CALL TO ORDER: Moderator
Richard Wylie called the stated meeting of the Presbytery of Sacramento to order
at 9:30 a.m. at Faith Presbyterian Church, Sacramento. He read from the Book of
Romans 8:38-39 concluding with the opening prayer. A quorum was present.
GREETING and ANNOUNCEMENTS: The Rev. Dan Fowler, Assoc. Pastor of Faith Church welcomed the Presbytery. He gave a brief history of the church which was founded by the Presbytery, with help from Bethany P.C., in 1967 calling themselves "The Upper Room" because of their meeting facilities. They have grown through the years and today have about 540 members and a pastoral staff of three.
CORRESPONDING MEMBERS: The Presbytery VOTED to seat, as a Corresponding Member, the Rev. Florence Deenadayalan, Church of South India.
INTRODUCTIONS: New commissioners were introduced.

The Moderator called for nominations from the floor. Hearing no additional nominations, the
Presbytery VOTED to elect the slate as presented by the Nominating Committee.
Appreciation was expressed for the work of this committee.
BREAK: A 10 minute break was declared time to greet friends and first timers.
REPORTS from the Commissioners to General Assembly: Stated Clerk Liz Groelle gave an overview of some protocol of General Assembly and introduced our Commissioners. The Revs. Bob Masciola and Jim Zazzara; Elders Jean Hansen and Fred McNally and YAD Sarah McGhie. They, each in turn, told the Presbytery of their GA Committee work, their impressions and feelings in regard to the whole experience of being a Commissioner to the 212th General Assembly. They reported on many of the Overtures and decisions of this Assembly.
Thumba MIna Comes to Bethany, August 11, 2000 at 7:00 p.m. Thumba Mina is a mission interpretation drama troupe sponsored by National Ministries Division and Worldwide Ministries Division, PCUSA. For more information contact Evelyn Weick at 933-2980
Year of the Child -- Carol Merritt, Chair of the Year of the Child Task Force in Sacramento Presbytery urges each of us to make a difference in the lives of children. Each church is encouraged to observe Childrens Sabbath in October. On Saturday, November 4, 2000 there will be a Presbytery-wide Workshop at Westminster Church, Sacramento. SAVE THE DATE. The next stated meeting of the Sacramento Presbytery will be at the First Presbyterian Church, Redding, beginning on Friday evening, September 22, 2000 at 8:00 p.m. Information on motels and restaurants in the area will be included in the call to the meeting.
Zephyr Point Presbyterian Conference Center, Lake Tahoe is having their 75th Anniversary Celebration, Saturday, July 29 from 10:30 a.m. until 4 p.m. Speakers will be Allen L Dobbins, Boyd Stockdale and Phil Young. Call Zephyr Point (775) 588-6759 for reservations.
Letter received from Kenneth B. Winter, Pastor of the Auburn Presbyterian Church expressing appreciation for the many cards and e-mail messages of support and prayer in their time of tragedy.

PRESBYTERY COUNCIL -- Rev. Del Burnett, Chair, reporting
Information Items:
1. Council approved a request from COM to provide funding for two additional Pastoral Retreats, to be held at the Bread of Life Center in the Fall of 2000 and the Spring, 2001, at a cost of $500.each.
2. Council voted to reconsider the motion from a previous meeting that "Commissioners will be responsible for their overnight accommodations and meals."
3. Council voted to provide a "Sabbath Time" service on Friday evening, September 22nd in Redding, as a beginning to the scheduled Presbytery meeting the following day.
COMMITTEE ON MINISTRY -- Elder Tom Aldrich, reporting
Information item
1. The committee accepted with regret the letters of resignation from COM of the Rev. George (Skip) Herbert and the Rev. William Van Ness.
Consent Items:
With the authority granted to COM at the April 15th meeting of Presbytery (G-1 1 .0502h) the following actions were taken:
1. The committee approved the following terms of call for
William Van Ness to serve as interim Pastor at Northminster Church, Sacramento:
Length of contract: one year ---June 12, 2000 to June 11,
2001
Hours: 32 per week
Salary and Housing: $44,556
Mileage: Reimbursed @ $.31 per mile
Vacation: 1 week per 3 months service, cumulative
All unused vacation time to be paid in full at
termination.
2. The committee approved the following terms of call for
Laurence Hedged to serve as interim Visitation Pastor at Northminster Church,
Sacramento
Length of contract: six months---June 12, 2000 to December
12, 2000, renewable for an additional 6 months
Hours: Approximately 8 per week
Salary and Housing $11,139 per annum
Mileage: Reimbursed @ $31 per mile
Vacation: 1 week per 3 months service
All unused vacation time to be paid in full at
termination.
3. The committee validated the ministry of the Rev. Joan Stock as Spiritual and Retreat Director at the Bread of Life Center. (Joan has a split ministry, and her ministry at Faith has been approved previously.)
4. The committee approved the request of Peace Presbyterian Church to have the Rev. Jeffrey Cochran-Carey serve as Parish Associate for evangelism and music.
5. The committee granted the Rev. Jeffrey Cochrane-Carey permission to work beyond the jurisdiction of the church to fill a temporary half-time position at Farmington United Methodist Church (G-1 1.0411).
6. The committee approved the ordination of Suk Won Han,
who has been called as Organizing Pastor of the Korean Presbyterian Church in
Memphis, Tennessee. The ordination service was held on Sunday, June 25, 2000 at
the Capital Korean Church, Sacramento. The ordination commission was:

