Opening Activities

Moderator Jim Kitchens called the meeting to order, with a quorum present, at 9:35 a.m. in the sanctuary of the Community Presbyterian Church, Vacaville. Moderator Kitchens gave the opening prayer. Host pastor, the Rev. Thomas Smith, welcomed the Presbytery to this church
with several bits of “wisdom” from Garrison Keillor, together with the other necessary information.

Corresponding members were introduced and seated: Jerry Tabler from Northeast Georgia; Rebecca Lawson, Mission co-worker, United Church of Christ, Philippines; Michael Spezio, Susquehannah Valley; Michael Hagen, Los Ranchos Presbytery.

Consent Agenda

The Stated Clerk REQUESTS that Presbytery:

1. Approve the Docket for this meeting.
2. Approve the Minutes of the September 27-28, 2002 Presbytery meeting.
3. Dismiss with thanks the following Installation Commission for the Rev. Jack Raymore: Revs. Jim Kitchens, Moderator; Gail Cullerton, Nancy Clegg (Turlock) and Byron Nelson (Stockton); Elders Opal Collins, Marie Segur and Elizabeth Groelle. The Committee on Ministry reports the following actions taken on behalf of the Presbytery and requests approval of the Presbytery

1. Approved the continuing ministries through 2003 for the following Members-at-Large: Warren Barnes, Garry Cox, David Huusko, Helen Jackson, Lydia Richards, Sharon Sauer and Elizabeth Shaw.
2. Approve the continuing ministries through 2003 for the following Members in Service Beyond the Jurisdiction of the Church: Tim Little, Dan Prout and Dina Gardner.
3. Approved the continuing ministries through 2003 for the following Members in Other Service of this Church: Cliff Graves, George (Skip) Herbert, Judy O’Neill and Joan Stock.
4. Approved the continuing ministries through 2003 for the following Parish Associates: Bruce Ellithorpe, Roseville; Cliff Graves, Fair Oaks; Hugh Nelson, Celtic Cross; Judy O’Neill, Davis; Richard Wylie, Fremont.
5. Voted to dismiss Renee Rico to Redwoods Presbytery.
6. Approved the contract for the Rev. Dr. Pamela McNally Anderson to work as Temporary Supply Pastor of Countryside Community Church, Esparto, for a three month term, beginning September 1, 2002. Terms of Contract:

8. Approved the renewal of the Interim Pastor contract between Peace PC and the Rev. Richard Hutchison for one year beginning November 1, 2002. Terms of Contract:

9. Approved the request of the Rev. Don Baird to labor outside the bounds on October 20 to participate in the dedication of the Salt Lake Theological Seminary Chapel and to preach at First PC, Salt Lake City.
10. Approved the request of the Rev. Bruce Heiple, HR, to labor outside the bounds when necessary, at First PC, Hollister (San Jose Presbytery), if and when the Rev. David Rodriquez is called to active duty. Terms of Contract:

11. Approved the request of the Rev. Jim Clark to labor outside the bounds to preach occasionally at the church in Truckee, Nevada Presbytery, which is without a pastor.

Stated Clerk:

• Monte McClain was ordained by the Presbytery of San Francisco on September 29, 2002, and is now serving as Designated Pastor at Fruitvale PC, Oakland.
• Penny Marcus was certified by the Committee on Preparation for Ministry as ready for ordination in September, 2002. She received a call from the Presbytery of the Redwoods to serve as Assistant Director of the Round Valley Community Ministries, Covelo, CA. At a stated meeting of the Presbytery of the Redwoods, November 15, 2002 she was examined and approved for ordination, her call was validated as a position qualifying her to be ordained.
• The Stated Clerk RECOMMENDS that Presbytery approve the following ordination plans and commission: The ordination to take place on Sunday, December 29, 2002 at 10:30 a.m. at the Covenant Community PC, Vacaville. Commissioners:

  •• Presbytery VOTED to approve the ordination plans and the ordination commission for Penny Marcus.

Committee on Preparation for Ministry

• The following Candidates have been assessed and certified as ready, pending a call, to be examined for ordination: Jeffrey Ogden; William “Pat” Noonan.
• The Committee RECOMMENDS that Inquirer Susan Elizabeth Hill be examined on her sense of call and moved to the status of Candidate. Her Statement of Call is included in the packet (page B).
• Susan Hill who is in her third year, spoke to her sense of call and responded to questions. She has been serving as an Intern at St. Andrew PC , Yuba City.

  •• Presbytery VOTED to move Susan Hill to the status of Candidate for Minister of the Word and Sacrament.
  
  †† Upon return to the room, following the vote, Susan was welcomed by the Presbytery. Moderator Kitchens asked the constitutional questions and gave the charge, closing with prayer.

