Call to Order Moderator Florence Holman called the meeting of the Presbytery of Sacramento to order on Friday, September 21st at 2:01 p.m. in the sanctuary of the church, with a quorum present. The Christ Candle was lighted to remind us of God’s spirit and blessings to all that mourn the loss of lives caused by the terrorists attacks on the World Trade Center and the Pentagon. The convening prayer was given by Moderator Holman. Reading from the Mission Yearbook for Prayer & Study for 9/21 regarding Northwest Presbytery, The Synod of Puerto Rico, it was learned that Presbyterian Women are actively involved in many projects within the presbytery.

Welcome The Rev. Brad Van Sant was introduced as the new (2 weeks) Interim Pastor for the Red Bluff church , and Host Pastor for this meeting and as such he WELCOMED the assembled body. He introduced Elder Leonard Stohler who shared some of the history of this 140 year old church, established in 1860. He also gave an overview of the present church program which includes: Logos, Rotation Model church school and Bible study. Jean Oldham was introduced as the coordinator for this meeting.

The Presbytery VOTED the Rev. Hawbecker be seated as a corresponding member.

Welcome to First Time Commissioners: Three new Elder Commissioners introduced themselves and were welcomed by the Presbytery.

Opening Worship: A service of worship was conducted for the Presbytery. The Rev. Hawbecker gave the sermon.

Committee on Preparation for Ministry: The Statement of Call for Penny Marcus was included in the Packet for today’s meeting; however, due to ordination examinations Penny was unable to be present today. There is a display to see in the Fellowship Hall

STAFF AND COMMITTEE REPORTS

General Presbyter for Mission Byron Nelson told us that General Presbyter for Ministry Sally Hinchman was with a very ill friend in Arkansas, as a personal ministry. He announced some changes that have taken place recently in the Sierra Mission Partnership staff.

>> Elder Lynn Schultz, Interim Director of the Resource Center, was introduced. Lynn announced her office hours are Tuesday, Wednesday and Thursday, from 10 a.m. till 2 p.m. The Catalog can now be accessed on-line. A display of videos & books is in the Fellowship Hall.

>> The Rev. Jim Zazzera is filling a new part time position at the SMP office. He is working on Communications and a Web Site. His office hours are Monday, Tuesday & Wednesday ,

9 a.m.- 4:30 p.m. Jim is conducting a Web Site Survey, please complete the copy found in the Packet and return it to him.

>> The Rev. Joanne Hines has accepted a new position as Interim General Presbyter for the Presbytery of Plains and Peaks. The Rev. Jim Kitchens told that the Davis Community Church had a Good-Bye Party for her on behalf of the Presbytery. Davis was her home church when she was growing up.

>> On behalf of the Philippine Partnership, Evelyn Weick extends their thanks to those who hosted the girls from the Philippines who were here to attend the Youth Triennium this past summer. Display to see in Fellowship Hall.

Pastoral Support Ministry Group -- Mary Lynn Tobin, Chairperson, announced a one day Contemplative Retreat, November 6, 2001 from 9:30 a.m. till 3 p.m.. There will also be a Clergy Retreat October 6 - 8, 2002.

Endowment Committee of the Sacramento Presbytery -- Skip Herbert spoke on behalf of Jeff States who was unable to be present. He reviewed the history of this committee and pointed out its purpose to help New Church Developments/ Redevelopment.

Break -- The meeting reconvened at 3:55 p.m. with prayer by the Rev. Richard Wylie.

General Assembly Commissioner Reports -- the Commissioners were responding to the following:

Where did you see God’s spirit moving at General Assembly
In the discerning work of your committee?
In the discernment that took place on the floor of the Assembly?
In the Assembly’s worship life?
In the general sense of community "around the edges" of you official work... in the hallways, in the hotels, on the busses, at the display hall?

Elder Kay Cayler served on the Pensions, Benefits & Stewardship Committee. She felt this G.A.. was kinder and gentler than others she has attended. The commissioners sought a way to reach across the table that is Christ’s table.

Elder Jerry Hill served on the Procedures Committee. He is concerned that G.A. is influenced more by the full-time staff, than it is by the Commissioners. He reminded the Presbytery of Jesus’ words in Matthew 24:4.

The Rev. John Moser felt the highs of G.A. -- the Spirit in the opening welcome with Kentucky music and instruments; -- the Spirit from Clifton Kirkpatrick in orientation;
-- the Spirit regarding staff person Marian McClure; lows - the vote on amendment A broke his heart.

