Call to Order - Moderator Henry Wells
This Special Called meeting of Presbytery was brought to order by Moderator Wells at 5:03 p.m. in the sanctuary of Northminster Presbyterian Church, Sacramento. A quorum was determined to be present. This Special Meeting was Called for the following sole purpose: To seek Presbytery's approval of the request of the Session of Bidwell Memorial Presbyterian Church, Chico, to enter into negotiations to acquire land that is immediately available, pending the vote of their congregation.
Opening Prayer was given by the Rev. John Moser.
The Rev. Jack Schutte, Sierra Mission Partnership, member of the Presbytery of Nevada, was seated as a Corresponding Member.
Report of Budget & Finance Committee - Marie Segur
The Budget and Finance Committee, sitting as Trustees of the Presbytery of Sacramento, RECOMMENDS that Presbytery approve the request of the Session and the Congregation of Bidwell Memorial Presbyterian Church, Chico to acquire properties for multi-site development as presented at the May 11, 2004 Stated Meeting of the Presbytery by the Congregational Support Committee.
Bidwell Pastor Steve Schibsted made a visual presentation showing the location of the property on the map. The proposed building would include multi-purpose worship space to seat 700; 350 - 400 for meals. The church would operate with one budget, one in leadership, one set of core values, with the resources of a large church with the increase in worship space and access to the facilities. The description of the property was reviewed. There are two adjoining parcels at the intersection of 2 main streets in Chico. The property is prime for development and is located just 10 minutes north of the Bidwell's downtown location. Totally $1,750,000 has been offered on the two parcels.
COMMENT: The Budget & Finance Committee reviewed Bidwell's current budget, and finds the church is well within the accepted debt-to-income ratio for assuming financial needs for such acquisition of property.
Discussion and questions followed the presentation.
Presbytery VOTED unanimous approval of the request of Bidwell Memorial Presbyterian Church, Chico to acquire properties for multi-site development as presented today.
