Call to Order -- Moderator?elect Henry Wells, presiding
The Stated Meeting of the Presbytery of Sacramento was brought to order, with a
quorum present, at 2:30 p.m. by the Rev. Dr. Henry Wells, Moderator-Elect, in the
absence of Moderator John Peirce. Dr. Wells gave the opening prayer.
The Presbytery was WELCOMED to the Auburn PC by Pastor Ken Winter. He commented that
we were the Abuilding inspectors@, since the building has yet to be inspected. This
is the first meeting held in this new building. This church was first established in
1987, with the first services held in a Dance Studio on October 4, 1987.

Business of the Presbytery -- Consent Agenda
The Stated Clerk requests that Presbytery:
1. Approve the minutes of the Presbytery meeting of May 13, 2003.
2. Approve the docket for this meeting.
3. Approve the change in the bylaws of the Synod of the Pacific, Chapter 1.00,
Membership. (The entire Chapter 1.00 in both old and new format is included,
Appendix A.)
The Committee on Ministry requests that Presbytery approve the following actions taken
on its behalf since the May 13, 2003 Presbytery meeting:
1. Approved the contract for the Rev. David Huusko to serve as Interim Pastor of the
Dixon Community Church, effective May 17, 2003.
2. Approve the contract for the Rev. Jim Zazzera to serve as half?time Stated Supply
at Faith PC, Sacramento, effective July 7, 2003, with the following terms:
Housing $25,565 Auto $1,000
Pension/Medical 7,300 Books, etc.400
Dental Insurance 558 Study Leave 500
M/D deductible 500 Study Leave time ? 2 weeks
Vacation 4 weeks Meets AAEEO guidelines
3. Approved the one year extension of the Rev. Toby Nelson=s Interim contract
with Sierra PC, Nevada City, effective August 23, 2003, with the following terms:
Compensation the same as 2002 contract, plus Medical $2,500,
Study Leave $2500, for a total package of $85,000.
4. Approved the contract for the Rev. Richard Hutchison to serve as Interim Pastor
of the Cordova PC, Rancho Cordova, effective August 1, 2003, with the following terms:
Salary $43,964; Study Leave, 1 week every 6 months
Auto $0.36 per mile, vouchered; church related preapproved expenses;
Vacation, 1 week per quarter or cash reimbursement for time earned but not used;
Pension & Medical, not required. Meets AAEEO guidelines
5. Approved the amended terms of call for the Rev. Del Burnett, Pastor of Folsom PC,
retroactive to April 1, 2003.
6. Dismissed the Rev. Wesley Nordman to the Presbytery of Seattle, to serve as
Pastor of Woodland Park PC, effective June 26, 2003.
7. Concurred with the congregation of the Presbyterian Church of Fair Oaks in the
following actions:
a. Dissolve the relationship between the church and the Rev. Ed Longabaugh in order
that he may accept a call to the Presbytery of Heartland, to serve as Pastor of
Gashland PC, Kansas City, MO, effective August 15, 2003.
b. Dissolve the position of Executive Pastor, effective August 15, 2003.
8. Changed the status at Carmichael PC of the Rev. Carol Pagelsen, to Stated Supply,
effective October 1, 2003.
9. Concurred with the congregation of Davis Community Church in the following actions:
a. Dissolve the relationship between the church and the Rev. Jim Kitchens as
Co-pastor in order that he may accept a call as Pastor of Second PC, Nashville,
Middle Tennessee Presbytery, effective September 30, 2003 and pending receipt of
call papers from that Presbytery.
b. Dissolve the existing Co?pastor positions at the church, effective September 30,
2003 and establish a new Pastor position, effective October 1, 2003.
c. Dissolve the relationship of the Rev. Mary Lynn Tobin as Co?pastor of the church,
effective September 30, 2003 at midnight, and called as Pastor, effective October 1,
2003. Her terms of call are to remain the same.
10. Approved the return of the Rev. Keith Posehn from Interim Pastor, Grace PC,
Sacramento to Member at Large, effective August 31, 2003.
11. Approved the return of the Rev. Gail Cullerton from Interim Pastor, Cordova PC,
Rancho Cordova to Member at Large, effective July 24, 2003.
12. Approved the return of the Rev. Frank Anderson from Stated Supply, Pioneer PC,
Winters to Member at Large, effective July 1, 2003.
13. Approved the change in status of the following three members of this Presbytery
to Honorably Retired: (They will be recognized at this meeting)

