Call to Order -- Moderator

Moderator the Rev. Dr. G. Henry Wells brought the meeting of Presbytery to order with prayer at 9:10 a.m. A quorum was present in the sanctuary of the Burney Presbyterian Church.

Burney Pastor Dan Wells WELCOMED the Presbytery. He thanked the many churches that have helped the work at Burney in many ways over the last few years. He briefly reviewed some of the history of this church, established at the time of Harry Truman.

First-time Commissioners were introduced from Auburn, Carmichael, Redding and Fair Oaks. Corresponding Members Byron Nelson and Jack Schutte were present.

Workshop on the Preliminary Report from the Theological Task Force on Peace, Unity and Purity of the Church

Kathy Trott introduced this portion of the meeting explaining that General Assembly is encouraging churches to do this process and therefore she is introducing it to the Presbytery.

Sally Hinchman reviewed the printed handout, giving a quick overview, and the ground rules for discussion in the groups, closing with the prayer from Ephesians. The Task Force produced a video to be used that is available through the Resource Center.

Business of the Presbytery, Part I - Consent Agenda

The Stated Clerk REQUESTS that Presbytery:

**1 Approve the docket for this meeting. Stated Clerk REQUEST this item be removed.

Presbytery VOTED to REMOVE item #1 from the Consent Agenda.

2. APPROVE the minutes of the May 11, 2004 Stated Meeting as posted on the presbytery website and/or mailed with the Call to this meeting.

3. APPROVE the minutes of the June 15, 2004 Called Meeting as posted on the presbytery website and/or mailed with the Call to this meeting.

Presbytery VOTED to approve #2 and #3.

The Committee on Ministry REQUESTS that Presbytery approve the following actions taken on its behalf since the May 11, 2004 Presbytery meeting:

1. APPROVED returning the Rev. Greg Vacca to Active status, and dismissing him to the Presbytery of Los Ranchos.

2. APPROVED the one-year extension of the Rev. David Huusko’s Interim Call to the Dixon Community Church.

3. APPROVED the one-year extension of the Rev. James Jensen’s Interim Call to the Vacaville Community Church.

4. DISMISSED the Revs. Katherine and Daniel Schwan to the Presbytery of San Joaquin to serve as Designated Co-pastors of the Kaweah Parish.

5. DISMISSED the Rev. Tom Patterson to the Presbytery of North Puget Sound, pending receipt of a transfer request. He has been called to serve as Pastor of the Lake Forest Park PC, near Seattle.

6. DISMISSED the Rev. Toby Nelson to the Presbytery of San Francisco, pending receipt of a transfer request. He will be serving as Interim Pastor of First PC, Hayward.

7. VOTED to designate the Rev. Michelle Todd as a Chaplain, and as a Parish Associate at Fremont PC, Sacramento.

8. VOTED to designate the Rev. Lynne Vandercook as a Chaplain.

** 9. VOTED to grant Parish Associate status to the following persons:

a. The Rev. Bob Olmsted (United Methodist), Federated Church, Placerville.

b. The Rev. Timothy Little and the Rev. Warren Barnes, Westminster PC, contingent on the resolution of the issues with the Senior Pastor.

10. APPROVED the change in position for the Rev. Sarah Stephens, and her continued laboring outside the bounds. She is now Chief of Party of the “Albanian Initiative: Coordinated Action Against Human Trafficking,” a three-year USAID funded program.

11. APPROVED the request of the Rev. Kimberly Fong to labor outside the bounds to serve as Pastor of the Po’okela Church (UCC), Makawao, Maui, Hawaii.

12. APPROVED the Installation Commission for the Rev. K. C. Wahe, held at Carmichael PC on June 6, 2004. The Commission consisted of the Rev. Dr. Henry Wells, Moderator; Rev. Keith DeVries, Carmichael PC; Rev. Brian Spangler, Peace PC; Rev. Jennifer George, Shepherd of the Sierra; Elder Willie Wilson, Carmichael PC and Elder Al Bare, Celtic Cross PC.

13. VOTED to dismiss Eric Keller to the Presbytery of Des Moines following his ordination on May 23, 2004. He has been called to serve as Pastor at Clifton Heights PC.

14. VOTED to ordain Mark Studer, and to dismiss him to the Presbytery of Philadelphia following his ordination on June 27, 2004 at Carmichael PC. He has been called to serve as Pastor of Media PC, Media Pennsylvania. The Ordination Commission was the Rev. Dr. Henry Wells, Moderator; Rev. Keith DeVries, Carmichael PC; Rev. Kevin Wahe, Carmichael PC; Elder Al Bare, Celtic Cross PC; Elder Kelly Rooker, St. Stephens PC; Elder David Studer, Carmichael PC.

15. VOTED to concur with the congregation of Grace PC, Weed to dissolve the pastoral relationship with the Rev. Henry DeGraaff, effective December 31, 2004.