YAD Mac Clemons -- Mac traveled from California State University, Monterey, to give his report today. He served on G.A. Committee #5 Ecumenical Christology. He was impressed with the discussion and resolution of understanding and he came to many new understandings. Mac is proud to be a Presbyterian -- attending G.A. meant a lot!!

The Rev. Richard Wylie served on Committee #14 -- Global Issues, chaired by the Rev. Sarah Reyes. They discussed the Sudan and eastern countries, all in all a spirit-moving experience. The Rev. Jack Rogers, author of books on the creeds and confessions was elected "the Confessing Moderator" of the Confessing Assembly.

REMINDER: INVITE THE COMMISSIONERS TO YOUR CHURCH TO SPEAK.

>>> They are Commissioners until replaced for the 2002 Assembly.

>>> Prepare yourself Sacramento Presbytery is host in 2005.

The Presbytery VOTED to accept the report of the General Assembly Commissioners.

Overview of Amendments -- Bob Justman gave a thumbnail sketch of each of the Proposed

Amendments to the Constitution of the Presbyterian Church (U.S.A.).. He asked
commissioners to PLEASE READ THEM ALL CAREFULLY. These Amendments will be voted on by our Presbytery at the February, 2002, meeting. Small group conversations about Amendment 01-A were held. An analysis of this amendment from the Association of Stated Clerks of the PC (USA) was attached to the Docket for information.

Announcement: A special meeting of COM was called for 5:50 p.m. in the Chapel.
Instructions for the serving of the elements at the Agape Meal were given by Brad Van Sant.

Dinner -- A delicious lasagne dinner was served by the host church, concluding with an Agape Communion Service.

Reconvene at 7:10 p.m.-- The speaker, the Rev. David Hawbecker, spoke introducing the concept of "Healthy Congregations". He defined "healthy" as not in a survival mode -- survive is focusing on self -- not agents of change if just surviving.

Workshops -- the Presbytery attendees chose to attend one of the following:
Discipleship, led by Tom Patterson; Restoring Creation/Environment with Renee Rico; Further conversation with GA Commissioners; Information Technology, Jim Zazzera.At the conclusion of the workshops, Presbytery will be IN RECESS, until 9 a.m. tomorrow morning.

Call to Order Moderator Holman brought the Presbytery to order at 9:04 a.m. with the singing of the hymn The Church of Christ in Every Age. Those persons new to the meeting were WELCOMED. The Christ Candle was again lit as a reminder of the spirit of Christ in the world. Today’s selection from The Mission Yearbook for Prayer & Study continues with the Synod of Puerto Rico, especially The Presbytery of San Juan where the members realize that they live in a changing society and cannot therefore be the same church they were in the 1960s.

>> THANK YOUs were expressed to the host church and the group was led in a "fun song" by a member for the Red Bluff church.

Morning Worship, a time of scripture, singing and prayer.

Speaker The Rev. Jim Kitchens introduced The Rev. David Hawbecker to continue the topic of "Healthy Congregations". He began by asking: "What does the church mean to us? Why is the Presbyterian Church important to us? What it has been and what it can be." He continued by describing the problems of San Francisco Presbytery typical of many churches throughout the country and explained the steps they are taking in SFP to rectify these situations. Discussion and questions followed the presentation.

Break: Following the break, the Presbytery entered into directed small group conversations to generate feedback to Council about the Rev. Hawbecker’s presentation.

Lunch -- The Blessing was given during the lunch period by the Rev. Van Sant, host pastor.

Reconvene at 12:55 p.m. Moderator Holman called on General Presbyter for Mission Byron Nelson to again announce the changes in staff at the Sierra Mission Partnership for the benefit of those new today. He led in prayer for Sally Hinchman’s friend, who has now been taken off of life support. He conveyed her regrets for not being here today.

Business of the Presbytery -- Instructions for voting were given by the Moderator

CONSENT AGENDA

Presbytery VOTED to remove item #8 from the consent agenda.

The Committee on Ministry RECOMMENDS that Presbytery approve the following actions of COM since the last Presbytery meeting.

1. The renewal of the contract between Westminster PC and the Rev. Richard Pearson as Temporary Stated supply, 5% salary increase, no change in duties, for one year effective April 1, 2001.

