Opening Moderator Florence Holman brought the meeting to order at 2:05 p.m.in the assembly room of the Eugene and Lydia Nelson Family Life Center of Fair Oaks Church. The Gathering Hymn, God is Here, was sung by the assembled group. Moderator Holman read from the Mission Yearbook for Prayer & Study. The Rev. Ed Longabaugh led in the opening prayer.

 

Greetings The Rev. Henry Wells, Fair Oaks Pastor, welcomed the Presbytery to Fair Oaks Church. He told of some of the details involved in the process of construction and presented a video thatshowed the various phases of building the Nelson Center.

 

Introduction of First-time Commissioners and Seating of Corresponding Members

First time Commissioners were welcomed by the Moderator and asked to come forward and introduce themselves at the Amike@.

Corresponding Members present were: the Rev. Jan Willette, San Francisco Presbytery, Board of Pensions representative; the Rev. Keith DeVries, Vallejo Community PC, Redwoods Presbytery; the Rev. Rebecca Davis, Peace River Presbytery.

The Presbytery VOTED to seat the corresponding members.

The Presbytery VOTED to approve the Consent Agenda items that were not removed. (item re Certified Christian Educators was removed).

 >>>> It was MOVED and seconded to extend the right to vote to Certified Christian Educators. The issue was debated. Subsequently it was MOVED and seconded to table the question of Certified Christian Educators eligibility to vote. Division of the house resulted in a 47 for /60 opposed to tabling.

Motion failed.

MAIN MOTION DEFEATED with only 37 yes votes, unnecessary to count the noes.

 Spotlighting the Year of the Child

 Debbie Koss was introduced by Marcia Walker, Ms. Koss made a power point presentation on the ABaby Steps@ program. ABaby Steps@ is a collaboration between Placer Community Action Council=s Early Head Start and Shepherd of the Sierra Presbyterian Church, Loomis. A handout containing the details of organizing and conducting a program of this nature accompanied the presentation.

The Rev. Rebecca Davis from the Children=s Defense Fund, Washington D.C. was introduced by Elder Sally Hinchman. Rebecca highlighted love and baptism emphasizing God=s love for ALL of God=s children. At the conclusion of her presentation attendees were asked to form small groups to reflect on what had been heard.

Preparation for Voting - The Presbytery was led in a period of directed silent prayer in preparation for making prayerful decisions. The Rev. Richard Wylie called on the tellers to distribute the ballots to those persons eligible to vote. The Moderator explained the rules of voting -- on the honor system.

Del Burnett, Presbytery Council Chair MOVED approval of the Council recommendation to approve all the amendments for procedural purposes only. Motion seconded. Much debate of this motion ensued and finally the Council=s recommendation was withdrawn by unanimous consent.

Voting was conducted by Moderator Holman, taking each item separately by motion, debate and vote. The results, that follow, were presented to the Presbytery before the end of the meeting after the Tellers had conducted an accurate tally. Total ballots cast - 157

A --57/99 failed; B - 148/8 passed; C- 154/3 passed; D- 134/21 passes; E- 144/12 passed;

Musical Entertainment -- The Fair Oaks young chorister group The King=s Kids, consisting of children in

Kindergarten through grade 4 presented their rendition of Shout for Joy.

Preparation for Supper - Nancy Eng MacNeill explained the 27-a- Meal program as well as the Hunger Network in India. She invited participation in these hunger programs.

Nancy gave the BLESSING for the Souper Supper, in support of the 27-a-Meal program.

 Stated Clerk=s Report: Review of Session Records B 2000

The annual review of session records was held on November 18, 2000 at four sites within the presbytery. The following church records were found to be in excellent shape, with no exceptions noted: Carmichael PC, Corning PC, Fair Oaks PC, El Dorado County Federated, Sacramento Grace PC, Weed Grace PC, and Woodland PC.

The following church records were found to contain omissions and exceptions: Auburn PC, Burney PC, Chico Bidwell Memorial, Colusa PC, Davis Community, Elk Grove Peace PC, Gridley PC, Loomis Shepherd of the Sierra, North Highlands St. Stephens, (Rancho) Cordova PC, Vacaville Community PC, Vacaville Covenent Community, West Sacramento Trinity, and the following Sacramento churches C Bethany, Northminster and Westminster, Citrus Heights Celtic Cross, Oroville Trinity, Red Bluff PC, Roseville First, Sacramento Faith and Yuba City St. Andrew.

Council APPROVED the following schedules for Presbytery meetings - 2001

4. to present to Presbytery for a first reading, the following change in the Presbytery bylaws, Article 3.000, as follows:

3.0 MEETINGS: The Presbytery shall meet in stated session five four times a year and in special meetings when called according to the provisions of the Book of Order, G-11.0201. (The rest of the Article remains as written.)

