Opening

  Moderator Florence Holman called the meeting to order at 9:31 a.m. after the lighting of  the Christ Candle.    A quorum was present in the sanctuary of the First Presbyterian Church of   Colusa.  The Gathering Hymn  For the Beauty of the Earth  was sung.  The Rev. Tom Tripp, host pastor, welcomed the assembled group. Moderator Holman read from the Mission Yearbook for  Prayer and Study.  The entry for today concerned the conditions currently existing in Iran and Iraq.     She closed with prayer.             

Introductions

   The Moderator introduced Elder Elizabeth Groelle, Stated Clerk and Elder Leola Davies,  Recording Clerk.  She distributed a photo directory of the members of the Presbytery  Council to    help everyone=s awareness of the Council and its members.  The Rev. Tripp told some of the history  of the 125 year old Colusa Church, including the last ten years when the sanctuary has  been enlarged and new Sunday School rooms added to the building.  Participation in the Lay  Renewal Ministries has had a significant effect on the life of this congregation.

Introduction of First‑time Commissioners and Seating of Corresponding Members

!  First time Commissioners were invited to come forward and introduce themselves. 

!   Corresponding Members present were: the Rev. Dr. Noriel Capulong, Silliman University Divinity School, Philippines;  the Rev. Victor Paller, United Church of Christ in the Philippines, Southeast Luzon Conference;  the Rev. Dr. David Thompson, Presbyterian Church of Canada. The Presbytery VOTED that the corresponding members be seated.

!   Harold Laux, 84 years young, was introduced as AMr. Colusa Presbyterian@, he shared reminiscences of his many years with the Colusa church.

Morning Worship

 Conducted using the theme "THE SPIRIT MAKES THE CONNECTION@.  The message was given by the Rev. Dr. Noriel Capulong on the topic AJubilee in the Midst of Globalization@.  Participants in the service were:  Elder Harold Laux, Elder Fred McNally and  Moderator Holman.  The service closed with Commissioning of Commissioners to General  Assembly:    Elder Kay Cayler, Elder Jerry Hill, the Rev. Cynthia Cochran‑Carney, the Rev. John              Moser, YAD Mac Clemens. 

Celebrating JoAnn Pelz  ‑‑  Christian Educators Network

Marcia Walker and Stephany  Rewick, members of the CEN presented some humorous incidents recalling events in the 23 years of service of JoAnn Pelz as Director of the Resource  Center for the Sierra Mission Partnership.  They presented her with a mounted copy of the original          poem that was read in her honor, together with a banner showing the numerous ways  to spell  AJoAnn@.   On behalf of the Presbytery, General Presbyter Sally Hinchman presented a certificate  for a week‑end   vacation at a Bed and Breakfast.  The closing was a parody on Jesus Loves Me            AJesus Loves JoAnn@  sung by everyone.

Highlighting the Philippine Partnership

The speakers were the Rev. Dr. Noriel Capulong, Professor of Old Testament and Biblical    Studies at Silliman University Divinity School in the Philippines and the Rev. Victor Paller, Pastor,  United Church of Christ in the Philippines, Southeast Luzon Conference.  They related the  conditions under which they carry on their work in the Philippines

Docket:   Under Consent Agenda   add #4.  Approve Terms of Call  for                                                  2001 for Ministers of the Word and Sacrament.

!   The Presbytery VOTED to approve the Docket as           corrected.

!  The Presbytery VOTED to approve the Minutes of the      Presbytery meeting of February 13, 2001 as printed.

  Request:  Grace Presbyterian Church, Weed, California, requests              consideration to file a letter of  support for the Amicus  brief  filed by the County of Siskiyou in support of the Klamath  Irrigation District et al. (documentation provided)  The Stated Clerk, in consultation with  the Constitutional  Services office of the Office of the General Assembly, has  prepared  two motions for possible action.

  Discussion ensued covering both sides of this issue.

!  MOVED and seconded that Presbytery not act on any        motion not seen ten days before Presbytery meets, can be waived by 2/3 vote of Presbytery.

           !!! MOVED to refer the above motion to Presbytery Council.

!  The Presbytery VOTED, with nine dissents, to authorize the          Stated Clerk to prepare a letter of support, in the name of the                     Presbytery, for the Amicus brief filed by the County of Siskiyou in                     support of the Klamath Irrigation District et al.

!  The Presbytery VOTED, with nine dissents, to direct the Stated     Clerk to petition the Stated Clerks of the Synod of the Pacific and                     the Office of the General Assembly to support the Amicus brief                     filed by the County of  Siskiyou.         

Information Items:

1.  Ian Farrell has been called to a church in the San Francisco              Presbytery, and his records have  been transferred to that office.

2.  The Rev. Byron Nelson, General Presbyter for Mission Support,     SMP, was dismissed to the Presbytery of Stockton on March 14, 2000.

