Opening Activities
The meeting was called to order, by Elder Bob Justman
in the sanctuary of the First Presbyterian Church, Redding,
California at 2:05 p.m. with a quorum present. Elder Justman
gave the opening prayer. Moderator Jim Kitchens was unavoidably
detained.
Corresponding Members were seated: the Rev. Mark Frey,
Cascades Presbytery, Regional Representative, Board of
Pensions; the Rev. Byron Nelson, Stockton Presbytery,
Associate Presbyter, Sierra Mission Partnership; the Rev.
Jill Hudson, Co-Executive Presbyter, Presbytery of Whitewater
Valley.
The Presbytery VOTED to seat the corresponding members.
Host
pastor the Rev. C. K. Moore WELCOMED the Presbytery to
Redding. He gave all of the necessary instructions to
the group. During this orientation period Moderator Kitchens
arrived and thanked Elder Justman for taking care of things
during his absence.
Welcome to First-time Commissioners: The Rev. Toby Nelson, new Interim for Sierra PC, Nevada City, introduced himself and Elder Chris Gardner. The Moderator called for other first timers, but received no response.
Consent Agenda
The Stated Clerk REQUESTS that Presbytery:
The Pastoral Support Team REQUESTS permission to celebrate
communion during the Clergy Retreat, October 6-8, 2002
at Zephyr Point.
The Congregational Support Team RECOMMENDS that Presbytery
approve mission funding for the Sacramento Vietnamese
Presbyterian Church for the coming year.
The Committee on Ministry REPORTS the
following actions taken on behalf of the Presbytery since
the May 14th meeting, and REQUESTS APPROVAL of the Presbytery:
The
Presbytery VOTED to approve all items on the Consent Agenda,
except Stated Clerk item #5, removed.
#5. From the Stated Clerk portion of the Consent Agenda
SHOULD READ: Approve the following Investigative Committee
which has been formed to look into allegations which have
been filed against a member of this Presbytery: the Rev.
Richard Pearson, Westminster PC, Sacramento; Mrs. Sue
Bare, Celtic Cross PC; and the Rev. Dr. Judy O’Neill,
Member at Large.
The Presbytery VOTED to approve item #5 as corrected.
Report
of Commissioners to General Assembly
Each of the Commissioners gave their reports regarding
their committee service at GA, their overall impressions
and reactions to the event and expressed their THANKS
FOR THE OPPORTUNITY TO ATTEND.
Moderator
Kitchens thanked the Commissioners to General Assembly
for their faithful service. Congregations are urged to
invite the Commissioners to share their experience at
GA.
The Presbytery VOTED to receive the reports of the General
Assembly Commissioners.
The Rev. Jim Barstow led in special prayers of support
for Margaret Suttle.

preached about the kicks of being a Christian in today’s

Moderator Kitchens called attention to the Theological Fund for Seminary support, this is a voluntary 1% budget item for local churches. Presently there are only 8 congregations in this presbytery contributing to the Theological Support Fund. For more information about this fund, contact Moderator Jim Kitchens at Davis Community Church or the Rev. Hutchison at Peace PC, Elk Grove.

The Sierra Mission Partnership Coordinating Council REQUESTS
that the Presbytery of Sacramento APPROVE the following
Covenant. This is a second reading for this proposal.
Copies of the Design and related materials are available
on the Presbytery website.
Covenant
Between the Presbyteries of Nevada, Sacramento, and Stockton
to form the
Sierra Mission Partnership
As of January 1, 2003
The Presbyteries of Nevada, Sacramento, and Stockton,
in order to further the Mission of the Church of Jesus
Christ and to fulfill the vision of the individual presbyteries,
hereby do recommit to covenant together to be a Mission
Unit of the Synod of the Pacific, Presbytery Church (U.S.A.)
which is called, “Sierra Mission Partnership”
There shall be a Personnel and Administration Committee
and a Budget Committee of the Sierra Mission Partnership.
Each presbytery shall include one elder and one minister
for a term of two years, and shall be eligible for reelection
for two additional terms, to serve on each SMP Committee.
The SMP staff shall serve as ex officio members.
This Covenant supersedes all previous Covenants for the
Sierra Mission Partnership.
The
Presbytery VOTED to REQUEST that there be at least one
meeting per year between the two committees and that they
come back to us, and go to the others for discussion.
The Presbytery VOTED to adopt the proposal with the above
request.
Committee
on Preparation for Ministry -- Stan Henderson
The Committee on Preparation for Ministry RECOMMENDS that
Presbytery receive Nancy Dewart Duff as a Candidate for
the office of Minister of the Word and Sacrament. She
has been endorsed
by the session of First Presbyterian Church, Roseville,
CA. Her Statement of Call is included in the packet.
Nancy Duff addressed the Presbytery regarding her faith
journey. Questions were asked and answered and she was
excused from the room.
The Presbytery VOTED to receive Nancy Dewart Duff as a
Candidate for the office of Minister of the Word and Sacrament.
Nancy was WELCOMED into the new relationship with this
Presbytery. Roseville members and friends were invited
to come forward. Moderator Kitchens read a Litany for
Reception. He asked the Constitutional Questions, all
answered in the affirmative; he welcomed and charged her
regarding the ministry. Roseville Pastor Jim Barstow led
In prayer for Nancy and her ministry.