Committee on Ministry - Gail Cullerton

Information Items

1. The Rev. Keith Posehn has agreed to continue as Esparto Interim Pastor, 2/3 time, for a second year, beginning March 1, 2001.

2. The Rev. Kristin Saldine was given permission to labor within the bounds of the Sacramento Presbytery in order to officiate at a wedding at Beale Air Force Base on January 7, 2001.

Action Items:

The Committee on Ministry RECOMMENDS that Presbytery:

1. Approve the transfer of the Rev. Keith DeVries from the Presbytery of the Redwoods to the Presbytery of Sacramento. His Statement of Faith is included in the packet.

The Presbytery VOTED to approve the transfer of the Rev. DeVries.

Approve the Call to the Rev. Keith DeVries to serve as Co-pastor of the Carmichael Presbyterian Church. His terms of call, effective March 1, 2001 are as follows:

Salary $41,684

Housing 20,800

Auto Allowance 1,700

Expense Allowance 500

Moving costs 10,000

Study Leave Allowance 1,000

Study Leave 2 weeks

Vacation 4 weeks, plus 2 weekends

Full Pension AA/EEO Guidelines met

The Presbytery VOTED to approve the Call to the Rev. Keith DeVries to serve as Co-pastor of the Carmichael Presbyterian Church, Terms of Call listed above effective March 1, 2001.

Approve the Installation of Rev. Keith DeVries and Rev. James Clark as Co-Pastors ofCarmichael Presbyterian Church to be held on March 4, 2001 at 4 p.m.

Installation Commission members: >Rev. Jim Kitchens, Rev. Del Burnett, Rev. Aart Van Beek,

The Presbytery VOTED to approve the above Installation Commission as presented.

2. Approve the change in call to the Rev. James Clark from Pastor to Co-pastor of Carmichael

Presbyterian Church, effective March 1, 2001. The terms of call and installation arrangements are the same as those listed above for the Rev. DeVries.

3. Concur with action of the congregation of Grace Presbyterian Church in Weed, taken at a congregational meeting on January 14, 2001, to change the status of the Rev. Henry DeGraaff from Designated Pastor to Pastor. The terms of call are as follows:

Salary $22,749

Housing 19,237

Book Allowance 500

Study Leave Allowance 1,000

Study Leave 2 weeks

Vacation 4 weeks

Full Pension

Car Allowance: non-vouchered -- taxable and reported as part of effective salary. Installation date and commissioners to be reported at a later date.

4. Concur with the request of the congregation of Woodland Presbyterian Church to dissolve the relationship between that church and the Reverend Peter Maier. The action was taken at a congregational meeting held on January 21, 2001. The following separation agreement was approved at a congregational meeting held on February 11, 2001.

a. The dissolution becomes effective on March 1, 2001.

b. Salary and Housing will continue to be paid through May 31, 2001.

c0 Pension and Medical benefits will continue through August 31, 2001.

d0 The above compensation package will be discontinued should Peter Maier receive another call for full-time employment.

e0 Peter Maier will pay back to the Woodland Presbyterian Church $6,433.00 of the loan that was advanced to him for purchase of a house. This $6,433.00 should be paid in full 12 months after severance begins (March 1, 2002).

5. Concur with the action of the congregation of Cordova Presbyterian Church, taken at a congregational meeting held on January 28, 2001, to dissolve the pastoral relationship between the Rev. Jim Zazzera and that church; his last day of work to be January 25, 2001 and his salary to continue through March 2, 2001.

6. Concur with the action of the congregation of First Presbyterian Church, Redding, to call the Rev. Robert Meyer as Interim Pastor for a six-month 1/2 time term, beginning February 1, 2001. The terms of call are as follows:

Monthly Salary $ 250.00

7. Accept the transfer of the Rev. Thomas Kerr, HR from the Presbytery of the Redwoods and receive him as a member of the Sacramento Presbytery. Rev. Kerr is a former pastor of Vallejo Community Church (18 1/2 yrs.), and has worked with Westminster Woods and the Synod of the Pacific. He and his wife, Bernice, are attending Shepherd of the Sierra Church in Loomis.

The Presbytery VOTED to approve Items #2 - #7.

8. Accept the transfer of the Rev. Garry Cox from the Presbytery of San Francisco and receive him as a Member at Large of the Sacramento Presbytery. Rev. Cox met with the Committee on Ministry on January 25, 2001. His Statement of Faith is included in the packet

The Presbytery VOTED to approve the transfer as requested by COM and receive the Rev. Cox as a Member at Large of Sacramento Presbytery.

9. The Rev. Helen Jackson was welcomed as a Member at Large of the Presbytery, approval of this status having been voted at the November, 2000 meeting.

