The Stated Meeting of the Presbytery of Sacramento was brought to order at by the Rev. Dr. G. Henry Wells, Moderator, at 9:30a.m. in the El Dorado County Federated Church. Moderator Wells greeted the Presbyters and gave the opening prayer.


Host pastor, the Rev. Dr. Andrew Headden, Welcomed everyone to Placerville. Rev. Erika Funk, Associate Pastor, gave a brief history of the church, originally established in 1864 and Federated in 1924.

First Time Commissioners were introduced from: Davis CC; Trinity, West Sacramento; PC of Fair Oaks; Grace PC, Sacramento; Red Bluff PC; Westminster PC; Vacaville; Peace, Elk Grove.

Corresponding Members: Dr. Phil Butin and the Rev. Ned Richardson, Redwoods Presbytery; Rev. Jack Schutte, Nevada Presbytery .
Presbytery VOTED to seat the Corresponding Members.

Worship Service

The Rev. Dr. Phil Butin, President of the San Francisco Theological Seminary, since July, 2002, brought the message ALoving Relationships@ based on Acts 2:42 47 and 4:32 37. The music was provided by the Federated Church Praise Team and the teen choir, Y.E.S.

Update on SFTS - Dr. Butin
- Dr. Butin introduced the Revs. Don Baird and Henry Wells as members of the Seminary Board of Trustees. All those present who graduated from SFTS were asked to stand for recognition.
- The Southern California campus has 80 full time students and 5 faculty. They will move to the Pasadena PC next fall.
- SFTS is the second largest Presbyterian Church seminary, with 30% racial ethnic students. The Theological Education fund is totally dependent on the giving of the church. Please direct this annual fund to SFTS. Tuition is $9,000
- Following this update, interested SFTS recent graduates were invited to join a discussion on curriculum as it relates to leadership training of future pastors.
- Dr. Butin closed this session with prayer.

Reflection & Discussion on Loving Relationships and Healthy Congregations - Joe Yun
The topics of previous meetings of the Presbytery were reviewed beginning with the February 2003 meeting: Natural Church Development Assessment; Holistic Small Groups; Passionate Spirituality; Empowering Leadership and today's topic.
- LOVING RELATIONSHIPS:
- are significant characteristics of a growing church
- are characteristics that churches tend to overestimate
- are linked stronger than other Natural Church Development factors to personal life of individual church
- empower a church with a much greater magnetic power than all the marketing efforts of the world
- are recognized by sight, sound, action, feel
- can be grown and developed
- can be the outflow of other NCD characteristics
- are foundational to all the things we do in structure
know how to play the game.
-- ORDER exists to liberate minds and hands for something. Our goal should be to let order serve us and not the other way around.
~~Small groups were formed to discuss where and how these characteristics are or are not present in your congregation. Feed back from the groups closed this portion of the meeting.

Special Recognition - Henry Wells
Judy Turner from Corning, has recently retired after 25 years of teaching. She now has the opportunity of going with the Threshold Ministries to help set up a library overseas. She will be leaving on April 17 and will be gone for three weeks. Henry led in prayer for Judy, followed by the Blessing for lunch.

Break for lunch - A most enjoyable lunch was served to those in attendance.

BUSINESS OF THE PRESBYTERY
Consent Agenda:

The Stated Clerk REQUESTS that Presbytery:
1. Approve the docket for this meeting.
2. Approve the minutes of the December 2, 2003 meeting as presented.
3. Dismiss with thanks the installation commission for the Rev. Michael Umbenhaur, consisting of the Revs. Henry Wells, David Huusko, Del Burnett; Elders Kelly Plag, Julie Battenfield, Ralph Maurer.
4. Concur with the Committee on Ministry that the Presbytery avail itself of the option provided in D 10.0201b and authorize any three (3) of the four (4) following persons to appoint an Investigative Committee: Stated Clerk, Moderator of Presbytery, Executive Presbyter and Chair of the Committee on Ministry. All such appointments will be reported to Presbytery at the next Stated Meeting.
** It was MOVED 2nd & carried that item #4 be removed from the Consent Agenda

The Committee on Ministry REQUESTS that Presbytery
1. Approve the following continuing ministries through 2004:
a. Member at Large (M 1): Helen Jackson, Roger Newquist
b. Member in Service Beyond the Jurisdiction of the :Church (M 3): Donna Waterman
c. Other Service to the Church (M 4): Cliff Graves

2. Approve removing the Revs. Robert Blackstone and Cheyenne Wilbur from the rolls of Sacramento Presbytery. Both have been on the Inactive roll since at least 2000. and we have no viable address for either one.
** Note: The following Honorably Retired ministers are also on the Inactive roll, with no addresses available: Zai Doo Kim and J.Ray Thompson. Anyone with any information on either person, please contact the Stated Clerk.
3. Approve the Rev. Tom Naylor, HR, as Temporary Supply at Sierra PC, Nevada City.
4. Approve the renewal of the contract between Woodland PC and the Rev. Gene Crumley as Stated Supply Pastor (1/4 time), effective 1/1/04 for one year.
TERMS: Salary & housing $13,056 Full pension (prorated)
Vacation one week per quarter (prorated), Continuing Ed. $250.00 per year & 1 week every 6 months (prorated), Auto $425.00 reimbursed as needed. Meets AAEEO Guidelines
5. Approve the renewal of the contract between Woodland PC and the Rev. Katherine McIntosh Smith as Stated Supply Pastor (1/2 time). effective 1/1/04 for one year.
TERMS: Salary & housing $25,317.60 Full Pension & Medical (prorated), Vacation one week per quarter (prorated),
Continuing Ed. $500.00 per year & 1 week every 6 months (prorated),
Auto $850.00 reimbursed as needed. Meets AAEEO Guidelines.

