the Trinity Presbyterian Church, West Sacramento. Following the singing of the Gathering Hymn "We Plow the Fields". Moderator Florence Holman called the meeting to order and gave the Opening Prayer. The Rev. Peggy Cross reviewed the Mission Statement of the Presbytery. She emphasized the opening statement: Open, guided and empowered to the Holy Spirit. Sandra Lommasson, Director of the Bread of Life Center, was introduced as the leader for the day.
Opening to God and One Another was the theme used by Ms. Lommasson for her inspirational presentation. Following the presentation the Presbytery formed small groups of 2 or 3 to share with one another their reflections on the warmth or experience with the living spirit. Following the small groups there was a sharing with all present.
Opening to Community: The Rev. David Huusko, host pastor, Welcomed Presbytery to Trinity.
The church has been ministering to this community for 57 years. They have recently completed a Mission Study; as a part of the study a video loop was produced. This loop was running continuously during the day and everyone is encouraged to watch it. The Host ID today is the "West Sacramento" Rivercats badge.

Welcome to First-time Commissioners: Approximately twelve first-time Commissioners introduced themselves and were WELCOMED to the Presbytery.
Consent Agenda:
The Stated Clerk REQUESTS that Presbytery:
1. Approve the docket for this meeting.
2. Approve the minutes of the September 21-22, 2001 Presbytery meeting at Red Bluff.
3. Concur with the August 5, 2001 action of the congregation of the Korean Carmichael PC to change its name to Sacramento Zion Presbyterian Church. The church is now located at 9501 Folsom Blvd., Sacramento 95827.
The Committee on Ministry RECOMMENDS that Presbytery:
1. Approve the call of the Rev. Richard Hutchison to serve as Interim Pastor at Peace PC , Elk Grove for a one-year term effective November 1, 2001. Terms of Call are:

The Budget and Finance Committee RECOMMENDS that Presbytery:
1. Approve the request of Peace Presbyterian Church to
a. Convert the existing $91,200.40 Synod line of credit to a Synod commercial loan.
b. Extend the "interest-only" term of the existing $87,686 Synod J.M. Muzzy loan for an additional two years.
2. Approve the request of Folsom Presbyterian Church to increase the existing $1,000,000 Synod line of credit to $1,600,000 to cover construction overages on its current building expansion project.
3. Approve the request of Auburn Presbyterian Church to
a. Increase the existing $475,000 Synod line of credit to $505,000 to cover increased construction costs due to Placer County requirements for more street widening and traffic lights.
b. Convert the $505,000 Synod line of credit to a Synod commercial loan.

REPORTS
General Presbyter for Ministry - Sally Hinchman
• Sally explained that the Sacramento Presbytery Staff at the Folsom Blvd. office consists of Shelley Lafferty, Barbara Rohrs, Pat Strand, Leo Oblima, Jim Zazzera, Lynn Shultz and Byron Nelson, as well as Sally, they are all there to be called on when needed.
• Please return videos to the Resource Center in a timely manner. Some videos are in great demand. There is a wide array of resources available for the Advent season.
• The 2002 copies of the Mission Yearbook for Prayer & Study are in the narthex to be picked up and signed for today.
• Each of the congregations that are in transition, those looking for pastors, and those pastors seeking a position are remembered in prayer on a continuing basis.
• WISHES FOR A WONDERFUL SEASON OF ADVENT WERE EXPRESSED!
General Presbyter for Mission Support -- Byron Nelson
• Byron announced that Warren Barnes is developing an outreach to make the Mission Support Group more effective. This involves networking congregations together for better communication.
• A list of Mission Support Personnel that are available to talk with churches is available at the SMP office
• Byron would like to know if any churches are planning to hold a Christian Unity Service with other Reformed churches or with a Lutheran church. Please let him know what you may be planning in this regard.
• Several articles on Islam and the Middle East are available on the Resource Table. All are encouraged to read this information.
Presbytery of Sacramento Endowment Fund -- Jeff States
• The Endowment Fund exists as a reserve to assist with redevelopment and NCDs as well as other financial needs of congregations. In order to acquire and maintain this reserve the committee is encouraging each congregation in the Presbytery to make an annual contribution to the fund. Progress is being made toward the goal of raising five million dollars in five years.
PCUSA Foundation -- Skip Herbert
• Skip is the Development Officer for the Foundation in Northern California. He is available to visit churches, to preach and to hold workshops regarding Charitable Giving and the Foundation services. A letter has been sent to all area pastors alerting them to the information available for down-loading from the website.
Westminster Woods -- Steve Coons, Executive Director
• An update on the capital campaign will be available on video in the fellowship hall today. This video is also available for presentation to groups at your church.
• This year, as reported at the Presbyterian Camp & Conference Association meeting, Westminster Woods served 2,201 children and youth in summer programs; together with Calvin Crest more youth were served in Northern California than anywhere in the USA. Westminster Woods, Calvin Crest and Zephyr Point make up the finest conference facilities available anywhere, which is something to be proud of!!.
Worship The Presbytery participated in the Service of Worship with scripture reading; singing of
Hymns; prayers; and special music. The Word was preached and the New Song
story was given by the Rev. David Williams.
Noticing the Spirit -- Sandra Lommasson
• The group was directed to reflect on the happenings of the morning. Where and how have they been touched by the Spirit. What had they noticed regarding the spirit. Responses were encouraged "pop-corn" style.
Committee on Ministry -- Gail Cullerton
• The Committee on Ministry RECOMMENDS that Presbytery approve the dissolution of the relationship between Lisa Schilbe, Associate Pastor and the Bidwell Memorial Presbyterian Church, Chico, effective October 1, 2001.
The Presbytery VOTED to approve the COM recommendation re Lisa Schilbe as presented.
• # 5 -- removed item from Consent Agenda: COM RECOMMENDS that Presbytery approve the change in status of the Rev. Lisa Schilbe from Associate Pastor, Bidwell Memorial Church, Chico to Member at Large, effective October 1, 2001.

