CALL TO ORDER: Moderator Rev. Richard Wylie convened the stated meeting of Sacramento Presbytery at 9:30 am with prayer and singing at the Woodland Presbyterian Church. A quorum was present.
WELCOME: The Rev. Peter Maier, pastor of Woodland Church, welcomed Presbytery and pointed out the beautiful stained glass windows, which were commissioned when the church was built in 1986. This is a newer congregation, chartered 31 years ago, with many founding members still present.
INTRODUCTIONS: New commissioners were introduced.
SEATING OF CORRESPONDING MEMBERS: Presbytery VOTED to seat Corresponding Members Elder Steve Coons, Executive Director, Westminster Woods - Redwoods Presbytery; Howard Tumlin, Western Regional Representative, Medical Benevolence Foundation - Presbytery of The Pacific; Virstan Choy of San Francisco Theological Seminary - San Francisco Presbytery.
APPROVAL OF DOCKET: Presbytery VOTED to approve the docket for this meeting.
APPROVAL OF MINUTES: Presbytery VOTED to approve the minutes of the February 15, 2000 meeting of Sacramento Presbytery with the following corrections: Geordie Ziegler be added to the roll call roster as staff at Fremont Presbyterian Church; Rev. Don Baird marked as present; Judy O'Neill's designation corrected in the Committee on Ministry section to Director of Interfaith Counseling Center.
PRESBYTERY BUSINESS
COMMITTEE ON MINISTRY: Presbytery welcomed the Rev. Ian Young, who was accepted into this presbytery from Redwoods at the last meeting, and who now attends Shepherd of the Sierra Presbyterian Church in Loomis.
Action Items: The Committee on Ministry recommends that Presbytery:
1. Approve the request of Dr. Tyler Breeze to be released from the Exercise of Ordained Office.
2. Approve Pastoral Terms of Call for the year 2000.
3. Grant authority to the Committee on Ministry to find in order calls issued by churches, to approve and present calls for services of ministers, to approve the examination of ministers transferring from other presbyteries, to dissolve the pastoral relationship in cases where the congregation and pastor concur, to grant permission to labor within or outside the bounds of the presbytery, to dismiss ministers to other presbyteries, and to appoint certain commissions to ordain ministers of the Word and Sacrament and install them in permanent pastoral relations, with the provision that all such actions be reported to the next stated meeting of the Presbytery.
Presbytery VOTED to approve the above recommendations.
Information Items:
Since the last Presbytery Meeting the Committee on Ministry VOTED to:
1. Permit the Rev. Bob Craig (National Capitol Presbytery) to labor within the bounds in order to officiate at a wedding in April.
2. Approve the invitation to Keith Posehn for interim services at Countryside Church, Esparto, beginning March 2, 2000.
3. Accept the agreement between the session of Northminster Church and the Rev. Larry Huggett that he serve as Temporary Supply Pastor at that church, and that he also be permitted to serve as Moderator of Session.
4. Approve the request of the Rev. Ernest Cubbon and the Presbytery of Denver that he labor outside the bounds in order that he may serve in the area of pastoral care and teaching at the Arvada, Colorado, Presbyterian Church.
5. Permit the Rev. Skip Herbert to labor outside the bounds in order to officiate at a wedding in Grand Junction, Colorado (Presbytery of Western Colorado) on June 17, 2000.
6. Approve the transfer of the Rev. Deborah Haffner to the Presbytery of Chicago. She is serving as Director of the Center for Community Transformation at the Chicago Theological Seminary, and her ministry there was validated by the Presbytery of Chicago on January 1, 2000.
TRUSTEES: Trustees recommend that Presbytery:
1. Approve an application to the Synod of the Pacific for the conversion of the $159,391.85 balance on the Presbytery of Sacramento's line of credit on the Folsom Blvd. property to a Synod commercial loan. Terms: five (5) years @ 9.25% interest, 15 year amortization. Monthly payments of principal and interest $1,640.45.