16. VOTED to concur with the congregation of Faith PC, to dissolve the Interim pastoral relationship with the Rev. John Conley effective October 8, 2004, and change his designation to Member at Large.

** Presbytery VOTED to remove #9 at this time.

Presbytery VOTED to approve all the above listed items except #9.

Stated Clerk: CHANGES IN THE DOCKET

Presbytery VOTED to move the section re: the request of Westminster Church to New Business (from p. 6 to p.7)

Presbytery VOTED to move the Preparation for Ministry Committee report from p. 5 to p.3 preceding the report of the Commissioners to General Assembly. (Split vote - yes 37; no 35)

Presbytery VOTED to approve the Docket with the two changes.

Report of Westminster Church Administrative Commission -- Keith DeVries

The printed report was distributed to all those present. The Rev. DeVries read the report in its entirety to the assembled Presbytery. The report recommends that David Thompson remain the Senior Pastor of Westminster Church with a close relationship with the Committee on Ministry. Thanks were expressed to everyone who has been involved in this process. The concern that the congregation find healing and reconciliation was expressed.

Presbytery VOTED to adopt the recommendations and to dissolve the Administrative Commission with thanks for their hard work and prayers for the congregation.

Presbytery VOTED to approve Consent Agenda #9 at this time.

Reports from Presbytery Support Committees

Pastoral Support -- (Geordie Ziegler not present) There is still some space available at the Pastor’s Retreat.

Congregational Support -- John Moser

• A power point presentation was made about the “New Hope Partnership” process. Ten congregations are planning to participate in this process and others are invited to join them. Printed information was distributed to everyone.

• John also gave a pictorial update on the construction taking place at the Vacaville Covenant PC.

Mission Support -- Warren Barnes

• Warren spoke of working with the Church Based Evangelism with youth.

• Garry Cox reminded everyone about the Theological Education Fund and urged ALL churches to participate this coming year.

• Hunger Action Enabler Tom Haller announced a trip to South India in late December and encouraged folks to join the group.

• A pastor will be coming that is a part of the International Peacemakers.

Committee on Preparation for Ministry -- Stan Henderson

1. Information: The Committee on Preparation for Ministry enrolled Nate Dreesmann, First Presbyterian Church, Gridley as an Inquirer on September 8, 2004.

2. The Committee on Preparation for Ministry REQUESTS that Presbytery examine and approve Christopher Hays, Davis Community Church, as a Candidate for the office of Minister of the Word and Sacrament. His Statement of Faith is in the packet.

Chris came forward and spoke to the presbytery regarding his background, faith and plans for his future. No questions were asked; he was excused from the room. Affirmative comments regarding Chris were made in his absence.

Presbytery VOTED to receive Christopher Hays as a Candidate for the office of Minister of the Word and Sacrament.

Chris was welcomed back to the room.

Moderator Wells asked the CONSTITUTIONAL QUESTIONS from the Book of Order. All answers were affirmative. Mary Lynn Tobin and K.C. Wahe stood with him. Mary Lynn gave the charge and prayer.

3. At its meeting on July 14, 2004 the Committee declined to enroll Diane Ford as an Inquirer. At its meeting on September 8, 2004 the Committee reaffirmed its decision to decline enrollment for Diane.

4. The Committee brings to the Presbytery for APPROVAL the following policy statement approved by CPM on September 8, 2004.

“The Committee on Preparation for Ministry will not ordinarily enroll a person as an Inquirer whose ordination would remain barred by

G-6.0106b or other concerns about fitness for ministry”

Pro and con discussion ensued and many opinions were expressed.

A call for the Question received an AFFIRMATIVE vote.

Presbytery VOTED, by a standing vote, to approve the policy statement as requested by CPM.

Committee on Ministry -- Tom Tripp

1. The Rev. Scott Dickson has been called to serve as Senior Pastor of Sierra PC, Nevada City. He is coming from John Knox PC Dublin, CA, Presbytery of San Francisco His Statement of Faith is in the packet and has been available on the Sacramento Presbytery website.

The Committee on Ministry REQUESTS that Presbytery:

a. APPROVE the Call of the Rev. Scott Dickson to serve as Senior Pastor of Sierra PC, Nevada City effective August 15, 2004 and APPROVE him for membership in the Sacramento Presbytery.

Presbytery VOTED to approve the Call of the Rev. Scott Dickson to Sierra PC and to approve him for membership in the Presbytery of Sacramento.

b. APPROVE the Terms of Call.

Presbytery VOTED to approve the Terms of Call for the Rev. Dickson.

c. APPROVE the Installation Commission for the Rev. Scott Dickson, to take place at Sierra Presbyterian Church, Nevada City on October 3, 2004 at 4 p.m:

The Committee on Ministry REQUESTS that Presbytery:

a. APPROVE the Call of the Rev. Jeffry Chapman to serve as Pastor of Faith PC, Sacramento effective October 24, 2004, and approve him for membership in the Sacramento Presbytery.