• COM RECOMMENDS that Presbytery approve the transfer of the Rev. Pamela McNally Anderson from the Presbytery of Elizabeth, NJ. Her Statement of Faith is included in the packet. Following a thumbnail sketch of her service in Australia for the past 7 years, questions were invited from the floor.

• COM RECOMMENDS that Presbytery approve the Rev. McNally Anderson’s call to serve as Temporary Supply Pastor for the Countryside Community Church in Esparto, effective November 1, 2001 and approve her for membership in the Sacramento Presbytery

The Presbytery VOTED to approve the Rev. Pamela McNally Anderson’s Call as Temporary Supply Pastor for Countryside Community Church, Esparto and to approve her membership in the Sacramento Presbytery.
• COM RECOMMENDS that Presbytery approve the transfer of the Rev. Brent Benton from the Presbytery of Central Florida. His Statement of Faith is included in the packet. The Rev. Benton made a short presentation to Presbytery outlining his previous work in our Presbytery as a Seminary Intern and his work in Oakland, Florida.

>> The Rev. Ken Winter, pastor of Auburn Presbyterian Church introduced the members
of the APNC who were present and invited them to come forward together with family and friends of the Rev. Benton, for the laying on of hands and the prayer given by Pastor Winter.
• COM asks approval of the following Installation Commission for Brent Benton. The Installation will take place on December 9 at 4 p.m. at the Auburn Church.

Spiritual Direction -- Opportunities for Growth -- Sandra and the Rev. Joan Stock
>> Sandra gave an explanation of the focus of the spiritual direction experience. Following these introductory statements Sandra and the Rev. Stock presented an unscripted model session of this process. Following this presentation questions and responses were invited regarding the process of spiritual direction.
>> Representing the Pastoral Support Team Mary Lynn Tobin and Geordie Ziegler presented the Support Team’s proposal to encourage and make available the use of ongoing Spiritual direction to pastors in the Sacramento Presbytery, by providing vouchers valued at $20 each for use by those who desire Spiritual direction for up to six sessions in the year 2002.
Lunch Break -- Blessing for lunch was given by the Rev. Mary Lynn Tobin.

COM RECOMMENDS that Presbytery approve the transfer of the Rev. David Carroll into the presbytery as a Member at Large. Rev. Carroll returned to the Sacramento area several years ago, but has remained a member of Southeastern Illinois Presbytery. His Statement of Faith is included in the packet.
>> David reviewed his experience ministering with youth since his early years and continuing. He related his present situation as a public school teacher. Many probing questions were asked of him before he was excused from the meeting.
The Presbytery VOTED to delay a decision on this recommendation until the members of COM were present for the discussion. This item will be taken up before the end of the meeting today.

The Presbytery VOTED to elect the entire slate of nominees as presented by the Nominating Committee.
Budget and Finance Committee -- Marie Segur
The committee RECOMMENDS that Presbytery approve:
1. The Presbytery per capita allocation for 2002 of $5.75.
One dollar of each per capita will be invested for the 2005 General Assembly to be held in Sacramento.
The full per capita allocation is:

The Presbytery VOTED to approve the recommendations of the Budget and Finance Committee as presented.
Presbytery Council
The Council RECOMMENDS that Presbytery approve the request of the Vietnamese NCD and Bethany Church to transfer 70 persons now on the rolls of Bethany who attend the Vietnamese services to being under the care of the Presbytery.

Bob Cordier, Chair of the COM sub-committee on Membership came forward to address the questions of concern being raised in regard to receiving David Carroll into membership in this Presbytery. He explained the type of questioning procedures that the sub- committee utilizes in their interview process, stressing that careful attention is given to the reformed theological perspective. He answered questions from the floor in regard to the interview.
The Presbytery VOTED by a split vote to arrest the examination of David Carroll.