Committee on Ministry

• The Rev. William Van Ness, HR, has moved to Monte Vista Grove in southern California.
• The Revs. Judy O’Neill and Pete Sabey are planning to move to Pilgrim Place in the near future.
• The Rev. Dan Fowler is going to First PC in Fort Bragg, Redwoods Presbytery. A short review of the variety of work Dan has done for the Presbytery was given by Sally Hinchman. Members from Faith PC were called forward for laying on of hands, prayer was given by Rev. Joan Stock.
• The Rev. Greg Cootsona has been called to serve as Associate Pastor of Adult Discipleship Ministries at Bidwell Memorial PC in Chico. His Statement of Faith is included in the packet. He comes from the Fifth Avenue PC, Manhattan, NY. Rev. Cootsona is in the process of moving to California and is not able to be with us today.
• The COM RECOMMENDS that Presbytery approve the call of the Rev. Greg Cootsona to serve as Associate Pastor of Bidwell Memorial PC and enroll him as a member of the Sacramento Presbytery, pending his attendance at the February 2003 meeting.

  •• Presbytery VOTED to approve the call of the Rev. Cootsona and to enroll him as a member of the Sacramento Presbytery, pending his attendance at the February, 2003 meeting.
  
• The COM RECOMMENDS that Presbytery approve the transfer of the Rev. John Conley from Grace Presbytery to serve as Interim Pastor of Faith PC and enroll him as a member of the Presbytery of Sacramento.
  Terms of the Contract are for one year, beginning November 2, 2002.

  •• Presbytery VOTED to approve the transfer of the Rev. Conley from Grace Presbytery and to enroll him as a member of the Presbytery of Sacramento.
  
• The call to the Rev. James Coons from Bidwell Memorial PC was approved at the September 28th Presbytery meeting, contingent on his attendance at today’s meeting; his installation was held on October 27th. Installation Commissioners are listed on the Consent Calendar. The Committee RECOMMENDS that Presbytery meet and welcome Rev. Coons as a member of the Presbytery of Sacramento.
  
  The Rev. Coons addressed the Presbytery and was welcomed into membership in the Presbytery.

Business of the Presbytery

Pastoral Support -- Mary Lynn Tobin

• Pastors were alerted to the upcoming conference for pastors in October 2003.

Mission Support -- Warren Barnes

• In order to support the Presbytery-wide emphasis on healthy congregations the Mission Support group has taken several recent actions:

  To assist congregations dealing with physical hunger the Hunger Action Enabler’s time has been increased from 1/2 time to 3/4 time. Please encourage your congregation to call upon her for help

  Spiritual hunger and emotional needs exist and need to be met. For help in this area the social action consultation group is available to your congregation by calling the SMP office or Warren Barnes.

  Exploration is being held regarding the formation of a bioethics working group in conjunction with the Health Ministry Task Force.

Executive Presbyter -- Sally Hinchman

• Please remember SMP staff members in your prayers. Shelley Lafferty’s mother-in-law passed away very recently, Shelley will be out of the office for a few days; Jim Zazzera has
  learned that his father has been diagnosed with a very rare fatal disease. Byron Nelson’s wife Virginia has recently undergone very serious surgery, she is now on the road to recovery. Thanks were expressed for reaching out to Byron & Virginia.
• The search for the new staff person to work with congregations is in process. Interviews will be held in January, and March 1, 2003 is the projected date to have the position filled.
• Mission Pledge forms will be sent out in early January and will need to be returned as soon as possible.
• Congratulations to the Auburn PC and St. Andrew PC, Yuba City, they have both dedicated new sanctuaries recently.
• Word has been received that Dorman and Janet Leader, Directors of Zephyr Point Conference Center were in an automobile accident in North Carolina. Janet is bruised and Dorman
  has broken ribs and a punctured spleen and lungs. Please pray for their healing.
• Erica Funk announced the YOUTH CONNECTION ASSEMBLY will be held July 30 - August 3, 2003. This conference pertains to leadership development for young people in the church today. More information will be available soon.
• Sally enjoyed two weeks away on vacation in England and Ireland. She has been very busy since her return participating in the leadership of a conference for new Presbytery Executives and the Polity Conference for Stated Clerks.
• Prayers requested for all of our SMP congregations and pastors.
• Lynn Shultz announced that the Educator’s Group has been reactivated. March 22, 2003 will be an event to introduce the new curriculum, led by Meg Rift from Louisville. This will be held in our new conference center at the SMP office. More information later.
• The remodeling of a portion of the SMP office building into a conference center is expected to be completed and usable by the end of this year. Capacity will be approximately 50 people for retreats, meetings etc.
• Sally expressed her THANKS TO ALL OF THE STAFF FOR THEIR SUPPORT.

General Presbyter for Mission Support -- Byron Nelson

• Byron expressed his thanks for the prayers for Virginia, her recovery is going well.
• Check the materials available on the display table, program calendars etc.
• Synod grant funds, Hilda Thompson fund, are available for establishing or expanding Health Ministry programs, deadline for applications is in March. Call Byron for more information.
• Rebecca Lawson, Presbyterian Mission Co-worker, with the United Church of Christ in the Philippines was introduced on behalf of the Philippine Partnership Committee. She will lead a workshop this afternoon. She will be here a short while and will be available to visit churches. She brought greetings from our partners in the Philippines, where she has been for six years. Upon her return, she will work with the Interdisciplinary Project in a Livable World.