2. Approve an application to the Synod of the Pacific for the renewal of the Carmichael Presbyterian Church's $1,500,000.00 line of credit for an additional two (2) year period. Terms: interest-only payments @ .75% above prime.
3. Approve an application to the General Assembly for the review and revision of the existing Shepherd of the Sierra, Loomis loan. Current balance on the loan is $73,430.00. The church is requesting that General Assembly review the existing loan and revise the due date from 2000 to 2008.
Presbytery VOTED to approve these recommendations.
Action Items: Presbytery Council recommends to Presbytery:
1. That it approve the following policies:
a. Mileage for commissioners to attend presbytery meetings shall be 15 cents a mile minus the first 50 miles. An
additional 3 cents a mile will be added for each additional commissioner in the car.
b. Mileage for members to attend committee meetings shall be at the rate of 15 cents a mile. An additional 3 cents a mile will be added for each additional committee member in the car.
c. All checks of $1,000 or more will require two (2) signatures.
Presbytery VOTED to approve these policies.
Presbytery VOTED to refer to Presbytery Council for consideration:
Commissioners will be responsible for their own overnight accommodations and meals.
2. That it elect the following persons to become members of the Nominating Committee, with the Chair to be a member-at-large of Presbytery Council, as stipulated in the by-laws.

Presbytery VOTED to elect the nominees.
3. That it grant Presbytery Council the authority to appoint persons nominated by the Nominating Committee to positions currently vacant between the April and July presbytery meetings. Discussion ensued. Presbytery voted to approve Item 3.
Information Items: At its meeting on March 23, 2000, Council voted:
1. To ratify the actions taken by Marie Segur, Interim Treasurer, in establishing the accounts of the presbytery, and to concur with her request that the members of the presbytery be informed of our ecclesiastical finances in a manner that assures accuracy with good, caring stewardship.
2. To move ahead with the establishment of a Budget and Finance Committee in accordance with the bylaws of the presbytery adopted in 1999.
3. To recommend to Synod that they grant money from the Thompson Trust Fund to the Dixon Community Church to be used for a parish nursing program.
Council has commissioned a "Presbytery Meeting Team" to look at various presbytery meeting formats.
TREASURER'S REPORT: Marie Segur, Interim Treasurer, presented an interim financial report and the latest per capita information. One dollar per person is being set aside over the next few years to help with the expenses of the General Assembly meeting that will be held in Sacramento in 2005.
Presbytery voted to authorize the Budget & Finance Committee to invest the GA 2005 monies in an insured Certificate of Deposit, or with Synod of the Pacific, in order to maximize the investment over the next few years.
CONSENT AGENDA: The Stated Clerk recommends that Presbytery:
1. Approve the request of Carmichael Presbyterian Church that Elders Ken and Katherine DeYoung, David Lindberg and John Wallace be permitted to preside at the Lord's Supper at a special service during the annual Holy Week Mission Trip for youth to Chorizo, Mexico. These elders have been previously instructed by the pastor, and have officiated in this service before.
2. Approve the request from First Presbyterian Church of Roseville for Relief of Conscience.
Presbytery VOTED to approve the above consent agenda items.
Byron Nelson is currently attending the Ethnic Concerns Committee meeting in Stockton. Both Byron and Larry Emery will attend the Southeast Luzon Conference meeting in the Philippines the first week of May, representing Sacramento Presbytery's International Partnership Committee.
A list of currently elected members of Presbytery committees is included in the packet. The Nominating Committee will begin seeking members for the other committees such as Congregational Support, Mission Support, Pastoral Development and Nurture, and Budget and Finance Committee.
Jeff States, Chair of the Endowment Committee, explained opportunities to broaden the Endowment Fund.
There will be a Curriculum Day on May 6 from 10am to 2pm at the Sierra Mission Partnership, on the new Presbyterian denominational curriculum.
Joanne Hines will be on sabbatical May 15 through the end of July in Scotland, taking classes in Aberdeen, attending the General Assembly of Scotland meeting, and then traveling to see new church developments in Scotland.
