CALL TO ORDER: Moderator Richard Wylie called the meeting of the Presbytery of Sacramento to order at 9:33 a.m, with a quorum present in the sanctuary of the First Presbyterian Church, Redding, California. Using the devotional booklet These Days, and Scripture related to children, he directed the thoughts of the Presbytery toward the "Year of the Child" closing with the prayer of the morning.
GREETINGS: The Rev. Noble Streeter, Pastor Emeritus of Redding First Presbyterian Church welcomed the assembled group. He related the history of the present building, having started as a joint venture with the Episcopal church and later being purchased by the Presbyterians. Along the way it was also know as a "Noble Venture" since both pastors involved had Noble as a part of their names.
CONSENT CALENDAR:
Presbytery VOTED to approve the agenda for this
meeting.
Presbytery VOTED to approve the minutes of the July
8, 2000 meeting as printed.
INTRODUCTIONS: First time Commissioners from Roseville, Oroville and Weed were introduced and welcomed. Elder Sally Hinchman introduced the Rev. Skip Herbert in his new position as our local Representative of the Presbyterian Foundation. She also introduced three students from San Francisco Theological Seminary who were in attendance today as observers.
ANNOUNCEMENTS:
Resource Center Director JoAnn Pelz called attention to the
new Resource Center Catalog and asked that each church get their copy from her
some time during the day.
The Rev. Skip Herbert gave a thumbnail history of the
Presbyterian Foundation which is 201 years old this year. He indicated his
availability to work with Sessions and outlined some of the services that are
available.

WORSHIP
The theme for worship, Supporting Pastors, was
presented with the singing of praise, prayer and scripture. The Rev. Jim
Kitchens, using the text Exodus 18:13-23, set the stage for the humorous skit on
the welcoming of the new pastor. Following the scripture Matthew 11:28-30 the
attendees divided into groups with directed discussion questions based on ways
to support pastors. Following the group discussions the worship period concluded
with the prayers of the people, using some of the prayers written in the small
groups. The Moderator thanked the Worship Team made up of the Reverends Renee
Rico, Jim Kitchens, Mary Lynn Tobin, Jeffrey Cochran-Carney, Cynthia
Cochran-Carney; and Elders Kathy Trott and Bob Justman, who planned and
conducted this most effective worship.
ANNOUNCEMENTS and BLESSING
The Rev. Joanne Hines spoke to the passion for spreading the
word in our Presbytery through New Church Development. She introduced the Rev.
David Williams, pastor of New Song Presbyterian Church. New Song will have their
first public worship on October 1, 2000 at Rocklin High School. He
explained the extensive work that has taken place to generate attendance on the
occasion of this first service. The cost of using the Rocklin High School
facilities will be $3000 a month plus additional costs for more rooms. Financial
help would be most welcome. The Moderator called for those persons involved with
David and New Song to come forward for laying on of hands and a prayer of
support for this New Church Development.
The Bread of Life Center is offering a contemplative retreat for pastors on October 24, 2000.
Philippine Partnership youth will be attending the Youth Triennium in July 2001. Our Presbytery will be hosting two of the delegates, according to Marie Segur, member of the Philippine Partnership Task Force.
Attention was directed to watch for the signs denoting a conversational topic for each luncheon table. Orientation for new Commissioners is the topic for one of the tables. Marie Segur has packets for the new Commissioners.
On November 4, 2000 the YEAR OF THE CHILD Seminar will be held at Westminster Presbyterian Church, Sacramento. Shannon Daley-Harris will be the featured speaker. See the green flyer in the packet and brochures with form to register.

Nancy Eng MacNeill tells us that this year is the 50th Anniversary of Trick or Treat for UNICEF. More information is available by contacting Nancy.Stated Clerk Elizabeth Groelle announced the booklets containing the Proposed Amendments to the Constitution of the Presbyterian Church (U.S.A.) approved by the 212th General Assembly are available. These amendments will be voted on at a later meeting of Presbytery. Commissioners will be elected for the 213th General Assembly at the November meeting of Presbytery. Please consider candidates for these important positions. The General Assembly will meet in Louisville in 2001.
LUNCH: Commissioned Lay Pastor Bev Talbott, who serves the church at Corning, asked the blessing for lunch at 12:05.
The Moderator declared the Presbytery to be in recess until 1 o'clock.
RECONVENE: Moderator Wylie reconvened the meeting at 1:04 p.m. with the singing of the hymn Fairest Lord Jesus, followed by prayer.