3.  An Investigative Commission consisting of Elder Sally Davis,          Westminster PC; the Rev. Wayne AChris@ Hartmire, HR;  Elder David Pelz, Trinity PC, West Sacramento;  the Rev.  James Upshaw, HR;  and Elder Peggy Vanderkar, El Dorado County Federated Church has been formed to investigate allegations against a minister member of this presbytery.

4.  The Permanent Judicial commission of the Sacramento Presbytery certifies that Thomas Smith has successfully completed the terms of rehabilitation dated May 19, 1998, and that the stay that was ordered at that time shall become permanent.

  CONSENT AGENDA:

The Presbytery VOTED to remove the Committee on Ministry  recommendation #11 from the  Consent Agenda.

The Stated Clerk RECOMMENDS that Presbytery take the following actions:

1.  Dismiss with thanks the ordination commission of the Rev. Ross Raymond.

2.  Dismiss with thanks the installation commission of the Rev. Keith DeVries.

3.  Approve the request of the McCloud Community Presbyterian Church for Relief of Conscience. 

4.  Approve the Terms of Call for 2001 for Ministers of the Word and Sacrament.

The Presbytery Council REQUESTS  

that Presbytery approve the following change in the  Presbytery Bylaws, Article 3.000 as follows:  (Second Reading)

3.0        MEETINGS:  The Presbytery shall meet in stated session five four   times a year  and in special meetings when called according to the provisions in the Book of Order,  G‑11.0201.

The Committee on Ministry RECOMMENDS that Presbytery approve the following actions of the  Committee:

1.  Grant the Rev. Tim Mooney, Associate Pastor, Clayton Valley Presbyterian Church (San Francisco Presbytery) permission to labor within the bounds of Sacramento Presbytery at the Bread of Life Center.

2.  Designate the Rev. Peter Maier as Member at Large, effective March 1, 2001 and the Rev.  Jim Zazzera as Member at Large, effective March 2, 2001.

3.  Grant the Rev. Kathy McIntosh Smith permission to labor outside the bounds to perform a  wedding in Napa (Redwoods Presbytery) on April 14, 2001.

4.  Grant the Rev. Tom Tripp permission to labor outside the bounds to perform a wedding in the  Nevada Presbytery.

5.  Grant the Rev. Gail Cullerton permission to preach occasionally at the Covenant Church in  Napa, (Presbytery of the Redwoods).

6.       Grant the Rev. Don Baird permission to labor outside the bounds to perform a wedding at North Lake Tahoe (Nevada Presbytery) on October 6, 2001.

7.       Grant permission to the Rev. Joan Gaines, Grace Presbytery, Texas, to labor within the bounds of this presbytery on March 9, 2001 to officiate at a wedding.

8.  Grant permission to the Rev. James Hardy to labor outside the bounds of the presbytery to officiate at a wedding on July 27, 2001 in Sonoma County (Redwoods Presbytery).

8.       Approve the renewal of the Northminster PC contract with the Rev. William Van Ness for twelve months commencing June 12, 2001.

Announcement    Larry Huggett called attention to a survey from the Older Adult Ministry group that is  included in today=s packet.  He requested those present to please complete the   survey and return it today.

 !  Sacramento Presbytery will have up to 43 youth and adults in attendance at the Youth Triennium  July 24 ‑ 29 at Purdue University.

!  General Assembly is coming to Sacramento in 2005

!  The Resource Center will continue to serve the congregations with an interim person.  Plans are to develop technology to link the Resource Center and the office with the congregations.  A  full time replacement will hired be in the a year or so.

!  The Nominating Committee will be meeting soon and they are in need of names of persons to contact.

Congregational Support Ministry  ‑‑  Jack McNary.

!  Reported that the Congregational Surveys that were sent out were returned by 25 of the 42 congregations.  Congregations are involved in mission; retaining members; ReVisioning;  outreach; building projects.  They have lots of gifts to share and there are many  opportunities for partnerships that can be made.  Some congregations are struggling and  are depressed.   Attendees were asked to think of something their congregation could               share with another.

!  Small groups were formed and assigned three questions to discuss

!  Following the small group discussion time Presbytery reconvened and participants were thanked for sharing.

  PRESBYTERY BUSINESS

Presbytery Council Report  ‑‑  Liz Groelle

Information items:

1.       Council approved the request from the Dixon Community Church to apply for a renewal of the grant from the Hilda V. Thompson Trust (Synod of the Pacific) for their Health Ministry/Parish Nurse Program.

2.  Presbytery Council Moderator, Del Burnett, sent a printed Communique to provide an update on the implementation of New Mission Design.

Committee on Preparation for the Ministry ‑‑ Stan Henderson

!  The Committee recommends that Jay Wallace be examined on his sense of call and moved to the status of Candidate.  His Statement of Call is included in the packet.

!  Mr. Wallace addressed the Presbytery reviewing his faith journey and the events leading to his call.  He answered questions from members of Presbytery.

Presbytery VOTED to approve the move of J. L. Wallace from Inquirer to the status of Candidate.