Presbytery VOTED to approve the call of the Rev. Jeffry Chapman to Faith PC, Sacramento and to approve him for membership in the Presbytery of Sacramento.

b. APPROVE the Terms of Cal.

3. Nancy Duff, who has been assessed as ready for ordination on November 12, 2004, is being called to serve as Associate Pastor (60% time) at First PC, Roseville. Her Statement of Faith is in the packet and has been available on the website.

The Committee on Ministry REQUESTS that Presbytery:

a. APPROVE the Call of the Rev. Nancy Duff to serve as Associate Pastor for Small Group Ministries (60% time) at First Presbyterian Church, Roseville and to APPROVE her for membership in the Sacramento Presbytery following her ordination. (Work began September 1, 2004).

Presbytery VOTED to approve the Call of the Rev. Nancy Duff to serve as Associate Pastor (60% time) at First PC, Roseville and to approve her for membership in the Presbytery of Sacramento following her ordination.

b. APPROVE the following Ordination/Installation Commission for Nancy Duff, to take place at First Presbyterian Church, Roseville on November 7, 2004 at 3:00 p.m.: Rev. Dr. Henry Wells, Moderator; Rev. Dr. Jim Barstow, First PC, Roseville; Rev.Timothy Little, At Large; Elder Dolly Fiddyment, First PC, Roseville; Elder Peter Francis, Folsom PC; Elder Alice Hayes, Community PC, Vacaville.

Presbytery VOTED to approve the Ordination/Installation Commission for Nancy Duff.

c. APPROVE the Terms of Call.

4. The Rev. Elizabeth Vincent has moved to Folsom from the Presbytery of San Franciso where she has been a Member at Large. Her Statement of Faith is in the packet and has been on the website. The Committee on Ministry REQUESTS that Presbytery receive the Rev. Libby Vincent as a Member at Large of the Sacramento Presbytery, pending her attendance at the December 7, 2004 meeting.

5. The Rev. Leon Thompson, HR, has been invited to serve as Interim Pastor at McCloud Community PC, McCloud. He comes from the Presbytery of Santa Barbara. His Statement of Faith is in the packet and has been available on the website.

The Committee on Ministry REQUESTS that Presbytery:

a. APPROVE the contract of the Rev. E. Leon Thompson, HR, to serve as Interim Pastor at McCloud Community PC, effective August 1, 2004 for 1 year, and to receive him as a member of the Sacramento Presbytery.

Presbytery VOTED to approve the contract with the Rev. E. Leon Thompson, HR, to serve as Interim Pastor and to receive him as a member of the Presbytery of Sacramento.

b. APPROVE the contract terms (half time) for Rev. Thompson.

6. The Rev. Graham Baird has been invited to serve as Interim Pastor at The Presbyterian Church of Red Bluff. He come from the Mission Presbytery, San Antonio, Texas. His Statement of Faith is in the packet and has been on the website.

The Committee on Ministry REQUESTS that Presbytery:

a. APPROVE the contract for the Rev. Graham Baird to serve as Interim Pastor at The Presbyterian Church of Red Bluff, effective July 16, 2004 for one year, and to receive him as member of the Sacramento Presbytery pending his attendance at the December Presbytery, meeting.

7. The Rev. Carol Evans LeBlanc has been invited to serve as Interim Pastor at Bethany PC, Sacramento. She comes from Gladwyne, PA, Presbytery of Philadelphia. Her Statement of Faith is in the packet and has been available on the Presbytery website.

The Committee on Ministry REQUESTS that Presbytery:

a. APPROVE the contract for the Rev. Carol LeBlanc to serve as Interim Pastor at Bethany PC, Sacramento, effective September 26, 2004, and to receive her as a member of the Sacramento Presbytery.

Presbytery VOTED to approve the contract for the Rev. Carol LeBlanc to serve as Interim Pastor effective 9/26/04 and to receive her as a member of the Presbytery of Sacramento.

b. APPROVE the following contract terms for the Rev. LeBlanc.

Lynn Shultz -- Director of Educational Ministries

• Triennium was attended by 54 youth from the SMP area. Special thanks to the Woodland group for hosting an out of town group overnight.

• Next summer a mystery mission tour is being planned. Youth interested in helping are invited to call Lynn.

• APCE will be having a conference at Zephyr Point in October.

Budget and Finance Committee -- Marie Segur

The Budget and Finance Committee REQUESTS that Presbytery:

1. Grant authority to the Budget & Finance Committee, sitting as Trustees, to perform actions within their areas of responsibility on behalf of Presbytery and in accordance with G-9.0403; provided that such information is presented and ratified at the following meeting of Presbytery.