BUSINESS OF THE PRESBYTERY
PRESBYTERY COUNCIL -- the Rev. Del Burnett reporting
Information Items:
1. Council has asked the Budget and Finance committee to provide information on the cost to Presbytery of meals, overnight lodging and mileage for persons attending Presbytery meetings. In the meantime, the practice of previous years is to be used.
2. Council voted to ask the Presbytery Meeting Consultant Team to provide suggested themes for worship, dates and locations for 2001 Presbytery meetings to the September 28th Council meeting.
3. Council accepted the resignation of the Rev. Dan Fowler as Sacramento Presbytery Youth Council Chair, and voted to have the Congregational Support Ministry team find a replacement.
4. Council voted to accept the Sierra Mission Partnership Council's invitation to participate in a tri-presbytery meeting at Zephyr Point in September, 2002.
Action Item:
The Budget and Finance Committee, Marie Segur, Chair,
recommends to Presbytery that it approve the Presbytery of Sacramento per capita
for 2001 in the amount of $5.75. This amount is the same as the present year.

The Presbytery VOTED to accept the recommendation of
the Budget and Finance Committee as presented.
COMMITTEE ON PREPARATION for the MINISTRY -- the Rev. David Ratcliff reporting
Action Items:
1. The committee recommends that Presbytery grant an
educational exception for Inquirer Wendy Terry as follows: Book of Order
G-14.0310b(2) or b(3)
a. That she take the following courses: Old Testament
Exegesis, New
Testament Exegesis, Ethics, Worship, Preaching, Presbyterian
Polity and Pastoral Care.
b. That she have at least a short term ( 3 months) full time
internship or a
long term (9 months) part time internship in a church that is
not her "home" church.
c. That she complete all other requirements for ordination.
The Presbytery VOTED to approve the committee
recommendations for Inquirer
Wendy Terry as presented.
2. The committee recommends that Presbytery grant an
educational exception for Inquirer Monte McClain as follows: Book of Order
G-14.0310b(2) or b(3)
a. That the Presbytery accept his Matrise of Theology degree
as equivalent to the Master of Divinity.
b. That he take the following courses in a Reformed
Theological School in
the United States: Presbyterian Polity, Reformed Worship,
Presbyterian Creeds or Reformed Theology, American Church History, Christian
Education, Pastoral Care and Preaching (preferably a practicum).
c. That he have at least a short term full time (3 months)
internship in a
church in the United States.
d. That he complete all other requirements for ordination.
The Presbytery VOTED to approve the committee
recommendations for Inquirer Monte McClain as presented.
Information Item:
The committee has determined that Ian Farrell has
satisfactorily completed all the requirements of the Preparation for Ministry
process, and is now certified as ready, pending a call, to be examined for
ordination. Book of Order G-14.0310.

NOMINATING COMMITTEE -- the Rev. Peter Buehler
reporting
Action Item:
The committee recommends that Presbytery approve the
following nominations: to the Committee on Ministry the Rev. David Huusko,
Trinity PC, West Sacramento, class of 2002; to the Mission Support Ministry
Group, Elsie Tufts, El Dorado County Federated Church, Placerville.
The Presbytery VOTED to approve the recommendations
of the Nominating Committee.
COMMITTEE ON MINISTRY -- the Rev. Gail Cullerton
reporting
To begin the report the Rev. Cullerton placed the Christ
Candle on the table and lit it, explaining that at the COM meetings this ritual
is used signifying the presence of Christ and as a reminder that they are not
doing "business" but they are doing Christ's work.
Information Item:
The committee accepted, with regret, the letter of
resignation from COM of Russ Cayler.
Jennifer George was introduced to the
Presbytery as a candidate for Associate Pastor,
Shepherd of the Sierra PC, Loomis. Her Statement of Faith was
included in the packet for all to read. She gave a synopsis of her faith journey
and answered questions from members of the Presbytery.
Presbytery VOTED to arrest the examination.
Action Item: The committee
recommends:
1. That Presbytery approve the call of the Shepherd of the
Sierra Church, Loomis
to Jennifer George in order that she might serve there full
time, as Associate Pastor there, and that the Presbytery approve the following
terms of call for Jennifer George:

The Rev. Cullerton called for members of Shepherd of the Sierra and friends of Jennifer who were present to come forward for laying on of hands and prayer.

The Rev. Ron Oldenkamp was introduced to the Presbytery as a candidate for a call to First Presbyterian Church, Roseville. His Statement of Faith was printed in the packet for all to read. He gave a brief resume of his previous experience as well as his journey of faith and answered questions from the floor. Presbytery VOTED to arrest the questioning.
Action Item:
1. The committee recommends that Presbytery approve the call from the First
Presbyterian Church, Roseville to Ron Oldenkamp in order that
he might serve as Associate Pastor, and to enroll him as a member of the
Presbytery of Sacramento as of September 1, 2000 coming from the Cascades
Presbytery. The terms of call are:

2. The committee recommends that Presbytery approve the

The Presbytery VOTED to approve these recommendations from COM in regard to Ron Oldenkamp.
The Rev. Cullerton invited Ron's wife Nancy to come forward, together with the Rev. Barstow, friends and colleagues for prayer and the laying on of hands.
Action Items:
The COM recommends that Presbytery concur with the
congregation of First Presbyterian Church, Redding in accepting the resignation of
the Rev. Stephen McDougall, effective September 3, 2000.
The Presbytery VOTED to approve the acceptance of the
resignation of the Rev. Stephen McDougall effective September 3, 2000.
COM further recommends that Presbytery concur with the
severance package granted to the Rev. McDougall by the congregation of First
Presbyterian Church, Redding, as follows:
Per month: Salary $ 903.34
Housing $3,454.16
Total Monthly $4,357.50
In the event that Stephen McDougall becomes employed prior to June 1, 2000, these payments will cease, unless the gross income received by him is less than the amount agreed upon. in that event, First Presbyterian Church of Redding, California will provide an amount to make up the difference until the date of May 31, 2001. (COM Manual, Amendment H).

