Call to Order  --  Moderator John Peirce
	The Moderator brought the stated meeting of the Presbytery of Sacramento to order at 9:10 a.m.		
with prayer.  A quorum was present in the sanctuary of Carmichael Presbyterian Church.  
	The Rev. Keith DeVries, WELCOMED the Presbytery to Carmichael.  He called attention to
changes that have occurred over the years.  A power point presentation was given 			
entitled  Celebrating Carmichael's 80 years of Service to the Community.  			
Today is their 80th Anniversary. 			
	Introductions and Seating of First-time Commissioners from Davis Community, Westminster PC,		
Faith PC and Grace PC, Weed were recognized and seated.  There were no 				
Corresponding Members present.
	The Moderator announced the very recent death of the Rev. Joreen Jarrell.  No arrangements for
services have been made as yet.
Stated Clerk Elizabeth Groelle requests that Presbytery:
	1.  Approve the minutes of the Presbytery meeting of September 26-27, 2003.
		Presbytery VOTED to approve the minutes of September 26-27, 2003.
	2.  Approve the docket for this meeting, with additions/corrections:  
		p. 1:   at 1:00 p.m. first item will be the introduction of the Administrative Assistants from
the Sierra Mission Partnership to receive recognition.  
		p. 2:  under item #5. the name should read Jim Durst, Countryside CC, Esparto
		p. 3:  under Committee for Preparation for Ministry, Action Item:.......endorsed by the
session of Vacaville Community Church. Presbytery VOTED to approve the docket with the above listed additions 
and corrections.


Keynote Address
	The Rev. Del Burnett introduced the keynote speaker the Rev. Dr. Leonard Sweet.  Dr. Sweet is
currently the E. Stanley Jones Professor of Evangelism at Drew University, Madison, NJ.  			
He is a theologian, author, preacher, historian and futurist. He used the familiar children's 
books Chicken Little and The Little Engine that Could   to relate the likeness of some of 			
the situations in these stories to events that occur in spiritual leadership.

Following the delicious lunch served to the attendees, the Presbytery reconvened in the	
sanctuary of the church at 1:04 p.m.

		
Business of the Presbytery

Special Recognition
General Presbyter Sally Hinchman called Barbara Rohrs and Shelley Lafferty, Administrative Assistants 
at the Sierra Mission Partnership, to come forward for recognition:
		Barbara has completed the second level of requirements of the Administrative Personnel
Association, and she is also the Regional President of that group;  Shelley has completed 
the requirements of the first level.  All support staff members in the church offices are
eligible for membership and are encouraged to join and to attend the conference held 			
each year at Zephyr Point Conference Center at Lake Tahoe.

Consent Agenda:

	The Committee on Ministry recommends that Presbytery Approve:
		1.  The transfer of the Rev. William Van Ness to the Presbytery of San Fernando Valley, 
effective 10/23/03.
		2.  The transfer of the Rev. James Clark to the Presbytery of Nevada, effective 10-1-03.
		3.  The transfer of the Rev Lisa Schilbe to the Presbytery of Boise, effective 10-23-03.
		4.  The Terms of Call for the Rev. Keith Posehn to serve as Interim Associate Pastor at 				Davis Community Church, effective 10-27-03.

Committee on Ministry  --  Tom Tripp
	1.  The Committee on Ministry RECOMMENDS that Presbytery WELCOME the Rev. Thomas Naylor, HR,  
who was received at the September meeting of Presbytery, pending his attendance at this meeting.  
Rev. Naylor lives in Penn Valley and attends Sierra PC.
	2.  The Committee on Ministry RECOMMENDS that Presbytery:
		a.  WELCOME the Rev. Rachel Hamburger, who was received at the September meeting 
of Presbytery, pending her attendance at this meeting.  Rev. Hamburger has been called to serve 
as Associate Pastor, First PC, Roseville.
		b. DISMISS with THANKS the members of her Installation Commission:
			Elder Sally Hinchman, Moderator's Designee;  Elders John Hulsebus, First PC,
Roseville, Norma Lee Runquist, Celtic Cross PC, Citrus Heights;  Revs. James 	
Barstow and Ron Oldenkamp, First PC, Roseville;  participants from First PC,

	3.  Committee on Ministry REQUESTS that Presbytery:
		a.  APPROVE the call of the Rev. Michael Umbenhaur to serve as Associate Pastor for 
Congregational Life at Folsom PC, effective January 5, 2004, and APPROVE him for membership in 
Sacramento Presbytery.  Presbytery VOTED to approve the call of the Rev. Michael Umbenhaur to serve 
as Associate Pastor for Congregational Life at Folsom PC, effective 1-5-04 and to receive him as 
member of Sacramento Presbytery.
		b.  APPROVE the Terms of Call:  
			Salary and Housing	$50,000	Full Pension and Medical
			Car expense, vouchered   $2,400 Professional expense, vouchered $2,400
			Study Leave		 $2,000	Moving costs, not to exceed     $5,000

†††  WELCOME--  Del Burnett, Folsom pastor and James Barstow, Roseville pastor extended a warm 
welcome to Michael and Rachel as new members of their respective staffs.