10. The Rev. Erika Funk was welcomed as a member of Presbytery. She was recently installed as Associate Pastor of the El Dorado County Federated Church, Placerville. She will be the Associate for Youth and Outreach.

Finance and Budget Report -- Marie Segur

$ Marie reported a 100% pay up in mission giving. Complete reports are contained in the packet on pp 10 - 14.

$ Request for Woodland Presbyterian Church to reduce monthly payments to interest only for one year due to present financial difficulties. The Presbytery VOTED to approve this request and forward the documents for processing and approval by the General Assembly Loan Office.

$ Request from St. Andrew Presbyterian Church, Yuba City for approval to seek GA loan in the amount of $350,000 and to sell bonds to the congregation in the amount of $1,450,000 to build a new sanctuary, parking lot and Ministry Center. The Presbytery VOTED to approve the request of St. Andrew Church to seek a GA loan in the amount of $350,000 and to sell church bonds through California Plan for Church Finance and to

transmit all applications and documents for GA approval.

$ Request from Westminster Presbyterian Church, Sacramento for approval of the action of the session to proceed with the sale of the interest of Westminster Presbyterian Church in the property known as the Taubeneck Condo located at #46, 1511 P Street, Sacramento, California 95814-6059 The Presbytery VOTED to approve the request from Westminster Presbyterian Church to proceed with the sale of their interest in the Taubeneck Condo at 1511 P Street.

$ The Budget and Finance Committee is gathering necessary background information from churches. They will be contacting churches as needed. This committee is now serving the responsibilities formerly carried by the Trustees.

 Announcements

$ All Church Member Development Events are coming -- February 24th at the Presbyterian Church of Red Bluff and March 10th at First Presbyterian, Roseville. The Rev. Jill Martinez will be the speaker at both locations.

$ Elder Robert D. Brink has been chosen as the new Executive for the Synod of the Pacific. He comes from the Synod of Alaska Northwest.

$ The Rev. Robert A. Burns celebrated 96 years on February 4, 2001. The Rev. Burns served in Berkeley, Bellflower and Red Bluff churches, and in at least 16 interim positions. He and his wife, Margaret, currently reside at 1221 E. Cypress #10, Redding, CA 96002. Phone 530/222-6392

$ International Peacemaker, Hiliary Rantisi from Jerusalem/Palestine will visit the Sacramento Presbytery from March 30 through April 5, 2001.

$ The Stated Clerk reports that allegations have been received against a minister member of this Presbytery. An Investigative Commission has been formed consisting of Rev. Richard Wylie, HR; Rev. Wesley Nordman, Dixon Community Church; Elder Diane Colborn, Davis Community Church; Elder Yvonne Hartzell, El Dorado County Federated Church; and one additional person yet to be named.

$ Dorman Leader reports that a settlement has been reached in the lawsuit between the Leaseholders and Zephyr Point, et al -- see page 16 in the packet. Zephyr Point is holding an Interim Pastors Conference this summer sponsored by the Synod of the Pacific and the Synod of Southern California & Hawaii. Sally Hinchman will be the Dean.

$ Rev. George ASkip@ Herbert would welcome the opportunity to meet with your church session -- stewardship committee re the Presbyterian Foundation. He also called attention to the Sacramento Endowment Committee packets prepared to be taken back to your churches.

$ International Partnership will have guests here from the Philippines who will be speaking at the next

Presbytery meeting and will be available to churches on the two Sundays that they will be in the area. Westminster Church has written a grant for student scholarships for Philippine students to attend the Triennium.

$ Youth Triennium Co/coordinators are Ericka Funk, Placerville and Dan Fowler, Faith, Sacramento; contact either of them for information. Attendees must be ages 15 - 19. Scholarships will be available. Quota is approximately 20 for our Presbytery.

$ New Song NCD has had all their church equipment stolen. They are in need of more equipment and help.

  Request that the Clerk be instructed to make available a list to sign for commissioners in disagreement with the vote on          Amendment    O as a declaration of dissent as provided for in the Book of Order ; and that this be a part of the official record.

 Executive Presbyter -- Sally Hinchman

$ A new Sierra Mission Partnership Directory has been distributed -- you have permission to reprint copies as you need them at your church.

$ The new Synod Executive will be with us sometime after May 1st.

$ Training in Prevention of Sexual Misconduct will he held at the SMP office on Saturday March 17th.

This is required for all new pastors, those who have it in the past are welcome to attend for a review.

$ May 19th we will celebrate the ministry of JoAnn Pelz, Director of the SMP Resource Center, who is retiring June 1st. Synod Personnel Committee will be working to find her replacement.

$ Prayers for those churches that have experienced difficult times recently, are solicited.