Congregational Support -- John Moser

• A self forming group of Christians has approached our Presbytery to become a part of us.

They are the Sacramento Indonesian Presbyterian Fellowship. They are meeting at Westminster Church. They have a reformed heritage and theology. Jim Tion, a lay leader, Chair of this group was introduced, together with Stefan Androtna, from the San Jose NCD. Jim expressed thanks to Aart Van Beek and David Thompson for their support. He told of the deep roots of the Presbyterian reformed faith in Indonesia, due to the efforts of the missionaries. He explained the process they have been working through in order to form their NCD. Thanks was expressed to the Presbytery, SMP and Byron Nelson for all their help.

+++ A formal vote on establishing this NCD will be taken at the next Presbytery meeting.

• Consulting teams are being formed to assist churches in the Presbytery. Consult the website for more information.
• Five pastors and elders will be sent to the Redevelopment Conference in Dallas. More information will be available on the website.

Budget and Finance Committee -- Marie Segur

• The Budget and Finance Committee RECOMMENDS to the Presbytery that it:

1. Approve a change in the repayment schedule for Peace PC, Elk Grove’s $87,686 Synod J.M. Muzzy loan from interest only through 2003, as approved at the November 2001 presbytery meeting to the following payment schedule:

   The Session of Peace PC and the Synod Mission Finance Committee have approved this new schedule.
   
   •• The Presbytery VOTED to approve this new payment schedule for Peace PC, Elk Grove, as recommended.
   
2. Approve the request from First PC, Roseville, to recall their existing bonds in order to reissue them at a more favorable rate of interest and further to increase the bonds to a total indebtedness of $2,635,000. The Budget and Finance Committee further RECOMMENDS that this approval be put in the form of a
   resolution and that the minutes reflect that any two members of the Budget and Finance Committee, acting as the Trustees for the Presbytery of Sacramento, be authorized to sign any and all documents relating to this transaction on behalf of the Presbytery of Sacramento.
   
   The Session of First PC, Roseville has approved this action.
   
   •• The Presbytery VOTED to approve the recommendations for First PC, Roseville, as stated above.
   
3. Update on site purchase, Capital Korean PC: The Synod of the Pacific has approved the request of the Capital Korean PC (CKPC) for a line of credit loan in the amount of $700,000. The property in El Dorado Hills has closed escrow and work has begun on the building. The request to the General Assembly Church Loan Office is pending submittal of the application and supporting documents. The building committee of CKPC is working on the completion of these documents.

5. Update -- Endowment Fund Committee: Budget & Finance Committee RECOMMENDS a budget of $5,000, as part of the ecclesiastical budget for 2003, previously approved above, for work related to the presbytery wide offering to be held on
   March 9. 2003.
6. Update on funding for GA 2005: Budget & Finance Committee RECOMMENDS that we continue to receive the $1.00 GA 2005 allocation for the year 2003 and that it be set aside for that purpose.

Worship Service

“Confessions of a Failed Liberal (and Conservative)” was the title of the sermon given by the Rev. Jim Kitchens. The Rev. Dan Fowler provided the special music.

Following lunch the following Seminars were held:

1. Report on our partnership with the United Church of Christ in the Philippines: Rebecca Lawson, Flo Holman, Joyce Uyeda and Rev. Larry Emery.
2. The Future of New Church Development: Rev. John Moser
3. An Impartial Analysis of the Proposed Amendments to the Book of Order: Stated Clerk Liz Groelle

Election of Commissioners to General Assembly

• The Candidates for Commissioners to 215th General Assembly were each given 2 minutes to speak to the Presbytery. There are four Elder candidates: Christian Larsen, Fair Oaks; Jill Sherrill, Westminster; Joseph Harrop, Red Bluff; Susan Hill, Marysville; (John Hulsebus, Roseville, withdrew) two pastor candidates: Rev. Tom Patterson, Nevada City; Rev. Mary Lynn Tobin
• The hymn Spirit of the Living God was sung as a time of discernment and prayer before the voting.
• Votes were tallied by Irene Martin, Grace Kim, Jennifer George and Jim Hardy.
  
  Minister Commissions elected: Rev. Tom Patterson; Rev. Mary Lynn Tobin
  
  Elder Commissioners elected: Joseph Harrop and Susan Hill
  
  Alternates: 1st Christian Larsen; 2nd Jill Sherrill

Closing Worship and Installation of Elder John Peirce as 2003 Moderator

Moderator Jim Kitchens led in the Litany for Moderator Installation, followed with the singing of the hymn Here I am Lord. The Constitutional Questions were asked by Moderator Kitchens followed by prayer. After receiving affirmative answers to all questions the Symbols of the office were bestowed upon Mr. Peirce. They included the Moderator’s Stole and gavel.

A gift of appreciation was presented to outgoing Moderator Kitchens by the new Moderator Peirce, on behalf of the Presbytery.

Past Moderators of the Presbytery, present today, were asked to stand and be recognized.

•• The Presbytery VOTED to adjourn at 2:45 p.m.