Sacramento Presbytery Endowment Fund  --  Jeff States
	Jeff reminded the presbytery of the 2nd Annual Special Endowment Fund drive to be held on 
Sunday, February 29, 2004.  The materials are ready and will be out to the churches in January.  
Please be sure to advise Pat Strand in regard to your church's participation.


Committee on Preparation for Ministry  --  Stan Henderson
	INFORMATION  ITEM:  Nancy Duff has been certified as ready for ordination.
	ACTION ITEM:  The Committee on Preparation for Ministry RECOMMENDS that Presbytery 
receive Sharyl Marshall as a Candidate for the office of Minister of the Word and Sacrament.  
She has been endorsed by the session of Vacaville Community Church.  Her Statement of 
Call is included in the packet.  Sharyl addressed the presbytery, relating her youth in Vacaville 
and her later work in Aberdeen, Scotland for four years.  Questions were invited and Sharyl was 
excused from the room.
	Presbytery VOTED to approve Sharyl Marshall as a Candidate for the office of Minister of 
the Word and Sacrament.
	Sharyl was welcomed back to the room.  The Moderator invited her friends to come forward 
to stand with her at this time.  Moderator Peirce asked the CONSTITUTIONAL QUESTIONS, to which all 
answers were affirmative.  
	The Rev. Bob Masiola gave the prayer.


Report from the Synod of the Pacific meeting of October 9-11, 2003  --  Bob Justman
	o  The Synod is considering whether they will buy a building or rent.
	o  Currently the Synod has 129 active loans;   there are 16 loans to churches in the Sacramento 
Presbytery
	o  Mission bloc grants are a part of the Synod services.  The money is short, the reserves need
building up.
	o  These are your monies at work, supporting churches efforts in growth and new church 
developments.

        Further nominations were invited, none were forthcoming, therefore:
	Prresbytery VOTED to elect all candidates nominated.	


Mission Support Team  --  Warren Barnes
	o  Brochures for the Pastors' Retreat at Zephyr Point Presbyterian Conference Center, April 
18 - 23, 2004 were distributed.  Maximum Ministry for the Church is the topic that Dr. Don Baird will 
be discussing at this event.  All pastors are urged to seriously consider attending.  A power point 
presentation regarding Zephyr Point was used.
	o  "Go out into the world and love your neighbor" was the adage that Warren left with the group.
Congregational Support Team  --  John Moser
	o  It was announced that Kathy Trott is the contact person for Congregational Support for those 
who may need/want assistance.  This frees John to focus on new church development.	  
	o  There is a Task Force working on where new churches should be planted.  This will be 
discussed in more detail at the next Presbytery meeting.


Pastoral Development and Support Team  --  Mary Lynn Tobin
	o  A reminder of the conference on January 10, 2004, with Ed White from the Alban Institute.  
This will be held at the Davis CC.  Mary Lynn emphasizes that this is the time to register.	
†††  Mary Lynn asked all Council members to come forward to give special RECOGNITION to 
Del Burnett. This is the last Presbytery meeting for Del as the Chair of the Presbytery Council.  
He was the first to chair the Council under the new vision plans that began 5 years ago.