Presbytery VOTED to approve the request.

2. Set the 2005 per capita for the Presbytery of Sacramento at $5.75 in order to provide a realistic balanced budget that is based on actual projected income.

Presbytery VOTED to approve the request with some no votes.

3. Approve the request from First Presbyterian Church, Gridley, to purchase property across the street from their existing site, as approved by the congregation on August 22, 2004. Said property will be used by the church for its ministries.

Presbytery VOTED to approve the request.

4. Approve the request from Peace Presbyterian Church to refinance their existing loan with GA into a Synod loan.

Presbytery VOTED to approve the request.

5. Approve the request from Covenant Community Presbyterian Church of Vacaville to seek an additional loan of $175,000 from Synod to cover overages on their construction costs, said loan to be guaranteed by the Presbytery of Sacramento.

5 a. Approve the request of Covenant Community Church of Vacaville to make an irrevocable offer of dedication of a 12 foot wide strip that runs the length of the church property front along Alamo Drive to the City of Vacaville.

Presbytery VOTED to approve the requests of #5 and #5 a.

Nominations Committee

The Nominations Committee REQUESTS that Presbytery:

APPROVE the following Commissioners to the Synod of the Pacific:

Rev. Jong Choon Kim, Capital Korean PC -- Class of 2006

Donna Evans, Fremont PC -- Class of 2006

Presbytery VOTED to approve the Commissioners to the Synod.

Recognition of the Rev. Henry DeGraaff -- Moderator Wells

The Rev. Henry DeGraaff has announced his intention to retire from active ministry on December 31, 2004.

The Committee on Ministry REQUESTS that Presbytery honor the Rev. Henry DeGraaff by bestowing on him the title of “Honorably Retired” effective January 1, 2005.

Presbytery VOTED to grant the status of Honorably Retired to the Rev. Henry DeGraaff.

Report of the Stated Clerk-elect Search Task Force -- Skip Herbert

Skip expressed his thanks to the Search Task Force that worked with him. Liz Groelle has indicated her intention to retire from this position when her term is completed at the end of 2005. A search has been conducted and applicants interviewed. The unanimous recommendation for the position of Stated Clerk-elect is the Rev. Richard G.Pearson.

Richard came forward and spoke to the Presbytery, and was EXCUSED from the room.

On behalf of the Presbytery Council, the Task Force REQUESTS that Presbytery: ELECT the Rev. Richard Pearson as Stated Clerk-elect, effective January 1, 2005.

Presbytery VOTED to approve the request to elect the Rev. Richard Pearson as Stated Clerk-elect.

Richard returned to the room and received the congratulations of those present.

3 p.m. Presbytery VOTED to extend the agenda.

Report of Commissioners to the 216th General Assembly:
Rev. Dr. Don Baird, Rev. Peggy Cross, Elder Kathy Trott

Peggy Cross related the Moderator elected at GA is the youngest ever in this position. His interests are mission and youth. The present Stated Clerk was re-elected. A new youth magazine proposal to be done completely by youth was referred to GA Council. A new media campaign is being developed.

Kathy Trott served on the Theological Issues and Institutions Committee which approved new Presidents for Louisville and Princeton Seminaries. The Trinity Papers were reviewed, contact Kathy for more information.

Don Baird served on the National Issues Committee This committee received the overtures from the presbyteries and had many diverse issues to be considered before making a recommendation to GA. Prayers are solicited for the many issues coming before GA this year. Don expressed his thanks for the the privilege of serving at General Assembly.

There was a brief time for questions to the Commissioners.

Moderator Wells led in prayer for the church.

The Stated Clerk has received the following:

“The Session of Westminster Presbyterian Church strongly reaffirms its endorsement and support of Diane Ford to actively begin her quest to become a minister of the Word and Sacrament in the PC (USA). The Session strongly protests the action taken on July14, 2004 and reaffirmed on September 8, 2004 by Presbytery of Sacramento’s Committee on Preparation for Ministry to refuse to accept Diane Ford as an Inquirer. The Session of Westminster Presbyterian Church intends to work with Diane Ford and, on her behalf, to have this decision reversed.

The Session of Westminster Presbyterian Church REQUESTS that the Presbytery of Sacramento:

1. Not sustain the action of the CPM regarding Diane Ford’s status as an Inquirer.

2. Take original jurisdiction of the request by the Session of Westminster Presbyterian Church to accept Diane Ford as an Inquirer.”

This motion was debated for and against. QUESTION was called, AFFIRMATIVE VOTE.

Presbytery VOTED to defeat the Westminster Presbyterian Church requests #1 and #2.

Representative from Westminster Church gave notice that they will appeal the vote of the Presbytery.

The Moderator declared the business of the day has been completed.

Closing Worship -- Dan Wells

Host Pastor Dan Wells led the very meaningful closing service with song and scripture.
