Order The Stated Meeting of the Presbytery of Sacramento was brought to order by the Rev. Dr. G. Henry Wells, Moderator at 2:03 p.m. with a quorum present in the sanctuary of the
Folsom PC. Moderator Wells gave the opening prayer. He introduced host pastor the Rev. 1. APPROVE the docket for this meeting.
2. APPROVE the minutes of the February 28, 2004 meeting as posted on the presbytery website and/or mailed with the pre‑call to this meeting.

5. CONTINUE to grant authority to the Committee on Ministry to perform the actions listed in the Book of Order (G-11.0502h) on its behalf, with the provision that all such actions are reported to the next stated meeting of the Presbytery. (G-9.0403)

The Committee on Ministry requests that Presbytery:
1. CONCUR with the vote of the congregation of McCloud PC to dissolve the pastoral relationship with the Rev. Robert Masciola, effective April 26, 2004, and transfer him to the Presbytery of Alaska. Bob has accepted a call to First PC, Skagway. He and his family can be reached through the church at P.O. Box 513, Skagway, AK 99840.
2. APPROVE the Terms of Call for the following persons as found on the chart included in the packet for this meeting: (See item #4 above)

Board of Pensions Report
The Rev. Mark Frey, Western Regional Representative, addressed the Presbytery regarding health care costs and the coming increase in dues. Investment performance document is available on the Web site. Members will be notified of any changes.
Committee on Ministry -- Joe Harrop
The Committee on Ministry recommends that Presbytery:
1. APPROVE the Call of Kevin Christopher (K.C.) Wahe to serve as Associate Pastor for Youth and Families at Carmichael PC andAPPROVE him for membership in the Sacramento Presbytery following his ordination. As K.C. is to be examined by the Presbytery of San Fernando today (May 11), he is unable to be present at this meeting, but has attended previous Sacramento Presbytery meetings, and will be present at the meeting in September.
His ordination is scheduled for May 23 in his home presbytery, His Terms of Call for 2004 are:

Installation is tentatively scheduled for June 6 at 3 p.m. at Carmichael PC. The Installation Commission will be submitted to COM following the completion of all of the above actions.
Presbytery VOTED TO APPROVE the Call of K.C. Wahe to serve at Carmichael PC and to APPROVE him for membership in the
Sacramento Presbytery following his ordination.
2. APPROVE the transfer of the Rev. S. T. Michelle Todd from the Presbytery of San Joaquin as a Member at Large. Michelle is a Chaplain in the Air National Guard. Her husband was recently transferred here. She is attending Fremont PC in Sacramento and they would like to have her involved on a more professional level once she is a member of the presbytery.

The Committee recommends that Presbytery:
Diane was introduced to the Presbytery and spoke of the events leading to her decision to become a minister. She answered questions that were asked of her.
Presbytery VOTED TO APPROVE Diane Hayden as a Candidate for Ministry of Word and Sacrament.
Moderator Wells asked the questions from the Book of Order, all of which were answered affirmatively Rev. John Moser gave the Charge for growth and work, closing with prayer.

The Budget and Finance Committee requests that Presbytery:
APPROVE the requests from Carmichael PC, pending congregational vote on May 9 to:
1. Submit an application to the Synod of the Pacific for a new Line of Credit in the amount of $300,000 to replace the current one for $200,000.
2. Proceed with the sale of the inherited property at 3530 Verla Way, Carmichael as soon as it has cleared probate.
3. Submit a bid to the local fire department to purchase additional property (6/10 of an acre) presently owned by the fire department, but adjacent to CPC' s property.

Moderator Wells reviewed the responsibilities of the Commissioners and outlined the expectations. He asked questions of the Commissioners regarding willingness to serve and received affirmative answers. He gave the Charge and closed with prayer.

RECOMMENDATION of Congregation Support Committee: Approve the "blueprint" for new church development & support of existing churches in Sacramento Presbytery.
1. Assist congregations in A multi‑site/campus @ model of multiplication: Bidwell,Chico
2. Relocate Sacramento Vietnamese PC to storefront property in the Ministry Target Area.
3. Target Elk Grove (fastest growing California city) by:
A. Assisting Peace Presbyterian Church
B. Plan for 2005/2006 planning of additional NCD in Elk Grove using the " cluster of churches/ministry team " model.
4. Assist transition of Cordova PC to Transforming-NCD model.
5. Assist congregations with Reformed-perspective resources on outreach/growth.
DISCUSSION and questions followed the presentation.
