Moderator Richard Wylie brought the meeting to order at 9:35 a.m. in the
sanctuary of the First Presbyterian Church, Marysville, California
by singing the hymn Our God, Our Help, In Ages Past followed with the morning
prayer. He led in devotional thoughts gleaned from a Guideposts selection,
written by Margery Holmes, using the text Revelations 21:1, and reviewing the
progressive development of our times and elaborating on the short coming of the
times.

The Rev. Bob Cordier, wearing a middle class business man' s outfit, as would
have been worn
when the church was organized, read a report that was made by an early day
pastor, which was
quite humorous to those of us today.He called attention to the host church
members who are
wearing 1850's attire; and to the displays of historical items that will
be found in several places
about the church. The historical theme of the day was reinforced with the use of
an opening litany,
also reminiscent of the early years.
SEATING of first time commissioners and corresponding members
Elder Sally Hinchman introduced the Rev. Dr. Syngman Rhee, Moderator of the
212th
General Assembly, Presbyterian Church (USA).

PRESBYTERY COUNCIL -- the Rev. Mary Lynn Tobin, reporting
Council RECOMMENDS to Presbytery:
1. That the provision in Bylaw 3.000 specifying that Presbytery meet five
times a year in stated session be set aside for 2001.
The Presbytery VOTED to approve this recommendation.
2. That it concur with the election of Marie Segur as Chair of the Budget and
Finance Committee and Treasurer
of the Presbytery for the years 2000 and 2001.
The Presbytery VOTED to concur with the election of Marie Segur in these
positions. Appreciation was expressed to
Marie for having served as the Interim Treasurer and also condolences were

Accept; the Rev. Helen Jackson as a Member-at-Large of the Presbytery,
transferring from the
Presbytery of San Jose. Her Statement of Faith is included in the packet. She
moved to the Yuba City area with her husband
and four year old child in the past year. The membership sub-committee of COM
feels that her sense of direction affirms

The Presbytery VOTED to accept the Rev.Helen Jackson as a Member-at-Large.
Approve the transfer of the Rev. Erika Funk from the Presbytery of Florida to
the Presbytery of Sacramento,
and to receive her by action of the Committee on Ministry as she is unable to
present at this meeting. She was interviewed
by COM-M on September 16, 2000 and will be presented to Presbytery at the stated
meeting at Fair Oaks Church
on February 13, 2001. Her Statement of Faith is included in the packet.

At the request of the Presbytery of the Pines, examine and ordain Ross
Raymond. His examination by the Presbytery
was sustained as satisfactory and the Call has been approved by its COM. He will
be received by the Presbytery of the Pines
at its meeting in March and his installation ordered at that time. The
ordination is planned for December 3, 2000
at Bethany Church, Sacramento. His Statement of Faith is included in the
packet. Ross shared his life story interwoven with
his journey of faith and the academic difficulties he overcame in the entire
process.

The Presbytery VOTED to ordain Ross Raymond as a minister of the Word and
Sacrament at the request of the Presbytery of the Pines.
The Rev. Cullerton invited Ross' friends from Bethany and others to come forward
for laying on of hands. Prayer was given by the
Rev. Lew Rooker, pastor of Bethany Church.

COMMITTEE ON PREPARATION FOR MINISTRY -- the Rev. Jim Zazzera
The Committee RECOMMENDS that the following Inquirers be examined on their
sense of call and moved to the status of Candidate:

Their Statements of Call and the examination process to be followed are included
in the packet. Following the period of reading
and small group discussion of the outlined questions the examination of the
Inquirers began.
Inquirer James G. Coons, home church Bidwell Memorial Presbyterian,Chico.He
is married and attending Fuller Seminary.
After questioning the Presbytery VOTED to arrest the examination and move James
Coons from Inquirer to Candidate.
Inquirer Monte Shannon McClain has worked at Westminster Woods, Vacaville
Community Presbyterian Church and
Fair Oaks Presbyterian. He has traveled widely and is attending the Protestant
Institute, French Reformed Church in Paris,
France. He will be taking the standard ordination exam and he has been given at
list of courses he needs to take in the United States.
He and his wife have a passion for cross cultural/intergenerational ministry.
The Presbytery VOTED to arrest the examination and move Monte Shannon McClain from Inquirer to Candidate.
Inquirer William "Pat" Noonan from Chico, attending Fuller Seminary
in Pasadena. He has been on the Young Life staff for 10 years
as area director for Butte County and served the church in many ways during the
past twenty years.
The Presbytery VOTED to arrest the examination and move William "Pat" Noonan from Inquirer to Candidate.
The three Inquirers having been approved to move to Candidate for the
ministry of the Word and Sacrament
were invited by Moderator Wylie to come forward to answer the required
questions. (G14.0305f). Affirmative answers
were given to all questions; the Moderator charged the Candidates to diligently
continue their studies and closed the proceedings with prayer.
Mary Lynn Tobin distributed the printed results from the small group
discussions of things that can be done to support the pastor,
follow up from the September meeting.