The Presbytery Council REQUESTS that Presbytery:
Approve the Agreement for Executive and Administrative Services between the Synod of the Pacific and the Sacramento Presbytery. It involves the employment of all the General Presbyters and SMP office staff, it has been studied and approved by the Personnel Committee of the Sierra Mission Partnership.
Following the Stated Clerk's explanation of the removed #4 item, ALL items on the Consent Agenda were approved.

Committee on Ministry - Tom Tripp
The Committee on Ministry REQUESTS that Presbytery:
1. Receive the Rev. Ned Richardson, HR, as a member of the Presbytery of Sacramento. He comes to us from the Presbytery of the Redwoods; he resides in Redding and attends First PC there. Tom Patterson introduced him to the Presbytery highlighting his 51 years of ordained ministry.
Presbytery VOTED to welcome the Rev. Ned Richardson as a member of the Presbytery of Sacramento.
2. Approve the request of the congregation of the Presbyterian Church of Red Bluff and the Rev. Mary Harris for the dissolution of her pastoral relationship with the church, and designate her as a Member at Large of the Presbytery.
TERMS: Full salary and housing through August 16, 2004, or until she becomes employed prior to that date; Full pay for unused vacation and spiritual direction time; Voucher reimbursement for outstanding book allowance up to budgeted amount; Pension and medical dues paid through 8/16/04; Ministerial duties to cease 2/16/04; Housing loan from the church to the Harrises to be repaid by 2/29/04; Removal of personal property to be completed by 2/29/04. These terms were approved at a called meeting of the congregation on February 15, 2004.
Presbytery VOTED to dissolve the pastoral relationship between the PC of Red Bluff and the Rev. Mary Harris and to designate the Rev. Harris as a Member at Large of the Presbytery of Sacramento.

3. Approve the request of the congregation of Bethany PC, Sacramento and the Rev. Lew Rooker for the dissolution of his pastoral relationship with the church effective 2/15/04. This was approved by the congregation at a called meeting 1/25/04.

4. Approve the designation of the Rev. Lew Rooker as Honorably Retired, effective 2/15/04.
Presbytery VOTED to approve the designation of Honorably Retired for the Rev. Lew Rooker, effective 2/15/04.
The Rev. Richard Pearson made a presentation to the Rev. Rooker and his wife, Diane, expressing the love and concern of the Presbytery. Colleagues and friends came forward to share stories of his work at Bethany and from other locations where he has pastored. He was presented a book from the Bethany congregation. Lew thanked everyone and also related something of the work he will be doing with troubled children to make them successful. The Rev. Pearson closed with prayer.

Committee on Preparation for Ministry - Stan Henderson
1. REQUESTS that Presbytery approve Mark Robert Curtis as a Candidate for the Ministry of the Word and Sacrament. Mark is a member Celtic Cross PC, Citrus Heights; he attends Princeton Seminary; Statement of Call is in the packet. Mark addressed the Presbytery regarding his sense of Call and his background in the church. Opportunity for questions was offered. Mark was excused from the room.
Presbytery VOTED to approve Mark Robert Curtis as a Candidate for the Ministry of the Word and Sacrament.
- Upon his return to the room Moderator Wells asked the four questions from the Book of Order, receiving positive answers to all questions. Family members and friends from Celtic Cross came forward to stand with him. Celtic Cross Pastor Bob Yule led in prayer, followed by congratulations.
2. INFORMATION: On 2/11/04 the Committee on Preparation for Ministry approved moving Colleen Curtis from Pre inquirer to Inquirer. She is a member of Celtic Cross PC, and lives in Princeton, New Jersey.

Presbytery Council - Tom Patterson
- Tom is the new Chair for the Council
- Churches that are interested in the Natural Church Development program should call the SMP office, there is some funding available to be used for this program.
- Sierra PC is having a spiritual renewal sabbath season they are suspending the bulk of church programs for three months to concentrate on renewal.