2. The appointment of the Rev. Gail Cullerton as Interim Pastor of Cordova PC for a one year period, June 1, 2001 - May 31, 2002. Terms of Call:

Salary $18,641

Full Pension & Medical 12,090

Pastor’s Expenses 700 per year
Auto Expense Reimbursed @ .325 per mile
Vacation -- One week per quarter & one Sunday floater

3. The change in status of the Rev. Carol Pagelsen from Interim Pastor to Member at Large.

4. The renewal of the contract between Westminster PC and the Rev. Renee Rico as Interim Associate Pastor, for six months, September 8, 2001 -- March 6, 2002, with a COLA increase in salary.

5. The extension for six months of the contract between First PC, Redding and the Rev. Bob Meyer, with extended hours for Rev. Meyer, salary and housing of $2,132 monthly, effective August 1, 2001.

6. The approval of a 25% time Stated Supply position, Head of Staff, at Woodland PC, and the appointment of the Rev. Charles (Gene) Crumley,II, to that position. Terms of Call:

Pension Full, prorated to 25%
Medical Benefits Declined (provided by other employer)
Vacation 1 week per quarter (prorated to 25% time)

7. The appointment of the Rev. Brad Van Sant as Interim Pastor of Red Bluff PC beginning September 9, 2001. Terms of Call:

8. Removed

9. Permission granted to the Rev. Robert L Batchley, First PC, Lakeview, Oregon, Cascades Presbytery, to perform a wedding at Celtic Cross PC on June 2, 2001.

10. Permission granted to the Rev. Mary Lynn Tobin to labor outside the bounds of Sacramento Presbytery to perform a wedding at San Francisco Theological Seminary, San Anselmo, Redwoods Presbytery on July 14, 2001.

The Stated Clerk RECOMMENDS that Presbytery:

1, Dismiss with thanks the commission to ordain Jessica Nylund. Jessica is now serving at Peace Presbyterian Church in Clinton Township, Presbytery of Detroit.

2. Dismiss with thanks the commission to install the Rev. David Thompson as pastor of Westminster Presbyterian Church in Sacramento.

The Presbytery VOTED to approve the Consent Agenda items with the exception of #8

8. The approval of a Matrix of Job Descriptions and Responsibilities for the pastoral staff team at Carmichael PC.  After suitable explanation that the Matrix is a requirement for a church with a multiple staff (G-14.0501c) the Presbytery VOTED to approve item #8.

PRESBYTERY COUNCIL -- Rev. Del Burnett

Before the following Action Item was voted on Del Burnett presented the background information on the factors involved in this situation. John Moser from the Congregational Support group also provided background, assuring the Presbytery that attention has been given to the process and due diligence has been followed with pastoral care and discernment. Questions and discussion followed.

Action Item: Presbytery Council concurs with the recommendation of the Congregational Support Ministry Team, and recommends that Presbytery approve the following actions.

1. That Presbytery suspend our efforts through the New Song NCD no later than
December 31, 2001.

2. That a Presbytery Pastoral Care Team composed of Congregational Support committee member John Moser, a representative of the Committee on Ministry and a Sierra Mission Partnership staff person be charged with the responsibility of working with the New Song congregation to bring closure to their efforts and minister to them with pastoral care. This will include help in transitioning New Song members to other Presbyterian churches.

3. That a dissolution agreement package be provided for Pastor David Williams to be negotiated by the Committee on Ministry, including Presbytery paying the cost for David and Calene Williams to visit the Center for Ministry.

4. That Presbytery evaluate the conditions and support needed for future New Church Developments.

5. That at the November 27, 2001 Presbytery meeting, Presbytery express thankfulness to all those who have given of their time, talent and financial resources to the New Song NCD.

Presbytery VOTED IN THE AFFIRMATIVE on each item (1-5) listed above.

††† Following the vote John Moser led the Presbytery in a prayer of love and support and the Presbytery sang Spirit of the Living God.

The last service for the New Song Church will be this coming Sunday, Sept. 23rd, 10 a.m. at the Rocklin High School. All who are able to attend are invited to do so.

Information Items:

1. Council voted to take no formal action on the motion that was referred to it at the May 19,2001 Presbytery meeting, but to take the necessary steps to see that prior notice is given, and information made available, for all action items coming before Presbytery.

Council continues to work on how best to develop and maintain a viable communication system with the churches and staffs in the Presbytery.