14. Gave Warren Barnes permission to preach for Dan Fowler at Ft. Bragg PC on 7/27/03.

16. Gave Carol Pagelsen permission to labor outside the bounds to attend a retreat
and preach in Vienna, Austria.

Presbytery VOTED to approve items 1 ? 16 with item 17 re minimum salaries, removed
for discussion.
Board of Pensions -- Rev. Mark Frey, Western Area Representative
The Rev. Frey reported that the pensions situation is in good shape. The health
care costs have increased steadily, therefore raises have
been necessary. Co?payments have gone up to $10.
Benefits are changing in order to give better service.
Committee on Ministry, Part I -- Rev. Tom Tripp
1. The Rev. Brian Spangler has been called to serve as Pastor of Peace PC, Elk Grove,
and has been in that position since July 1, 2003. At the May presbytery meeting his
call and enrollment as a member of the Sacramento Presbytery were approved, pending
his appearing before Presbytery at this meeting. Brian was installed at Peace PC,
Elk Grove on July 27, 2003 with the following serving as commissioners: Elder Sally
Hinchman, in lieu of Moderator John Peirce; Revs. David Huusko, Richard Hutchison,
Larry Huggett; Elders Granger Davies, Susan Bristow.
Presbytery VOTED to WELCOME the Rev. Brian Spangler to the Presbytery and to dismiss
the Installation Commission.
2. The Rev. Cheryl Kincaid has been called to serve as Pastor of Grace PC,
Sacramento. She comes from the Presbytery of San Diego, where she was examined for
ordination by that body on September 16, 2003.
The Committee on Ministry REQUESTS that Presbytery:
a. Approve the call of the Rev. Cheryl Kincaid to serve as Pastor of Grace PC,
Sacramento effective 9/1/03 and approve her for membership in the Sacramento Presbytery.
b. Approve the Terms of Call:
Salary and housing $36,526.10 Car allowance $1,700 vouchered
Study leave 1,000 Study leave time ? 2 weeks
Full pension & medical Vacation time ? 4 weeks

Presbytery VOTED to approve the call, the Terms of Call, the Installation
Commission and membership in the Presbytery of Sacramento, for the Rev. Cheryl Kincaid
to serve as Pastor at Grace PC, Sacramento, effective 9/1/03.
3. The Committee on Ministry REQUESTS that Presbytery:
a. Approve the call of the Rev. Robert Badgley to serve as Stated Supply at Pioneer PC,
Winters effective 8/15/03 and approve him for membership in the Presbytery of Sacramento.
He comes to us from the Presbytery of the Cascades.
b. Approve the following contract terms for Rev. Badgley:
Salary & housing $28,000 Pension $5,189
Continuing Ed. 1,000 Car Allowance 1,800 vouchered
Study leave ? 2 weeks Vacation 4 weeks
This package is to be reviewed every three months, with the goal to increase it as
finances improve. Meets AAEEO guidelines
Presbytery VOTED to approve the call, the Terms of Call, and membership in the
Presbytery of Sacramento for the Rev. Robert Badgley to serve as Stated Supply at
Pioneer PC, Winters.
4. The Rev. Thomas Naylor, HR, is REQUESTING to be received as a member of the
Presbytery. He is currently a member of the Presbytery of San Gabriel. He lives
in Penn Valley and attends Sierra PC, Nevada City. He is unable to be present
today due to the celebration of his mother=s 94th birthday. Presbytery VOTED to
receive the Rev. Thomas Naylor, HR, as a member of the Presbytery, pending his
attendance at the 12/2/03 meeting.
5. The Committee on Ministry REQUESTS that the Presbytery of Sacramento receive
the Rev. Kimberly Fong as a Member at Large. She has returned from Michigan where
she served as Pastor of two yoked churches in that area. Presbytery VOTED to receive
the Rev. Kimberly Fong as a Member at Large.
Presbytery Council -- Mary Lynn Tobin
The Rev. Tobin reported that there has been a serious fire in the Second PC, Nashville
which is the Rev. Jim Kitchens= new call. He was still en route to Nashville when he
was notified of the fire. Mary Lynn reviewed the various church fires, including Davis,
that seem to be following Jim. She led in the singing of the hymn Our God, Our Help
in Ages Past. Presbytery meetings have been emphasizing healthy congregations in the
program segment of each meeting. For the December meeting the speaker will be Leonard
Sweet presenting an emphasis on leadership.
Pastoral Support Team -- Mary Lynn Tobin
! There are scholarships available to pastors who wish to become Spiritual Directors --

! ARhythms of Grace@ a retreat for the clergy of Sacramento Presbytery; leadership
provided by the Rev. Ron Langerstrom at Zephyr Point Conference Center; October 19 ? 21,

! Mutual Ministry: Pastor and Session as Partners in Ministry featuring Rev. Dr. Ed