There will continue to be a deduction of $25.00 from the monthly check submitted to Stephen McDougall; this amount being interest on a note to the First Presbyterian Church signed by Stephen McDougall. On May 31, 2001, the note due First Presbyterian Church signed by Stephen McDougall in the amount of $10,000 to be canceled.
The first vote of the Presbytery was inconclusive and
a division of the house was necessary.
The recommendation PASSED with 36 yes and 17 no votes
on this recommendation.
The Moderator offered prayers for the church at Redding and the difficulties they are going through at this time. He further requested putting this church, it's leadership and congregation, at the top of your prayer lists.
The Rev. Jim Kitchens presented the revised Sexual Misconduct< Prevention Guidelines for a First Reading. No action is needed at this time. Questions and comments were received from the floor. The Rev. Kitchens explained that this document was accepted by the Presbytery some time ago and has been updated to address new case law and the Book of Discipline. Some concerns were raised over several sections. Please send letters of concern to the Committee on Ministry. This policy will be voted on at the November meeting.
GENERAL PRESBYTER FOR MINISTRY -- Elder Sally Hinchman
Sally announced that 35-36 people attended the Endowment Fund Breakfast this morning.
Brochures with more information are available.
The canary colored page in the packet shows the record of mission pledges paid.
John Hodges is a new Executive Presbyter for Cascades Presbytery with offices in Portland.
The Rev. Joanne Hines recently returned from a three month sabbatical in Scotland.
Invite her to your church to hear her story of activities in Scotland.
Each congregation will be receiving a letter outlining the different needs in mission giving for this Presbytery.
ADDITIONAL CONSENT ITEMS -- Stated Clerk Elizabeth Groelle
The Committee on Preparation for Ministry recommends that Penelope Marcus, having been recommended by her Session and having met with the committee, be enrolled as an Inquirer. She is a member of Covenant Community Church, Vacaville.
The CPM committee recommends that Yu Bang Lee, having been recommended by his Session and having met with the committee, be enrolled as an Inquirer. He is a member of Capital Korean Church, Sacramento.
With the authority granted to COM at the April 15th meeting of Presbytery (G-11.0502h) the following actions were taken by the Committee: They recommend:
1. The extension of Frank Anderson's contract as Stated Supply at Pioneer Presbyterian Church, Winters for one year.
2. The renewal of the contract between Renee Rico and Westminster Presbyterian Church for one year, effective September 8, 2000. This includes cost-of-living and pension benefit increases.
3. Permission for Peggy Cross to labor outside the bounds to officiate at a wedding in Windsor, CA on September 23, 2000.
4. The release of the Rev. Bob Ball to the Presbytery of San Jose.
5. The revision of the 2000 Terms of Call for the Rev. Jeff
Gephart, as approved by the Session of Bidwell Memorial Church, Chico as follows:
Salary, from $20,000 to $ 7,500
Housing from $14,500 to $27,000
The Congregational Ministries Committee requests that

NEXT PRESBYTERY MEETING -- November 28, 2000 at First Presbyterian Church, Marysville. General Assembly Moderator will be present. Marysville church is celebrating their chartering November 24, 1850 They are the oldest church in this Presbytery.
Auburn Presbyterian Church will have their dedication November 5, 2000.
Prayer is requested for First Presbyterian Church, Redding and the Rev. Bob Meyer, who will Moderate the Session.
Capital Korean Pastor Kim tells us they are moving and thanks us for the help with the property in Gold River.

Using the Mission Yearbook for Prayer and Study. Moderator Wylie called attention to the Evangelism theme for Sunday's entry for Minute for Mission. How good is the Good News? Commissioners to the meeting of the 213th
General Assembly in Louisville, KY, June 9-16, 2001, will be elected
by the Presbytery of Sacramento at the Stated Meeting on November 28, 2000. At
that time we will elect two elders, two ministers, and one Youth Advisory
Delegate (YAD). In order to have the nominees' names listed on the ballot at
Presbytery the nominations must be received by the clerk on or before November
20, 2000. Please use this form, or submit the same information on another piece
of paper. Return your nomination to the Stated Clerk at the Sierra Mission
Partnership Office, 9985 Folsom Boulevard, Sacramento CA 95827-1405.
