Opening Activities

Moderator Jim Kitchens called the meeting to order, with a quorum present, at 9:35 a.m. in the sanctuary of the Community Presbyterian Church, Vacaville. Moderator Kitchens gave the opening prayer. Host pastor, the Rev. Thomas Smith, welcomed the Presbytery to this church
with several bits of “wisdom” from Garrison Keillor, together with the other necessary information.

Corresponding members were introduced and seated: Jerry Tabler from Northeast Georgia; Rebecca Lawson, Mission co-worker, United Church of Christ, Philippines; Michael Spezio, Susquehannah Valley; Michael Hagen, Los Ranchos Presbytery.
First-time Commissioners were introduced and seated.

Consent Agenda

The Stated Clerk REQUESTS that Presbytery:

  1. Approve the Docket for this meeting.
  2. Approve the Minutes of the September 27-28, 2002 Presbytery meeting.
  3. Dismiss with thanks the following Installation Commission for the Rev. Jack Raymore: Revs. Jim Kitchens, Moderator; Gail Cullerton, Nancy Clegg (Turlock) and Byron Nelson (Stockton); Elders Opal Collins, Marie Segur and Elizabeth Groelle. The service took place October 27, 2002 at Northminster PC, Sacramento.
  4. Dismiss with thanks the following Ordination Commission for the Rev. Grace Suwabe: Revs. Jim Kitchens, Moderator, Aart Van Beek, Del Burnett and Liz Shaw; Elders Sally Hinchman, Terry Walter, Jean Hansen, and Hiromi Yoneda (Watsonville). The service took place October 5, 2002 at Parkview PC, Sacramento.
  5. Dismiss with thanks the following Installation commission for the Rev. Grace Suwabe: Revs. Jim Kitchens, Moderator; Bob Yule, Dexter McNamara and Ellen Tanouye (Stockton); Elders Peg Kriege and Kent Milton.
  6. Dismiss with thanks the following Installation Commission for the Rev. James Coons: Revs. Tom Tripp, Designated Moderator; Steve Schibsted, Jeff Gephart and Jim Zazzera; Elders Susan Hill, Pat Lynch and Bill Sperry.
  7. Approve the transfer of Commissioned Lay Pastor Beverly Talbott to the Presbytery of Middle Tennessee, pending a request from that Presbytery.

The Committee on Ministry reports the following actions taken on behalf of the Presbytery and requests approval of the Presbytery

  1. Approved the continuing ministries through 2003 for the following Members-at-Large: Warren Barnes, Garry Cox, David Huusko, Helen Jackson, Lydia Richards, Sharon Sauer and Elizabeth Shaw.
  2. Approve the continuing ministries through 2003 for the following Members in Service Beyond the Jurisdiction of the Church: Tim Little, Dan Prout and Dina Gardner.
  3. Approved the continuing ministries through 2003 for the following Members in Other Service of this Church: Cliff Graves, George (Skip) Herbert, Judy O’Neill and Joan Stock.
  4. Approved the continuing ministries through 2003 for the following Parish Associates: Bruce Ellithorpe, Roseville; Cliff Graves, Fair Oaks; Hugh Nelson, Celtic Cross; Judy O’Neill, Davis; Richard Wylie, Fremont.
  5. Voted to dismiss Renee Rico to Redwoods Presbytery.
  6. Approved the contract for the Rev. Dr. Pamela McNally Anderson to work as Temporary Supply Pastor of Countryside Community Church, Esparto, for a three month term, beginning September 1, 2002. Terms of Contract:

    Salary and Housing $20,451 prorated @ 1/2 time (25 hrs/wk)
    Car Allowance $850 vouchered
    Vacation 2 weeks/year prorated
    Full pension and medical prorated
    Telephone expenses for church business
  7. Approved the call of the Rev. Jay Wallace to serve as Designated Associate Pastor of First PC Billings, Montana, and his transfer to the Yellowstone Presbytery.
  8. Approved the renewal of the Interim Pastor contract between Peace PC and the Rev. Richard Hutchison for one year beginning November 1, 2002. Terms of Contract:

    Salary and Housing $49 411
    Car Allowance $.365/mile
    Study Leave Time 1 weeks/6 mos service
    Vacation Time 1 week/3 mos. service
    Other:
    pastor is retired, thus they pay only retirement portion of dues