LONG-RANGE REPORT, WESTMINSTER WOODS: Steve Coons, Executive Director spoke to Presbytery, gave an update on Westminster Woods and discussed the long-range building plans. $200,000 has been raised thus far. A fund-raising event is planned for Sunday, November 19 at the Doubletree Inn in Sacramento.
- Capital Korean Presbyterian Church is looking for temporary church facilities which would house about 150 people for Sunday worship, with 50 Sunday Schoolers and 50 youth for approximately the next 2 years. Please notify Nam Kim if your church can help.
- New Song Presbyterian New Church Development in Roseville is in need of diverse resources as listed on the flier. Please contact Pastor David Williams if you can donate items.
- Stephany Rewick, Leola Davies and JoAnn Pelz were commissioned by Moderator Freda Gardner as "Presbyterians Organized in Nurture and Teaching" (POINT) persons for Sacramento Presbytery at a February training session in Houston, Texas. They are available to present the new denominational curriculum materials, "Covenant People", "Bible Quest" and "Present Word" that will be available in fall of 2000.
- The theme for the PC(U.S.A.) from June 2000 through next year is "The Year of the Child". Task force members Beverly Norton, Joyce Uyeda, and Leola Davies were present. Bev attended training as the representative from our presbytery.
- Order forms for mission yearbooks for 2001 are available.
- Pledge forms for Sacramento Presbytery's International Partnership with the Philippines are available. We are sending a delegation to the Philippines May 2 - 5 to be part of their conference.
- A Conversation on Unity and Diversity will be held at Fremont Presbyterian Church on Sunday May 7 at 2:00pm.
Featured will be the Rev. Jack Haberer and The Rev. Laird Stuart. The Presbytery Council is sponsoring this event at the request of ministers from four Sacramento area churches--Davis, Fremont, Westminster, and Fair Oaks.
- Minutes of presbytery meetings will be mailed out only if we do not have an e-mail address. We will notify you
by e-mail when the minutes are on the Sacramento Presbytery Web Site, www.sacpresby.org. A paper copy
will be sent only if requested.
- Ken Winter announced that their congregation will be dedicating its first building in June and would like to have a corporate prayer event.
- Resources for Older Adult Ministries week in May are available.
- Dorman Leader announced that Zephyr Point is 75 years old this year, and a celebration will be held July 29. Speakers are Boyd Stockdale, and Phil Young, among others.

ON RECEIVING "VISIBLE MARKS OF CHURCHES UNITING IN CHRIST" - FAILED
WORSHIP was led by members of the Woodland Church, and included commissioning of delegates to the 212th General Assembly in Long Beach, CA: Rev. James Zazzera of Cordova Presbyterian Church, Rev. Robert Masciola of McCloud Presbyterian Church, and Elder Fred McNally of Fair Oaks Presbyterian Church, all present; Elder Jean Hansen of Westminster Presbyterian Church, Sacramento and Youth Advisory Delegate Sarah McGhie from Trinity Presbyterian Church, Oroville in absentia.
Howell Tumlin, Western Regional Director of the Medical Benevolence Foundation, the arm of the PC(USA)-funded International Medical Missions Programs was welcomed and spoke to presbytery.
ADJOURNED with prayer for lunch at 12:30 p.m. RECONVENED AT 1:15 with prayer.
CONGREGATIONS IN MINISTRY AND MISSION:
Dr. Virstan Choy, a professor at San Francisco Theological Seminary, who spoke to Presbytery on Congregations in Ministry and Mission. After his presentation, four panelists spoke to the topic from their different perspectives. The presbytery then broke into small groups to discuss questions posed by Dr. Choy. Conclusions from these groups were shared.

A Small Group Leader Training event April 29 at Fremont Presbyterian Church in Sacramento.
Next Presbytery meeting, Saturday, July 8, 2000 at Faith Presbyterian Church, Sacramento.
