase;  Ken Winter, Auburn PC, 73% increase; 

                        Chris Kersting, St. Andrew PC, Yuba City,  64 % increase. They each described various activities                                     that worked in their situations.  All were based on welcoming and friendship.  Questions and                                discussion followed the presentations.  

 

            >>  Moderator’s Litany enumerated more 100 year “facts”.

 

Report From India  --  Rev. Garry Cox

            The delegates who participated on the trip to India stood            for recognition.  Pictures showing the aftermath                         of the tsunami and life in India were shown.  More pictures will be shown during lunch.

Consent Calendar

            The Stated Clerk REQUESTS that Presbytery:

                        1.  APPROVE the Minutes of the December 7, 2004 Stated Meeting of the Presbytery as posted                                                 on the Presbytery website an/or mailed with the call to this meeting.

                        2.  APPROVE the Docket for this meeting.

                        3.  DISMISS  WITH THANKS the Installation Commission for the Rev. Jeffry Chapman who was                                       installed as Pastor of Faith PC, Sacramento on January 30, 2005.

                        Presbytery VOTED to approve items 1 - 3 as listed above.

           

            The Committee on Ministry REQUESTS that Presbytery:

                        1.  APPROVE the change of status of the Rev. Gregory Vacca to that of Honorably Retired. 

                        2.  APPROVE the appointment of the Rev. Tom Naylor as Parish Associate at Sierra PC,

                                    Nevada City.

                        3.  APPROVE the renewal of the contract for the Rev. Carol Pagelsen to serve as 80% Stated                                         Supply at Carmichael PC for one year.  Salary as posted (Meets AAEE0 guidelines)

                        4.  APPROVE the contract for the Rev. Leon Thompson to serve as 50% Interim Pastor at Grace                                                 PC, Weed, from 3/1/05 to 2/28/06.  Deferred compensation (meets AAEEO guidelines)

                        5.  CONCUR with the Congregation of Fremont PC, Sacramento, to dissolve the relationship of                                       Associate Pastor Jack McNary and that church, effective April 10. 2005 and to designate                                                 Rev. McNary as a Member at Large of this Presbytery.

                        6.  DISMISS the Rev. David Huusko to the Presbytery of Grand Canyon.  Rev. Huusko has                                              accepted a call to serve as Pastor at Northminster PC, Phoenix, Arizona.  He has been                                        serving as Pastor of Dixon Community Church.

                        7.  DISMISS the Rev. John Conley to the Presbytery of Giddings-Lovejoy, effective

                                    January 10, 2005.  Rev. Conley has accepted a call to serve as Interim Pastor at

                                    Second PC, St. Louis, MO.

                        8.  APPROVE the one year renewal of the contract for the Rev. Charles E. Crumley to serve as                                        Stated Supply Pastor (25% time) at Woodland PC.  Salary and Housing as posted.
                                    (Meets AAEEO guidelines)

                        9.  APPROVE the one year renewal of the contract for the Rev. Katherine McIntosh-Smith to                                            serve as Stated Supply Pastor (50% time) at Woodland PC.  Salary and Housing                                                            as posted.  (Meets AAEEO guidelines)

                                    Presbytery VOTED to approve all request items 1-9 as listed above.

 

Committee on Ministry  --  Joe Harrop

            The Committee on Ministry REQUESTS that Presbytery:

                        1.  WELCOME the Rev. Allen McCallum as an Honorably Retired member of the Presbytery.  Rev.                                   McCallum was approved for membership at the December 7, 2004 meeting, but was                                            unable to be present at that time.  He has transferred from the Presbytery of Santa Fe.  He                                  is serving as a Parish Associate at Bidwell Memorial PC, Chico.

Presbytery VOTED to welcome the Rev. McCallum as an Honorably                                                    Retired member and to approve his serving as a Parish Associate                                          at Bidwell Memorial PC, Chico.

                        2. APPROVE the Call of the Rev. Keith Posehn to serve as Designated Pastor of Cordova PC,                                       Rancho Cordova, for a period of three years, effective March 7, 2005 and to APPROVE                                      the following Terms of Call as posted.  Meets AAEEO guidelines.

