Moderator
Florence Holman called the meeting to order at 9:31 a.m. after the lighting
of the Christ Candle. A
quorum was present in the sanctuary of the First Presbyterian Church of Colusa. The Gathering Hymn
For the Beauty of the Earth was
sung. The Rev. Tom Tripp,
host pastor, welcomed the assembled group. Moderator Holman read from the Mission
Yearbook for Prayer and Study. The
entry for today concerned the conditions currently existing in Iran and Iraq.
She closed with prayer.
The Moderator introduced Elder Elizabeth Groelle, Stated Clerk and
Elder Leola Davies, Recording Clerk.
She
distributed a photo directory of the members of the Presbytery
Council to help everyone=s awareness of the Council and its members.
The Rev. Tripp told some of the history of the 125 year old
Colusa Church, including the last ten years when the sanctuary has been enlarged and new Sunday School rooms added to the building.
Participation in the Lay Renewal Ministries has had a significant effect on the life of this
congregation.
Introduction of First‑time Commissioners
and Seating of Corresponding Members

Commissioners were invited to come forward and introduce themselves.

Corresponding Members present were: the Rev. Dr. Noriel Capulong,
Silliman University Divinity School, Philippines;
the Rev. Victor Paller, United Church of Christ in the Philippines,
Southeast Luzon Conference; the
Rev. Dr. David Thompson, Presbyterian Church of Canada.

Harold Laux, 84 years young, was introduced as AMr. Colusa Presbyterian@, he shared reminiscences of his many years with the Colusa church.
Conducted using the theme "THE SPIRIT MAKES THE CONNECTION@. The message was given by the Rev. Dr. Noriel Capulong on the topic AJubilee in the
Midst of Globalization@. Participants in the
service were: Elder Harold Laux,
Elder Fred McNally and Moderator
Holman. The service closed with
Commissioning of Commissioners to General Assembly: Elder
Kay Cayler, Elder Jerry Hill, the Rev. Cynthia Cochran‑Carney, the Rev. John
Moser, YAD Mac Clemens.
Marcia Walker and
Stephany Rewick, members of the CEN
presented some humorous incidents recalling events in the 23 years of service of JoAnn Pelz as
Director of the Resource Center for the Sierra Mission Partnership.
They presented her with a mounted copy of the original poem that was read in
her honor, together with a banner showing the numerous ways
to spell AJoAnn@. On behalf of the
Presbytery, General Presbyter Sally Hinchman presented a certificate for a week‑end vacation
at a Bed and Breakfast. The closing
was a parody on Jesus Loves Me

sung by everyone.
The speakers were
the Rev. Dr. Noriel Capulong, Professor of Old Testament and Biblical
Studies at Silliman University Divinity School in the Philippines and the
Rev. Victor Paller, Pastor, United Church of Christ in the Philippines, Southeast Luzon Conference.
They related the conditions under which they carry on their work in the Philippines

3. Approve the request of the McCloud Community Presbyterian Church for Relief of Conscience.

the following actions of the Committee:

Grant the Rev. Tim Mooney, Associate Pastor, Clayton Valley Presbyterian
Church (San Francisco Presbytery) permission to labor within the bounds of Sacramento
Presbytery at the Bread of Life Center.
2.
Designate the Rev. Peter Maier as Member at Large, effective March 1,
2001 and the Rev. Jim Zazzera as Member at Large, effective March 2, 2001.
3.
Grant the Rev. Kathy McIntosh Smith permission to labor outside the
bounds to perform a wedding in Napa (Redwoods Presbytery) on April 14, 2001.
4.
Grant the Rev. Tom Tripp permission to labor outside the bounds to
perform a wedding in the Nevada Presbytery.
5.
Grant the Rev. Gail Cullerton permission to preach occasionally at the
Covenant Church in Napa, (Presbytery of the Redwoods).
6.
Grant the Rev. Don Baird permission to labor outside the bounds to
perform a wedding at

Grant permission to the Rev. Joan Gaines, Grace Presbytery, Texas, to
labor within the bounds of this presbytery on March 9, 2001 to officiate at a wedding.

Larry Huggett called attention to a survey from the Older

Reported that the Congregational Surveys that were sent out were returned
by 25 of the 42 congregations. Congregations
are involved in mission; retaining members; ReVisioning;

Small groups were formed and assigned three questions to discuss

Following the small group discussion time Presbytery reconvened and

Council approved the request from the Dixon Community Church to apply

Presbytery Council Moderator, Del Burnett, sent a printed Communique to
provide an update on the implementation of New Mission Design.

The Committee recommends that Jay Wallace be examined on his sense of
call and moved to the status of Candidate. His
Statement of Call is included in the packet.

Mr. Wallace addressed the Presbytery reviewing his faith journey and the
events leading to his call. He answered questions
from members of Presbytery.
Presbytery VOTED to approve the move of J. L. Wallace from Inquirer
to the status of Candidate.

Examine the Rev. Dr. David Thompson for membership in the
Presbyterian Church

The Presbytery VOTED to approve the recommendations #s 1-4 of

Questions from the Book of Order were asked by Moderator Holman and satisfactorily answered by the Rev. Thompson.
Westminster members and friends were invited to come forward for the laying on of hands and
prayer, led by the Rev. Tripp.

In accordance with G-11.0502h, approve the Committee on Ministry be
given authority to find in order
calls issued by churches, to approve and present calls for services of
ministers, to approve the examination of ministers transferring from other
presbyteries required by G‑11.0402, to dissolve the pastoral relationship
in cases where the congregation and pastor concur, to grant permission to labor
within or outside the bounds of the presbytery, to dismiss ministers to other
presbyteries, and to appoint commissions to ordain ministers of the Word and
Sacrament and install them in permanent pastoral relations (G-9.0503a(1),
with the provision that all such actions be reported to the next stated meeting
of the Presbytery. (G-9.0403, G-14.0507)

The following reimbursement policies:

It is hoped that each local church would assist its commissioners with
expenses as able: For a one day Presbytery meeting, commissioners who
have to travel in excess of 125 miles one way may be reimbursed for one night=s lodging and meals vouchered up to $75.00 For
overnight Presbytery meetings, Presbytery will assist with expenses as needed.

will pay mileage for Elder Commissioners and Ministers of the Word and Sacrament to attend the Stated Meetings of Presbytery at a rate of $.20 a
mile beyond the first 50 miles. (Note: the present $.03 a mile for additional passengers will be eliminated.)
>> Each
ministry group, committee and Council shall be responsible for expenses incurred
by respective members, including such expenses in the annual budget request.
5.
The use of an additional $159,391.85 from the Camps and Conferences Fund
to pay off the balance on the existing Synod loan for the property located at
9985 Folsom Blvd, Sacramento, CA (SMP office). The
Presbytery would pay back the funds borrowed from the Camps and Conferences account at the Synod rate, thus increasing the
amount of
return on the invested funds. The
loan would be fully paid in 60 months (5 years).
The Presbytery
VOTED to approve item #5 as stated above.
Elder Justman
reported the Synod program has 11 million dollars to loan.
They are supporting New Church Development and Hunger Aid.