Marcus has been certified as ready for ordination.
Business of the Presbytery, Part II
General Presbyter for Mission -- Byron Nelson
Budget
and Finance Committee -- Marie Segur
At
Marie’s request the Moderator led in prayer for
our SMP staff and for all those working within the Presbytery;
for new facilities and all that is happening in this Presbytery.
The
Budget & Finance Committee acts in the capacity of
Trustees for the Presbytery. They meet on the first Wednesday
of each month. If you have needs that fall under their
purview, please contact Marie Segur.
The Budget and Finance Committee RECOMMENDS that Presbytery:
Insurance -- Dave Mauerman
Dave Mauerman explained the Covenant Presbyterian Insurance
Corporation. Across the country there are 37 presbyteries
and 1100 churches enrolled in this program, as it is less
expensive. This year there has been a rate increase.
The Heffernan Group in the Bay Area administers the program
that we use. This covers the property and the church holdings.
This year they have contracted with the Zurlick Insurance
Co. in Switzerland. The policy will cover replacement
costs 25% additional on rebuilding; crime insurance; liability,
1 million basic - 3 million comprehensive. It is an excellent
value; it covers all kinds of things that can happen.
The Covenant Program is owned by PCUSA. A risk management
seminar is available.

Council -- Del Burnett
Presbytery Council RECOMMENDS that Presbytery:
Mission
Support Ministry Team -- Warren Barnes
The Mission Support Ministry Team and the Session of Trinity
PC, West Sacramento REQUEST that Presbytery approve the
Resolution regarding the negative effects of gambling
presented at the May Presbytery meeting. The Resolution
was sent out with Call and has been available on the Presbytery
website. Specifically, the resolution asks that Presbytery:
Pastoral
Support Ministry Team -- Bob Justman
Bob Justman, spoke on behalf of the Pastoral Support Team
reminding pastors of the upcoming Pastor’s Retreat
at Zephyr Point. Pastors are asked to fill out the Pastors
Resource Link page included in the packet. Please see
page D in the packet entitled “Pastors are People,
Too!” and circulate it in your home church.
Congregational
Support Ministry Team -- John Moser
John Moser told of the Vietnamese NCD, Philip Trihn pastor,
holding a Baptism in the waters of Lake Tahoe, while on
a Retreat at Zephyr Point. This group is “nesting”
at Bethany PC in Sacramento. They are networking with
over 100 Vietnamese people in the Sacramento area who
have no church affiliation and are reaping results. PRAY
for this group and their work.
Lunch
-- Brad Van Sant gave the Blessing for lunch.
The 2¢ a Meal containers are on the tables for the
Hunger Program.
Reconvene: Moderator Jim Kitchens reconvened the meeting at 1 p.m.
Communication
Specialist -- Jim Zazzera
Jim called attention to material in the packet related
to the area of communications. Please let Jim know of
ideas and suggestions, corrections etc. for improvements
to the Sacramento Presbytery website. There is also now
a website for the SMP.
Committee
on Ministry -- Gail Cullerton
J. WEAVER HESS: In a letter dated April 25, 2002, J.Weaver
Hess requested to be restored to the office of Minister
of the Word and Sacrament in accordance with G-11.0414c
of the Book of Order and as spelled out in a letter to
him from (then) Stated Clerk Walter Link, dated December
7, 1987. Mr. Hess now lives in Spokane, WA, is 79 years
old, and wishes...”to be able to assist the Presbyterian
churches I am attending”.
Committee on Ministry voted at its May 23, 2002 meeting
to “request the Presbytery of Inland Northwest to
hear the reaffirmation vows of J. Weaver Hess on our behalf.”
THEREFORE: Committee on Ministry REQUESTS Presbytery to
approve this action.
Presbytery VOTED to approve the action of 5/23/02 regarding
the reaffirmation vows of J. Weaver Hess by the Presbytery
of
Inland Northwest.
On September 21, 2002, J. Weaver Hess reaffirmed his ordination
vows in front of the Presbytery of Inland Northwest. They
now ask that we transfer him to that presbytery. THEREFORE:
The Committee on Ministry RECOMMENDS to Presbytery that
it approve the transfer of the Rev. J. Weaver Hess to
the Presbytery of Inland Northwest.
Presbytery VOTED to approve the transfer of the Rev. J.
Weaver Hess to the Presbytery of Inland Northwest.
BEVERLY TALBOTT, CLP for the Corning church was asked
to come forward, together with her pastor and mentor,
Ken Winter. Bev is leaving Corning soon. Her husband has
retired and they plan to make their home in Tennessee.
Gail Cullerton expressed the appreciation of the Presbytery
for the work Bev has accomplished; and for her contagious
enthusiasm and love of the Lord. Members from Corning
spoke to the vision and joy she brought to their church,
their appreciation of all that she did and how much they
will miss her. Ken Winter led in prayer for Bev’s
future and for the future of the Corning church
.