Moderator Holman asked the constitutional questions from the Book of Order.  Having received satisfactory answers to the questions Mr. Wallace=s friends were invited to come forward for prayer

Committee on Ministry  ‑‑  Tom Tripp

!  The Committee recommends to Presbytery that it:

1.       Examine the Rev. Dr. David Thompson for membership in the Presbyterian Church   U.S.A.) and that, pending a 2/3 vote of the Presbytery, he be exempted from the ordination exam. (G‑11.0404a)

2.       Approve the transfer of David Thompson into this denomination and enroll him as a member of this presbytery upon receipt of his papers from the Presbyterian Church of Canada.

3.  Approve the call from Westminster Presbyterian Church to the Rev. Dr. David  Thompson.

Terms of the call, effective July 1, 2001:

4.  Approve the following Installation Commission for the Rev. Thompson.  The service to be held on Sunday, September 9, 2001 at 3 p.m.

The Presbytery VOTED to approve the recommendations #s 1-4 of the Committee on Ministry as listed above. 

The Ordination Questions from the Book of Order were asked by Moderator Holman and satisfactorily answered by the Rev. Thompson.  Westminster members and friends were invited to come forward for the laying on of hands and prayer, led by the Rev. Tripp.

5.  In accordance with G-11.0502h, approve the Committee on Ministry be given authority to find in order calls issued by churches, to approve and present calls for services of ministers, to approve the examination of ministers transferring from other presbyteries required by G‑11.0402, to dissolve the pastoral relationship in cases where the congregation and pastor concur, to grant permission to labor within or outside the bounds of the presbytery, to dismiss ministers to other presbyteries, and to appoint commissions to ordain ministers of the Word and Sacrament and install them in permanent pastoral relations (G-9.0503a(1), with the provision that all such actions be reported to the next stated meeting of the Presbytery. (G-9.0403, G-14.0507)

The Presbytery VOTED to approve request #5 as detailed above.

#11 -- Removed from the Consent Agenda because the names of two elders from the

same church were listed in the ordination commission.  It was agreed to remove the name of Elder Joe Vaughan, Trinity Presbyterian Church, Oroville.

The Presbytery VOTED to approve request #11 as now stated.

!  Pending action by the Presbytery of Detroit at their meeting on June 24, 2001, grant permission to ordain Jessica Nyland, a candidate under the care of the Sacramento  Presbytery, so that she may accept a call to serve at Peace Presbyterian Church in inton Township, MI.  The ordination will take place at Trinity Presbyterian Church in Oroville, CA on Sunday, July 29, 2001 at 4 p.m.  The ordination commission will consist of: The Rev. Elizabeth Shaw, Folsom Presbyterian Church; The Rev. Dr. Stan Henderson, Trinity Presbyterian Church, Oroville; The Rev. 1.       The request of St. Andrew Presbyterian Church that they increase from $1,450,000 to  $1,800,000 the amount of money to be sold in bonds through the California Plan of Church Finance over a 20 year period at 8.02% interest average.

2.       The request of Peace Presbyterian Church for a review and revision of the terms of The GA Church Loan, and an adjustment to the GA Church Loan extending the Ainterest only@ status until March 2006.  If this request is approved it will be forwarded to Synod for approval and GA for its consideration.

3.  The application from Folsom Presbyterian Church for a Synod Unsecured Line of  Credit for $1 million, to be forwarded to Synod for their consideration.

!  The Presbytery VOTED to approve item #s 1,2 & 3 as presented. 

!  The Presbytery VOTED to approve item # 4 with the addition of one way  after Ain excess of 125 miles@     Item #4 now reads:

4.  The following reimbursement policies:

>>  It is hoped that each local church would assist its commissioners with expenses as able:   For a one day Presbytery meeting, commissioners who have to travel in excess of 125 miles one way may be reimbursed for one night=s lodging and meals vouchered up to $75.00   For overnight Presbytery meetings, Presbytery  will assist with expenses as needed.

>> Presbytery will pay mileage for Elder Commissioners and Ministers of the Word and Sacrament to attend the Stated Meetings of Presbytery at a rate of $.20 a mile beyond the first 50 miles.  (Note:  the present $.03 a mile for additional passengers will be eliminated.)           

>> Each ministry group, committee and Council shall be responsible for expenses incurred by respective members, including such expenses in the annual budget request.           

5.  The use of an additional $159,391.85 from the Camps and Conferences Fund to pay off the balance on the existing Synod loan for the property located at 9985 Folsom Blvd, Sacramento, CA (SMP office).  The Presbytery would pay back the funds borrowed from the Camps and Conferences account at the Synod rate, thus increasing the amount of           return on the invested funds.  The loan would be fully paid in 60 months (5 years).

The Presbytery VOTED to approve item #5 as stated above.

Synod Budget Report  --  Bob Justman

Elder Justman reported the Synod program has 11 million dollars to loan.  They are supporting New Church Development and Hunger Aid.