Remembering in prayer the Rev. Bill King, who has recently undergone open
heart surgery, the Rev. Noble Streeter

The Presbytery formed a choir for today's special service, they sang the anthem
"When Morning Gilds the Skies". This

The Installation of the Sacramento Presbytery Moderator for 2001, Elder
Florence Holman and Moderator-elect the Rev. Jim Kitchens,
was conducted by Moderator Richard Wylie, closing with entrusting the symbols of
the office of Moderator to Elder Holman.
BUSINESS RESUMES -- 2:40 p.m.
Ministry Groups:
Congregational Support -- Jack McNary, Chair, introduced David
Williams, pastor of New Song NCD who reports 156 attendees
on their first service, with about one half returning on the next Sunday.
Prayers are asked for the twenty families that compose
the core group of the church and for the growth of their group.
Moderator Wylie called on Moderator-elect Holman to conduct this portion of
the business. Before proceeding she spoke briefly
in regard to the role of Moderator and presented Moderator Wylie with a plaque
of appreciation.
ELECTION -- 213th General Assembly Commissioner Candidates
To be elected are two minister Commissioners; two Elder Commissioners; and one Youth Advisory Delegate (YAD)

Each Candidate made a two minute speech, giving their background and reasons
they should be elected a
Commissioner to the General Assembly (timed by Jim Zazzera). Prayer followed the
completion of the speeches.
Instructions to the Voters: All Minister members of Presbytery may vote.All
Council Elders and the elected Commissioners
from each church may vote.
The VOTING was conducted by secret ballot. Six counters were appointed.

Mission Support --Dexter McNamera,
Chairperson, spoke to the need of the Mission group to know what
congregations are doing, this is where mission happens.
Donna Waterman called attention to the National Organization on Disability's
Accessible Congregation Campaign
and urged participation in this program.
Philippine Partnership: Marie Segur reviewed the chaotic conditions
that currently exist in the Philippines. She called attention
to a letter from the leadership of the United Church of Christ in the
Philippines asking for prayers. Additionally funds to bring
Youth from the Philippines to attend the Youth Triennium in July are needed.
Used Ecclesiastical and Theological books for pastors
are a need in the Philippines please deliver your contribution to the Sierra
Mission Partnership office in the very near future.
Pastoral Support -- Mary Lynn Tobin, Chairperson reporting: The Pastor's
Retreat will be activated once again centering on the area
of spiritual direction and what it is, as well as "boundary setting"
and leadership analysis. Watch for the dates.
For pastors new to the Presbytery, a "buddy" system is being
developed.

EXECUTIVE PRESBYTER -- Sally Hinchman
Congratulated the First Presbyterian Church, Marysville on their 150th Anniversary.
Expressed her pleasure for the opportunity to have the Moderator of General
Assembly, the Rev. Dr. Rhee
with us today. And additionally the Rev. Donald MacInnes, Stated Clerk for the
Synod of the Pacific.
Churches are asked to begin nominating youth, (between the ages of 15 and 19
by July 24) to attend the Youth Triennium.
This is a delegated opportunity. We will be given a quota. Adults are also
needed to participate in this event as Advisors.
There is a need for a Coordinator for the Presbytery, two year commitment, to
coordinate the plan with the SMP and to
work with the Design Team to plan for Discovery event in 2002 at Zephyr Point.
There is a small stipend available.
Training for General Assembly Commissioners and Alternates will be held in May. Dates to be announced soon.
Thanks and appreciation were expressed to Dick Wylie for having served this
year as Moderator of the Presbytery.
Also to all those present for all they do to carry on the work of the church is
this Presbytery.

REMARKS from the Incoming Moderator
Elder Florence Holman introduced her husband Glen, a Christian Church
Disciples minister and retired Executive Director
of the California Council of Churches. She outlined her own history in this
Presbytery and the several churches she has served
during twenty three years. She has been a Commissioner to General Assembly. She
urged the Presbytery to put forth the
effort to equip and empower the congregations and to be supportive of each
other. As Moderator, she would like to be invited
to each congregation for a Sunday and would be happy to give the sermon.
She has chosen as a theme,
The Spirit Makes the Connection.

the will of Christ through the Holy Spirit.
The Presbytery VOTED to adjourn at 4:02 p.m.
Outgoing Moderator Wylie gave the closing prayer asking God's blessing on
our five Commissioners to General Assembly; and for a safe journey home for
those present here today.