                                    Presbytery VOTED to approve the Terms of Call for the Rev. Keith                                                                   Posehn as Designated Pastor at Cordova PC.

                        3.  RECEIVE the Rev. Ted Kyoungtai Shin as a Member at Large of the Presbytery.  He was a                                         member of the Yukon Presbytery, PC(USA), but became a member of the Korean                                               Northwest Presbytery of the Presbyterian Church in America following seminary.  At his                                       request they have dismissed him for transfer into the Presbytery of Sacramento. Rev.                                         Shin has been serving the new Korean Fellowship in Chico.  His Statement of Faith is on                                             ¨www.sacpresby.org website and attached to the docket.  Pursuant to Book of Order

                                    G-15.0202, he will be asked to answer the questions required of candidates for                                                    ordination.  Rev. Shin was excused from the room following his introduction and                                                             statements to the Presbytery. 

                                    Presbytery VOTED to receive the Rev. Ted Kyountai Shin as a Member at                                                                    Large of the Presbytery of Sacramento.

                                    Upon his return to the room, Moderator Kathy Trott asked the ordination questions which                                                             were all answered affirmatively.  The Rev. Shin was WELCOMED to the                                                               Presbytery of Sacramento.

 

Presbytery Council  --  Tom Tripp

            1.  COUNCIL PLACES IN NOMINATION the following for membership on the Presbytery Nominating                                 Committee:  a.  Ron Oldenkamp, 2007 (2) - First PC, Roseville;  b. Tonya Roschen, 2007 (1) -                               Covenant Community Church, Vacaville.

Presbytery VOTED to elect the two persons named above as members of the                                      Presbytery Nominating Committee for the terms indicated.

            2.  Presbytery Council VOTED TO REQUEST that Presbytery postpone until May the Budget & Finance                           Committee item #5 regarding per capita in order to have both item #5 and a proposal from                                  Roseville Session considered at the May 10, 2005 Presbytery meeting.  In the meantime Council                          will investigate the constitutionality of Roseville’s policy request and determine what actions can                               be taken

Presbytery VOTED to postpone until May the Budget & Finance item #5 and the                                  proposal from Roseville Session.  Motion carried with a split vote..

 

Budget & Finance Committee --  Marie Segur

            The Budget & Finance Committee REQUESTS that Presbytery:

                        1.  APPROVE the request of Fremont PC to increase their capital indebtedness from $1,800,000                                      to $2,500,000.

                                    Presbytery VOTED to approve the request from Fremont PC,Sacramento.

                        2.  APPROVE the application from Bidwell Memorial PC, Chico for a Line of Credit Loan from the                                                Bank of the West in the amount of $2,000,000 for the repair and expansion of their                                              existing facility.

Presbytery VOTED to approve the application from Bidwell Memorial                                                  Presbyterian Church, Chico, for a Line of Credit Loan from the                                                            Bank of the West in the amount of $2,000,000.

                        3.. RATIFY B&F’s approval for Shepherd of the Sierra PC, Loomis to negotiate minor changes in                                                 their current loan documents in order secure a fixed rate of interest before interest rates                                       would be increased.

                                    Presbytery VOTED to approve the request.

                        4.  APPROVE executing a Side Agreement with the Cal Aggie Christian Association, because                                          of the ecumenical nature of the CA Christian Association (attached).

                                    Presbytery VOTED to approve the request.

                        5.  AFFIRM the Presbytery of Sacramento’s historical practice and the 1999 reaffirmation action to                                   forward to Synod and General Assembly the apportionment of all per capita for the total                                                 membership of churches in this Presbytery

                                    This topic will be on the docket for the May 10, 2005 meeting of                                                                                  Presbytery as per the vote taken under Presbytery Council #2.

                        FYI - Agreement with Faith PC and ATT that a cell tower be placed on their property at 625                                               Florin Road, Sacramento, with terms reviewed and accepted by Faith.

                        üüü Be alerted to the change of monthly meetings of Budget & Finance to the second                                                              Wednesday at 5:00 p.m.  --  SMP office.

 

Report from Synod  --  Bob Justman

            The Commissioners to the Synod of the Pacific from this Presbytery are:  the Revs. Jong Choon Kim and                                   Philip K. Trinh;  Elders Donna Evans and Bob Justman.  They were asked to stand, if present.