SMP Staff Reports:
Sally Hinchman General Presbyter for Ministry
- Larry Emery was presented with the 1st Prize, a special gift to share with his Session for being the first church to submit the 2004 Mission Pledge form.
- Thanks were expressed to ALL those who have turned in the 2004 Mission pledges and an additional THANKS for the 2003 gifts.
- In reminiscing, Sally recalled being elected 6 years ago on 2/14 at the Synod meeting in Burlingame, followed by meetings in Las Vegas and Placerville and this year those same meetings have occurred again on the same days.
- Sally led in a Litany of Prayer: Remembering the SMP staff and the 3 Stated Clerks; Byron & Virginia Nelson; Henry Wells; SFTS, its students, faculty and president; Mission pledges 2003 & 2004; Retirement of Lew & Diane Rooker; new member of the Presbytery Ned Richardson; Candidate Mark Curtis; Commissioners to GA, Synod and Presbytery; pastors and churches in transition; Mary & Mike Harris; C.K. - Association of Presbyterian Church Educators (APCE) Conference for the Western Regions, at Zephyr Point, 10/10 13/04. THEME: In Christ . . . A Fresh Start.
- PCUSA new summer curriculum We Believe is based on the Children's Mission Year Book it is intergenerational. Also new Vacation Bible School material Around the World in 5 Days is based on the Children's Mission Yearbook.
- Youth Leadership group will be making the selection of those youth going to Triennium at their meeting on 3/11/04. Several adult leaders will be going too.

Carolyn Bush Hunger Action / Peacemaking / Restoring Creation Enabler
! Carolyn announced that she will be leaving this position in the middle of May, in order to attend graduate school.

Reports:
Congregational Support John Moser
- Attention called to the Recommendations for New Church Development (NCD) presented in print form today read it and prepare to discuss/vote at the May meeting.
--Think outside the box@ was John's admonition.
- There is approximately a quarter million dollars in an NCD capital fund and about $60,000 in program funds that will have accrued by the end of 2004.
- Information regarding the Cordova PC application for General Assembly Mission Program grant for an Existing Congregation, had not been presented in advance. It will be placed on the agenda to be discussed at the end of the day.

Extend the Docket
The scheduled time to complete the meeting has passed THEREFORE: Presbytery VOTED to extend the docket time.

Mission Support Warren Barnes
- Warren expressed the appreciation of the Presbytery for the fine job Carolyn Bush has done during her time here as an Enabler.
- Evelyn Weick, together with a group of costumed mission representatives brought greetings to us from AROUND THE WORLD. She called attention to the displays from 14 churches that show short term mission trips. The invitation to participate in these endeavors were Issued.
- Larry Emery, representing the Philippine Partnership Group reported that 4 young people will be coming to the Presbytery. They will be spending several weeks here, before going on
their way to the Triennium this summer.
- Larry led a prayer sent from the Philippine Moderator, commemorating the 4th anniversary of our covenant agreement with them.
- Don Baird will be the instructor for a pastor's conference at Zephyr Point April 18 23. The objective of this conference is to equip pastors with administrative skills and to help them have the ability to make the church work.
- Theological Fund Representatives this year will be Garry Cox and Warren Barnes. They will be contacting churches in order to make presentations on this topic.

Budget & Finance Committee - Marie Segur
Budget & Finance Committee RECOMMENDS that Presbytery:
1. Approve the request from Folsom PC to renew their existing Synod Line of credit of $1.6 million dollars.
2. a. Approve the request from Covenant Community Church, Vacaville for a Synod Line of Credit for $800,000 and, if approved, to forward it to the Synod of the Pacific for processing.
b. Approve the following Resolution: The Presbytery of Sacramento empowers any two of the five trustees of the Presbytery to sign all documents pertaining to this loan.
3. Approve the request of Peace PC, Elk Grove, that their J.M. Muzzy loan be recalculated at new interest rate. The term of the loan will remain the same.
4. Approve the Agreement for Property use between the Presbytery of Sacramento and the Cal Aggie Christian Association. The property currently is with the Synod, and is being transferred to the Presbytery of Sacramento.
5. Approve the action of the trustees to establish a Synod Custodial Account in the name of St. Stephen's PC to hold funds for their capital development. St Stephen's is receiving funds for their operation expenses via an agreement with the buyer of their property prior to the closing of the sale.
6. Approve the transfer of the GA 2005 funds that are in Synod Custodial Accounts to the Presbytery of Sacramento's Endowment Fund for New Church Development and Transformation. These funds total $66,266.96 as of February 10, 2004, and will have additional interest accrued.

Election of Youth Advisory Delegate (YAD) to 216th General Assembly
Reed Anderson has been nominated for YAD; he is a member of El Dorado County Federated Church, Placerville. Reed will be 17 in May and is eligible to represent us as an Advisory Delegate. He addressed the Presbytery briefly.
Presbytery VOTED to elect Reed Anderson, Youth Advisory Delegate to the 216th General Assembly.


New Business:
Cordova PC General Assembly Mission Program Grant
- Congregational Support Group Chair John Moser explained the rationale of this grant request. Interim Pastor Hutchison spoke to the need to make this move and the advantages of doing it now. The Congregational Support group has voted to concur with the vote of the Cordova PC Congregation to apply to become a Redevelopment/Transformation Congregation and further to approve a matching Grant from Sacramento Presbytery Congregational Support monies.
Presbytery VOTED to approve the Cordova PC application for the General Assembly Mission Program Grant for a Redevelopment/Relocation project and concurs with the action of the Congregational Support Group.