The Presbytery VOTED to refer the recommendation for membership transfer of David Carroll back to COM for continued conferencing with him. (split vote)
• COM RECOMMENDS that the duties of the Rev. David Williams as Pastor of New Song NCD will cease on December 31, 2001.
The Presbytery VOTED to approve this recommendation.
Terms of Dissolution Between the Rev. David Williams and the Presbytery of Sacramento
We, the representatives of the Presbytery of Sacramento agree to request dissolution of the pastoral relationship with the Rev. David Williams for the following
reason and on the following terms:
1. Reduction of work force with the closing of the New Church Development project in Northwest Roseville.
2. Terms:
a. Full Salary & Housing from January 1, 2002 - June 30, 2002 paid bimonthly.
b. Full pension/medical from January 1, 2002 - June 30, 2002
3. Time Frame:
a. Ministry duties will cease effective December 31, 2001
b. Presbytery will act on the dissolution of the relationship on Nov. 27, 2001
4. Other terms:
a. The Presbytery will pay for David and Calene Williams to attend the Center for Ministry in Oakland, CA.
b. All benefits for Rev. David Williams will be discontinued at any time before
June 30, 2002 should he receive full-time employment as of the date that employment begins. Part-time employment will respectively result in appropriate prorated adjustments.
c. Any unused accumulated Continuing Education dollars through 2001 may be vouchered for use for Continuing Education up until June 30. 2002. d. Both parties waive their right to pursue legal action regarding this agreement unless this agreement is not fulfilled.
We the undersigned have negotiated this agreement in good faith and have every intention of being faithful in fulfilling it.

Election of Commissioners to General Assembly
Nominees for the 214th General Assembly, June 15-22, 2002 in Columbus, Ohio are: Elders Florence M. Holman, Dr. Yu-Bang Lee, Jill Sherrill, Beverly Talbott, Louis Nevins;
Minister Commissioner Nominees are: Margaret Suttle, Robert Yule. Biographical sketches of the nominees are printed in the packet. Before the proceedings progressed Elder Florence Holman withdrew her nomination
Further nominations were called from the floor.
The Rev. Dan Wells, Burney was nominated as a Minister Commissioner. No further nominations were made.
To date no nominations for YAD s have been received, therefore:
The Presbytery VOTED to have the election for the YAD at the next meeting of Presbytery. (February)
Each Commissioner Nominee was allotted two minutes to speak on their own behalf. Upon completion of the speeches, ballots were marked, collected and tallied.

Committee on Preparation for Ministry -- Rev. Stan Henderson
The committee RECOMMENDS that the following Inquirers be examined on their sense of call and moved to the status of Candidate. Their Statements of Call are included in the packet. Each Inquirer spoke, describing his/her background and sense of Call.
They are: Edward Michael Hilton, Eric Keller, Yu-Bang Lee, Penny Marcus, Jeffrey Ogden. After their presentations, members of the Presbytery discussed the statements.
The Presbytery VOTED to approve the recommendation of CPM to move these Inquirers to the status of Candidate
>> Upon approval, Presbytery Moderator Holman asked the required questions from the Book of Order. Receiving affirmative answers from all Candidates, the friends and family members present were invited to come forward. The Rev. Henderson gave the prayer for the Candidates.
Examination for Ordination: James Gregory Coons has been a Candidate under the care of Sacramento Presbytery. He has received a Call to First Presbyterian Church Berkeley and has been interviewed by a member of San Francisco Presbytery COM. Jim has satisfied the requirements of CPM. His Statement of Faith has been distributed.
The Presbytery VOTED to arrest the examination and to certify Jim for Ordination.
Jim was asked to share with the Presbytery some of his life experiences and faith journey. He also described the youth work he has been called to do in Berkeley. After further discussion:

The stated Clerk, at the request of the Presbytery of San Francisco, RECOMMENDS that Presbytery approve the following Ordination Service and Commission for James Coons. Jim has been called as Associate Pastor of First Presbyterian Church, Berkeley. The Ordination is scheduled for December 16, 2001 at 2 p.m. at Bidwell Memorial Church, Chico.

Closing Worship -- Moderator Florence Holman
The Closing Worship of hymns, scripture and prayers brought to a befitting conclusion a very busy agenda. Moderator Holman’s theme: "The Spirit Connects Us All" was most appropriate for the end of this day, even though it was necessary for her to abbreviate her thoughts due to late hour.
Moderator Holman expressed her appreciation to the Council Members for the years 2000 and 2001, with whom she has been working closely these last two years. All those serving during that time frame were listed in today’s packet.
Installation of Moderator and Moderator-elect, 2002
The Rev. James Kitchens came forward for installation as Moderator. Elder John Peirce was unable to participate in the service.
Following the Order of Service for the Installation, the Moderator’s Stole and gavel were presented to newly installed Moderator Kitchens. He in turn presented out-going Moderator Holman with a small gavel as a memento of her time as Moderator.
The Benediction was given.
The Presbytery VOTED to adjourn the meeting at 4:45 p.m.