                        A printed report was submitted.  Some interesting things from the last meeting were noted:

                        >  Congregational giving came in at $1,604,573 or 100.8% of budget.

                        >  Per capita revenue was 100%

                        >  We finished 2004 with a surplus of approximately $100,000 to be distributed to the Sierra                                            Mission Partnership during the April 2005 consultation.

                        >  The Theological Education Fund gifting decreased from $125,582.13 to $112,577.74 in the                                           synod in 2004 even though there were sixteen more participating churches than in 2003.

                        > The Presbyterian Foundation is realizing a 7.31% return on investments.

                        > The GA Mission Development Resource Committee has applications for grants available.  For                                      more information contact Mel Khachigian at 661/833-8216.

                        > A copy of Summary of Synod Loans to churches in the Presybtery of Sacramento is attached.

 

Reports from Presbytery Support Committees

            PASTORAL SUPPORT  --  Geordie Ziegler

                        >  Attention was called to the Pastor Retreat to be held this fall.

                        >  A brochure describing Spiritual Direction for Clergy was distributed.

            CONGREGATIONAL SUPPORT  --  John Moser

                        >  The Rev. Jerry Kirk will be at Fremont PC  leading a training seminar.

                        >  The Indonesian Worshipping Fellowship Group was introduced;  the group  made a choral                                           presentation to the Presbytery.  They are Moderated by Aart Van Beek.

                        >  Someone with real estate expertise is needed by the Congregational Support Group.

            MISSION SUPPORT  --Aart Van Beek

                        >  Eastwind Youth Center is in need of support from churches in the Presbytery.

                        >  Presbytery was addressed by the the guest pastor from the United Church of Christ in the                                           Philippines.

                        >  Florence Holman reported on her experience attending the Assembly in the Philippine Islands.                                     She reminded the Presbytery of our partnership with them since the year 2000. 

                        >  There will be a mission celebration in September.

 

Reports of Presbytery Staff

            Sally Hinchman  --  General Presbyter for Ministry

                          Sally announced there will be a National Pastors’  Retreat instead of General Assembly this year

                          David Huusko will be leaving after Easter, April 1, 2005.  There are currently many pastors in                                         transition.  Remember them in prayer.

                          Larry Huggett is dealing with a bout of pneumonia

                          Vacaville Community is dedicating their new worship center this weekend.

                          Byron Nelson will be preaching in Hawthorne, NV.

            Jack Schutte  --  Associate for Congregational Support

                          Jack’s comments centered on a recent tour of Sydney, Australia.  He discovered that the church                                   buildings are being converted to other uses, such as gifts shop and other businesses.                                        The concentration is on evangelism.

            Lynn Shultz  --  Director of Educational Ministries

                          Lynn is a proud new Grandmother!

                          There is a new collection of materials available on “What it Means To Be a Presbyterian”  This set                                  is now on sale for $75.00 or it can be seen at the Resource Center.

                          There will be an Educators conference at Zephyr Point this fall; Montreat West, a brochure is                                        available.

            Tom Haller  --  Hunger Action Enabler

                          Attention was called to the materials in the packet, especially the information on One Great Hour                                   of Sharing.

                          There will be a Peacemaking Conference at Ghost Ranch, June 30 --

            Elizabeth Groelle  --  Stated Clerk

                        *  Liz expressed her thanks and appreciation to Evelyn Weick for the work she has done with the                                      care and distribution of the name tags and materials to the Commissioners at each                                              Presbytery meeting for the past several years.  Evelyn will not be continuing.

                          Liz also thanked Leola Davies for her continuing service recording the minutes of each meeting.

 

New Business

              Jim Barstow addressed the Presbytery with the request from the Session of First PC. Roseville.  They                                      are requesting a “relief of conscience policy” for per capita that would allow an individual church to                      withhold per capita without affecting the Presbytery;s budget.  This item will be placed on the May                                   meeting agenda.

 

Closing Worship Service, with Necrology and Communion

The Presbytery was led in the Closing worship by our hosts at St. Andrew PC incorporating the Necrology           for the past year and closing with the Lord’s Supper.