Congregational Support Ministry Team -- John Moser
! Future NCD Strategy Meeting -- a team of seven will be meeting to study and prioritize
places to establish new churches.
! Congratulations were extended to the church at Esparto for the work that is going
forward there. It was explained by Pamela McNally Anderson that with the help of Jack
Schutte from the SMP they were able to obtain a youth director who has developed a program
with youth and families that is being called TNT ? Thursday Night Together.
! Capitol Korean PC has moved to El Dorado Hills -- Rev. Jong Kim is the pastor. Pastor
Kim and Paul Chang made a power point presentation to the Presbytery showing the building
plans for their new location. The presentation was concluded with prayer by John Moser.
! A Korean Worshiping Fellowship is being established in Chico. At present 50 ? 60
people are participating in this effort with the help and support of Bidwell Memorial PC.
The Congregational Support Team RECOMMENDS to Presbytery that we accept the existing
Chico Korean congregation as a Worshiping Fellowship in this Presbytery, with financial
support in the form of three years= pension/medical payments for the pastor coming from
the Congregational Support budget.
The Presbytery VOTED to approve the recommendation of the Congregational Support Team
to accept the existing Chico Korean congregation as a Worshiping Fellowship, with
financial support for three years pension/medical payments for the pastor coming from
the Congregational Support budget.
Mission Support Ministry Team -- Warren Barnes
! The Presbytery was reminded that Mission has a focus outside the four walls of
the organization in regard to evangelism and social service, social action and social
advocacy without regard to geography.
! There will be a conference, based on evangelism, entitled CHURCH MANAGEMENT FOR
GROWTH, to be taught by Dr. Don Baird. This conference will be April 18 ? 26, 2004 at
Zephyr Point Conference Center.

The Presbytery VOTED to elect those nominated for Synod, COM, and Self Development of People.
Budget & Finance Committee -- Sally Hinchman for Marie Segur
The Budget & Finance Committee RECOMMENDS:
1. That Presbytery approve the request of St. Stephens PC, North Highlands, to pursue
the sale of their property in Antelope and to possibly buy an alternate site in accordance
with the congregational vote on August 24, 2003. Presbytery VOTED to approve the recommendation
in regard to St. Stephen=s request.
2. That Presbytery approve the request of Woodland PC to apply for a loan in the amount
of $99,000 from the Synod of the Pacific. The purpose of the loan is to repair the existing
facility with a new roof.
Presbytery VOTED to approve the recommendation in regard to the request of Woodland PC
to apply for a $99,000 loan from the Synod of the Pacific.
3. That Presbytery approve that the language of Article #6 of the Articles of Incorporation
for the Presbytery of Sacramento, California pertaining to property be amended to read
as follows:
[6. That pecuniary profit is not the object of this incorporation and that there is no
capital stock or shares in said corporation.
That the property of this Corporation is irrevocably dedicated to religious or
charitable purposes and upon the liquidation, dissolution or winding up of the Presbytery
of Sacramento, California, its assets remaining after payment, or provision for payment,
of all debts and liabilities of the Presbytery of Sacramento, California, shall be distributed
as hereinafter set forth; provided, however, that at the time of distribution such distributee
shall be organized and operated for religious or charitable purposes, and shall not be
organized or operated for profit, and no part of the net earnings of the distributee
shall inure to the benefit of any private shareholder or individuals. Such distribution
shall be made as follows:
To the Trustees of the General Assembly of the Presbyterian Church in the United States
of America, a corporation incorporated March 28, 1799, by act of the Commonwealth of
Pennsylvania, provided it is at the time a fund, foundation, or corporation organized and
operated for religious or charitable purposes, or to its successor in interest by merger,
consolidation, transfer of assets or otherwise, provided such successor is at the time
a fund, foundation or corporation organized and operated for religious or charitable
purposes.
If the Trustees of the General Assembly of the Presbyterian Church in the United
States of America, or its successor in interest, is unable to qualify under the paragraph,
or for any reason is unable to accept or take distribution or does not do so, then the
property of this corporation shall be distributed to a fund, foundation or corporation
organized and operated for religious or charitable purposes.]
REASON FOR RECOMMENDATION: The California State Board of Equalization has
notified us that their policy has been amended to require that this provision be
included in our Articles of Incorporation in order to qualify for tax exemptions on
property held in the name of the presbytery. The Articles of Incorporation for the
Presbytery of Sacramento, California currently have no provision for irrevocable
dedication for the property to which it holds title.
Presbytery VOTED to approve the language of Article #6 of the Articles of Incorporation
for the Presbytery of Sacramento, California, pertaining to property be amended as presented.
4. That Presbytery approve the action of the Budget & Finance Committee to eliminate
the $1.00 for GA 2005 and to set the Presbytery per capita for 2004 at $5.00.
The following MOTION was made after considerable discussion of the per capita issue,
including disposition of the monies that have been saved for the GA that we were
expecting to host: Presbytery VOTED to refer the whole per capita issue back to
Budget & Finance and that B & F let their recommendation be known throughout the
Presbytery before the meeting in December.
Committee on Ministry, Part II -- The Rev. Tom Tripp
1. The Rev. Steven Whitney has been called to serve as Designated Pastor at Trinity PC,
West Sacramento. He has been a candidate under care of the Presbytery of San Jose,