3. Council has accepted with sincere regret the resignations of the Rev. Dexter McNamara as chairperson of the Mission Support Ministry Team and The Rev. Jack McNary as chairperson of the Congregational Support Ministry Team.

3. (Addendum) The Committee on Ministry RECOMMENDS that Presbytery continue David Williams with full salary and benefits for a three month period, October 1, 2001 - December 31, 2001.

Presbytery VOTED to approve this recommendation

Presbytery VOTED to seat the Rev. Daniel Schwan and the Rev. Katherine Schwan as corresponding members from the Presbytery of Stockton.

1. The committee RECOMMENDS that Presbytery receive the Rev. Daniel Schwan as a Member at Large. His Statement of faith is included in the packet of materials for this meeting. Rev. Schwan lives in Elk Grove, and comes to us from the Presbytery of Stockton.

2. The committee RECOMMENDS that Presbytery receive the Rev. Katherine Schwan as a Member at Large. Her Statement of Faith is included in the packet of materials for this meeting. Rev. Schwan lives in Elk Grove, and has been a Member at Large in the Stockton Presbytery.

Presbytery VOTED to approve items 1 and 2 above as presented.

Information Items:

1. The Rev. Cynthia Cochran-Carney has resigned as pastor of Peace PC in Elk Grove, effective July 15, 2001. She and Jeffrey have moved to Mt. Pocono, PA, where they will pastor an NCD in Lackawanna Presbytery.

2. The Rev. Tim Soule has resigned as pastor of the Red Bluff PC, effective July 31, 2001, in order that he might accept a position as pastor of First PC in Hutchinson, Kansas.

3. The Committee moved to recommend to Presbytery that it accept the Rev. David Carroll as a Member at Large, transferring from Southeastern Illinois Presbytery. David is unable to attend this meeting, so this will come before Presbytery at the November 27th meeting.

4. The Rev. Pamela (Jacobi) Starbuck has transferred to the Presbytery of Inland Northwest, where she has accepted a position as Interim Pastor of Discipleship at Whitworth Community PC in Spokane, Washington.

BUDGET AND FINANCE

Action Items: The Budget and Finance Committee RECOMMENDS that Presbytery:

1. Approve an agreement being made by Northminster PC to rent space on its roof for the installation of a wireless antenna. The contract has been reviewed by Stephen Tabor, the Presbytery attorney, who finds all in order.

2. Approve the application from the El Dorado County Federated Church for a renewal of its Synod Line of Credit Loan. This was approved by Synod and the Synod Finance Committee at their August meetings, pending approval of Presbytery

3. Pending receipt of the necessary paper work, approve the application from the Redding PC to refinance their existing loan with the California Plan of Church Finance, Inc. through Synod, thus lowering their payments.

4. Approve the request of Capital Korean PC to sell their Gold River property. CKPC is asking Presbytery’s approval to sell their property known as Lot #19 in Sunrise River Industrial Park, Rancho Cordova. The congregation has held informational meetings on this, and on Sunday, September 16, voted 91 to 37, with 2 abstentions, to sell. They wish to sell because the property is unsuitable for the development that they now desire. This request is coming from the COM Response team that has been working with the church. Budget and Finance was made aware of the situation at its September 5th meeting, and is serving as the messenger to Presbytery.

Presbytery VOTED to approve Budget and Finance Committee recommendations 1 - 4.

††† At the conclusion of the vote the Moderator led in a prayer of healing and guidance for the Capital Korean PC.

Information Items

1. Sierra PC, Nevada City completed construction of their new building, Hatcher Hall, in May. The congregation has raised all but $51,000 of the total cost of #361,300.

2. Korean Carmichael PC has purchased property on Folsom Blvd. A letter from the Budget and Finance Committee, together with a response from the church, is included in today’s packet. No action is recommended at this time, but it is important for Presbytery to be informed.

The Moderator called for additional nominations from the floor, hearing none

the Presbytery VOTED to elect the nominees.

STATED CLERK

Information Item

1. An Investigative Committee consisting of Elders Diane Colborn and Yvonne Hartzell, the Rev. Wesley Nordman and the Rev. Richard Wylie, has completed its investigation, and has determined that no charges are to be filed. The committee is dismissed with sincere thanks.

CLOSING WORSHIP -- led by Elder Bob Justman and Host Pastor Van Sant who read from the Chaplains Book and gave the closing prayer.

The Presbytery VOTED to adjourn at 2:15 p.m.