Budget and Finance Committee  --  Marie Segur
	The Budget and Finance Committee RECOMMENDS that Presbytery:
	1.  Set the Per Capita assessment for 2004 at $4.75.
	 	 Presbytery VOTED to set the Per Capita assessment for 2004 at $4.75.
	2.  Adopt the Ecclesiastical Budget as printed.
		 Presbytery VOTED to adopt the Ecclesiastical Budget as printed.
	3.  Concur with Budget & Finance Committee motion to accept the offer for St. Stephen's PC 
property at $1,675,000 from St. Anton Capital, LLC. (the St. Stephen's congregation approved the sale 
at a congregational meeting on 11-9-03)
Presbytery VOTED to concur with the Budget & Finance Committee motion to accept the offer for St. 
Stephen's PC property, as stated above.
	4.  Approve that the money previously collected for the 2005 General Assembly, which was to 
have been held in Sacramento, be used to offset the 2003 Per Capita shortfall, with the balance to 
be transferred to the Sacramento Presbytery Endowment Fund, to be used for both new church development 
and redevelopment. This issue brought forth many questions and much discussion of why there is 
shortfall, together with why is payment being made for those who withhold their Per Capita.  It seems 
that this only hides the issue.  What are the concerns that cause the withholding.
	Presbytery VOTED to call for the question and to come for an immediate vote.  Show of hands  
--  Yes 63;  No 31 --  Motion carried.
	Presbytery then VOTED to reject the proposal as presented and to send it back to the Budget 
and Finance Committee.


STAFF REPORTS:
Sally Hinchman  --  General Presbyter for Ministry
	o  Attention was called to the Mission Funds report  --  on the yellow sheet in the financial reports.
	o  The Revs. Joy Dorf and Jack Raymore are meeting with the First Call pastors.
	o  Several churches in the Presbytery are celebrating the anniversary of their founding:
First PC, Redding, 125 years;  		
St. Stephen's PC, North Highlands, 50 years;  				
Woodland PC, 35 years;  		
PC of Fair Oaks celebrated 50 years in 2002.
	o  Associate for Mission Support, Byron Nelson is attending the California Council of Churches 
meeting today. Virginia Nelson is experiencing an ordeal with cancer, keep Byron and Virginia in your prayers.
	o  Remember in prayer incoming Moderator Henry Wells, who is scheduled to have back surgery January 
and will probably need two month recuperation time, and Marie Segur is having knee surgery very soon.

Jack Schutte  --  Associate for Congregational Support
	o  A Task Force has been working on the concept with new church development and setting priorities.  
Jack has been asked to write an article telling of the work of this Task Force which will come out in the 
publication Good News.
	o   Reminder that Stewardship is a year around program.  There are resources that cover theology, 
Bible studies, and other stewardship materials available at the SMP office.

Lynn Shultz  --  Director of Educational Ministries
	o  Many resources are available in the Resource Center covering many different areas of church
life and activities.
	o  The Youth Triennium is coming in July, 2004.  Applications are due March 1, 2004.   Materials 
may be picked up.  
	o  Youth Leadership meeting:  please facilitate the attendance of your leaders at these meetings, it 
is an excellent opportunity for networking among the youth groups of the various churches.


New Business
	o  The Installation Commission for the Rev. Michael Umbenhaur has been submitted for approval.
		Installation to be held January 18, 2004 at Folsom PC at 4 p.m.
		Commissioners:  the Rev. Henry Wells, Moderator;  Revs. David Huusko, Dixon CC, 
Del Burnett, Folsom PC;  Elders Kelly Plag, Folsom PC, Julie Battenfield, First PC, Roseville, Ralph 
Maurer, Shepherd of the Sierra
	Presbytery VOTED to approve the Installation Commission for the Rev. Michael Umbenhaur.


Report from the Commissioners to the 215th General Assembly  --  Mary Lynn Tobin and Tom Patterson
	o  The report was given in conjunction with a power point presentation.	
	o  House of Prayer for All People was the theme of the General Assembly, held this year in Denver, 
	Colorado 
	o  The Rev. Susan R. Andrews was elected Moderator.
	o  The Assembly will only meet every other year after 2004.

Election of Commissioners to the 216th General Assembly
	o  The 216th General Assembly  will be in Richmond, Virginia , June 26 - July 3, 2004.
	o  The nominees were:  Revs. Peggy Cross, David Huusko, C.K. Moore, Donald H. Baird;
		Elders Kathy Trott and David Mauerman;   no YAD nominee at this time.
		There were no nominees from the floor.
	o  Each candidate gave a 2 minute speech, except C.K. Moore who was ill.
	o  RESULTS:  Commissioners Revs. Peggy Cross and Donald Baird;  Elders Kathy Trott and David 
Mauerman. Alternate Commissioners:  Revs. David Huusko and C.K.. Moore.

Closing Worship Service and the passing of the Moderator's Gavel
	o  The meeting closed with litany, prayer, scripture and song.
	o  The Rev. Henry Wells was recognized as the new Moderator with the presentation of the Gavel 
and the Moderator's Stole.  Henry presented John an expression of thanks from the Presbytery as 
outgoing Moderator.
	o  The meeting closed with prayer by Moderator Wells at 3:20 p.m