  9. Approved the request of the Rev. Don Baird to labor outside the bounds on October 20 to participate in the dedication of the Salt Lake Theological Seminary Chapel and to preach at First PC, Salt Lake City.
  10. Approved the request of the Rev. Bruce Heiple, HR, to labor outside the bounds when necessary, at First PC, Hollister (San Jose Presbytery), if and when the Rev. David Rodriquez is called to active duty. Terms of Contract:

  11. Approved the request of the Rev. Jim Clark to labor outside the bounds to preach occasionally at the church in Truckee, Nevada Presbytery, which is without a pastor.

  1. Approve a change in the repayment schedule for Peace PC, Elk Grove’s $87,686 Synod J.M. Muzzy loan from interest only through 2003, as approved at the November 2001 presbytery meeting to the following payment schedule:

    The Session of Peace PC and the Synod Mission Finance Committee have approved this new schedule.

    •• The Presbytery VOTED to approve this new payment schedule for Peace PC, Elk Grove, as recommended.
  2. Approve the request from First PC, Roseville, to recall their existing bonds in order to reissue them at a more favorable rate of interest and further to increase the bonds to a total indebtedness of $2,635,000. The Budget and Finance Committee further RECOMMENDS that this approval be put in the form of a
    resolution and that the minutes reflect that any two members of the Budget and Finance Committee, acting as the Trustees for the Presbytery of Sacramento, be authorized to sign any and all documents relating to this transaction on behalf of the Presbytery of Sacramento.

    The Session of First PC, Roseville has approved this action.

    •• The Presbytery VOTED to approve the recommendations for First PC, Roseville, as stated above.
  3. Update on site purchase, Capital Korean PC: The Synod of the Pacific has approved the request of the Capital Korean PC (CKPC) for a line of credit loan in the amount of $700,000. The property in El Dorado Hills has closed escrow and work has begun on the building. The request to the General Assembly Church Loan Office is pending submittal of the application and supporting documents. The building committee of CKPC is working on the completion of these documents.
  4. Approve the proposed ecclesiastical budget for 2003, a copy of which is enclosed with the financial packet.
    •• The Presbytery VOTED approval of the proposed ecclesiastical budget for 2003.
  5. Update -- Endowment Fund Committee: Budget & Finance Committee RECOMMENDS a budget of $5,000, as part of the ecclesiastical budget for 2003, previously approved above, for work related to the presbytery wide offering to be held on
    March 9. 2003.
  6. Update on funding for GA 2005: Budget & Finance Committee RECOMMENDS that we continue to receive the $1.00 GA 2005 allocation for the year 2003 and that it be set aside for that purpose.
    •• Presbytery VOTED approval of the recommendation re GA 2005.

Worship Service

“Confessions of a Failed Liberal (and Conservative)” was the title of the sermon given by the Rev. Jim Kitchens. The Rev. Dan Fowler provided the special music.


Seminars

Following lunch the following Seminars were held:

  1. Report on our partnership with the United Church of Christ in the Philippines: Rebecca Lawson, Flo Holman, Joyce Uyeda and Rev. Larry Emery.
  2. The Future of New Church Development: Rev. John Moser
  3. An Impartial Analysis of the Proposed Amendments to the Book of Order: Stated Clerk Liz Groelle


Business of the Presbytery reconvened at 2:05 p.m.


Election of Commissioners to General Assembly

Closing Worship and Installation of Elder John Peirce as 2003 Moderator

Moderator Jim Kitchens led in the Litany for Moderator Installation, followed with the singing of the hymn Here I am Lord. The Constitutional Questions were asked by Moderator Kitchens followed by prayer. After receiving affirmative answers to all questions the Symbols of the office were bestowed upon Mr. Peirce. They included the Moderator’s Stole and gavel.

A gift of appreciation was presented to outgoing Moderator Kitchens by the new Moderator Peirce, on behalf of the Presbytery.

Past Moderators of the Presbytery, present today, were asked to stand and be recognized.

•• The Presbytery VOTED to adjourn at 2:45 p.m.

Moderator Elect Henry Wells pronounced the Benediction.