to approve the Installation Commission and to report to the December meeting of Presbytery.
#17 -- RE: Minimum Terms of Call for 2004 -- REMOVED FROM CONSENT AGENDA
The approved recommendation from COM was a 2.2% increase -- refer to Consent Agenda
item #17 on p 2 of these minutes. Following a thorough discussion of the pros and cons
of the proposed 2.2% increase a Substitute MOTION was made to maintain minimum salaries
at the 2003 level level. Substitute Motion 2nd & a split vote, by show of hands was
declared to have carried Substitute Motion to maintain minimum salaries at the 2003
level now becomes the MAIN MOTION. Main motion 2nd and declared to have carried with
a voice vote (split) that minimum salaries be maintained at the 2003 level.
Westminster PC Administrative Commission Report -- Jim Clark, Moderator
The Rev. Clark prefaced his report with the introduction of the Administrative Commission,
by having those present stand. Elders Al Bare, Opal Collins, Dick Dorf, Margaret Herman,
Ralph Mauer, Nancy Smith; Revs. Peggy Cross, Keith DeVries, David Huusko, Jim Upshaw,
Art Van Beek. Their first meeting was held April 15, 2003, for instructions and
training. The trainer was Mark Tammen from the office of the General Assembly Stated
Clerk. The Rev. Clark outlined the process of the work conducted.and also reviewed the
instructions to this Commission that needed to be addressed in the investigation.
Altogether there were 9 meetings of the whole Commission and 12 other meetings and interviews.
All meetings had written reports circulated to members of the Commission. MOVED by
Commission Moderator Jim Clark that Presbytery accept the Recommendations of Administrative
Commission to Presbytery Motion seconded Questions and discussion ensued.
RECOMMENDATIONS OF ADMINISTRATIVE COMMISSION TO PRESBYTERY
In order to encourage reconciliation and healing at Westminster Presbyterian Church
(WPC), we, the administrative Commission formed by the Presbytery of Sacramento in May
2003, after exhaustive interviews, research, discussion, and prayer, recommend that:
1. The mandate of the Commission be extended for one(1) year with a possibility of
further renewal or extension, with a report be made to Presbytery in 2004.
2. That the size of the Commission be reduced from 12 to 7;
3. This smaller Commission be charged with the oversight of Dr. David Thompson and
the Session of WPC and be given the authority to mentor, train and/or discipline them
as it sees necessary, and the authority to request a special meeting of Presbytery for
the sole purpose of recommending the dissolution of the pastoral relationship;
4. Dr. Thompson shall undergo an extensive evaluation at the Center for Ministry in
Oakland, CA, at the expense of Presbytery, according to the budget line item;
5. The continuation of Dr. Thompson as pastor at WPC be considered conditional upon
his willingness and ability to clearly model a ministry of true humility, peacemaking,
and compassion as determined by the Commission with attention given to Book of Order
G?6.0202b, and; In the event either the Presbytery of Sacramento or Dr. Thompson declines
to accept these five (5) recommendations in their entirety, then it is the recommendation
of this Administrative Commission that the pastoral relationship between Dr. Thompson and
WPC be dissolved.
** Dr. Thompson has indicated his willingness to accept the five (5) recommendations
in their entirety. Presbytery VOTED to approve the MOTION to accept the Recommendations
of the Administrative Commission to Presbytery.
General Presbyter for Ministry -- Sally Hinchman
At this point Lynn Shultz, Director of Educational Ministry was invited to announce the
Triennium event for youth at Purdue University next. We need to identify youth for
attendance at this event.
In Honor of the Retirees -- Richard Pearson
A Litany of Thanksgiving was led by the Rev. Pearson as a Celebration of Service honoring
the retirements of the Rev. Judy O=Neill; the Rev. Joan Stock; the Rev. Bradley VanSant.
Family members, friends and co?workers came forward to attest to the effectiveness of the
work accomplished by these ministers moving on to Honorably Retired status.