EXECUTIVE PRESBYTER -- Sally Hinchman
Expressed gratefulness and appreciation to those serving as GA Commissioners and reminded the Presbytery that these Commissioners not only serve for the week of attendance at GA, but for the remainder of the year. Their goal is to be invited to speak to the congregations and groups in our Presbytery.
Expressed the prayerful desire that this Presbytery be a model for unity regarding the issues of General Assembly. Voting on those items will probably take place in February 2001. Also, begin to think of who might be nominated to be the Commissioners to the next GA.
Our banner, of some years use, needs to be replaced. You are invited to submit design sketches or your ideas for a new one. More information will be in the Sierra Scroll.
Thanks and appreciation were extended to Dan Fowler, the youth and Worship team and to Faith Church for todays hospitality.
Every congregation is encouraged to participate in the Year of the Child. Lift up and acknowledge children in the community and in the life of the church. Let the children know you care!

Attention was called to the financial reports in the packet today re Mission Funds and Ecclesiastical Funds. Call the SMP office if you have questions.
Prayer concerns: Jo Jarrell having back surgery; Les & Shari Sauer became grandparents in May; the Auburn Church for healing; congregations in transition, many are looking for new pastors; Carol Keiser, Yuba City, lost her son in a drowning accident.
STATED CLERK -- Liz Groelle -- Action items:
1. The Trustees Committee recommends to Presbytery that they approve the request from the session of Bethany Church to grant an easement to Pacific Bell in consideration of a donation to the church of $8,000. The easement will be for the installation of a piece of communication equipment.
Amendment: Contingent on approval by the legal staff. MSC The presbytery VOTED to approve the recommendation, as amended.
2. The Trustees Committee recommends to Presbytery the approval of the request of the session of Gridley First Church to lease a house a 946 Magnolia Street, Gridley for $450 per month, with the option to buy the property if and when it comes on the market.
3. The Stated Clerk recommends that Presbytery approve the transfer of Stephen Weber to the Presbytery of North Puget sound, where he has received a call to pastor the Mount Vernon Presbyterian Church in Mount Vernon, Washington, starting August 1, 2000
The Presbytery VOTED to approve action Items #2 and #3 above.
1. The CPM Committee recommends that Presbytery receive Jeffrey Ogden as an Inquirer. He was received by the committee at a meeting in May and is a member of Fremont Church. (G-14.0303e)
2. The Stated Clerk recommends that Presbytery dismiss with thanks the commission to ordain Suk Won Han.
The Presbytery VOTED to approve all consent items.
SYNOD COMMISSIONERS REPORT: (written reports submitted by all Commissioners, in packet) Commissioner Larry Hedged outlined the geographical expanse of the Synod of the Pacific together with the broad range of responsibilities within the Church. There is the highly regarded Insurance program, Loan program, Mission $ are allotted and much more. The Synod is made up of 11 Presbyteries, 470 churches with 123,000 members. The Budget Consultation was held with the entire Synod meeting and voting on the items for the first time. Present to dialogue the felt needs of Synod were: John Deterick, GA Council Executive Director; Clifton Kirkpatrick, GA Stated Clerk; and Gary Torrens, GA Governing Body Relations Office.
Commissioner Jim Carter told us of the new name for the COR. it is now the Committee on Representation and Mission Diversity to more fully describe the function of the group. He expressed thanks for two terms that have been both spiritually fulfilling and educational. He will continue to serve on the Search Committee.

WORLD TRAVELERS: The
Rev. Florence Deenadayalan from the Church of South India, was introduced by
Nancy Eng McNeill. Nancy explained that Florence is on the Board of Partners
in Justice Concerns of which we are a part through Join Hands Against
Hunger. Florence shared with the Presbytery background of her culture and
related the obstacles she had to overcome before she could become ordained.
Traveling to the Philippines to visit our Partnership Church of Christ in the Philippines were Byron Nelson and his wife, Virginia; and Larry Emery and his son Justin. Larry received a beautiful stole from the Church Among the Palms in Los Banos after he preached there. He shared with us the visits he made with various persons and groups while in the Philippines. An action that has come forward from these visits is a Campaign for Environmental Justice at Former US Bases in the Philippines. Byron shared a Jeep with a candle that is part of a Sharing the Light Kit, more info from Bev Norton about this project. The Philippine people are really looking forward to having us as partners. Pray for them, 70% are in poverty, they have tremendous burdens but they work in the joy of the Lord.
There is a need for any theological works and materials that you might have to share. They would like to establish a Resource Center where their pastors could study. Call Byron or Larry for more information.
