Approval of the Minutes of the Presbytery meeting of February 13, 2001
Consideration of a request from Grace Presbyterian Church, Weed, to file a letter of
support for the Amicus brief filed by the County of Siskiyou in support of the Klamath Irrigation District et al. (See documents in Packet.) The Stated Clerk, in consultation with the Constitutional Services office of the Office of the General Assembly, has prepared two motions for possible action. The second motion will not be offered unless the first is passed. They are:
1. The Sacramento Presbytery authorizes the Stated Clerk to prepare a letter of support, in the name of the Presbytery, for the Amicus brief filed by the County of Siskiyou in support of the Klamath Irrigation District et al.
2. The Sacramento Presbytery directs the Stated Clerk to petition the Stated Clerks of the Synod of the Pacific and the Office of the General Assembly to support the Amicus brief filed by the County of Siskiyou.
Information Items:
1. Ian Farrell has been called to a church in the San Francisco Presbytery, and his records have been transferred to that officice
2. Rev. Byron Nelson, General Presbyter for Mission Support, SMP, was dismissed to the Presbytery of Stockton on March 14, 2000
3. An Investigative Commission consisting of Elder Sally Davis, Westminster P.C.; Rev. Wayne
AChris@ Hartmire, HR; Elder David Pelz, Trinity PC, West Sacramento; Rev. James Upshaw, HR; and Elder Peggy Vanderkar, El Dorado County Federated Church has been formed to investigate allegations against a minister member of this presbytery.4. The Permanent Judicial Commission of the Sacramento Presbytery certifies that Thomas Smith has successfully completed the terms of rehabilitation dated May 19, 1998, and that the stay that was ordered at that time shall become permanent.
Consent Agenda
The Stated Clerk recommends that Presbytery:
1. Dismiss with thanks the ordination commission of Rev. Ross Raymond
2. Dismiss with thanks the installation commission of the Rev. Keith DeVries
3. Approve the request of McCloud Community Presbyterian Church for Relief of Conscience.
4. Approve the 2001 terms of call for Ministers of the Word and Sacrament.
The Presbytery Council requests that Presbytery approve the following change in the Presbytery bylaws, Article 3.000 as follows: (Second Reading)
4.0 MEETINGS: The Presbytery shall meet in stated
session five four times a year and in
special meetings when called according to the provisions in the Book
of Order, G-11.0201.
The Committee on Ministry recommends that Presbytery approve the following actions of the Committee:
1. Grant the Rev. Tim Mooney, Associate Pastor, Clayton Valley Presbyterian Church, San Francisco Presbytery, to labor within the bounds of Sacramento Presbytery at the Bread of Life Center.
2. Designate the Rev. Peter Maier as Member at Large, effective March 1, 2001 and the Rev. Jim Zazzera as Member at Large, effective March 2, 2001.
3. Grant the Rev. Kathy McIntosh Smith permission to labor outside the bounds to perform a wedding in Napa (Redwoods Presbytery) on April 14, 2001.
4. Grant Rev. Tom Tripp permission to labor outside the bounds to perform a wedding in the Nevada Presbytery.
5. Grant Rev. Gail Cullerton permission to preach occasionally at the Covenant Church in Napa, (Presbytery of the Redwoods).
6. Grant Rev. Don Baird permission to labor outside the bounds to perform a wedding at North Lake Tahoe ( Nevada Presbytery) on October 6, 2001.
7. Grant permission to Rev. Joan Gaines, Grace Presbytery, Texas, to labor within the bounds of this presbytery on March 9, 2001 to officiate at a wedding.
8. Grant permission to Rev. James Hardy to labor outside the bounds of the presbytery to officiate at a wedding on July 27, 2001 in Sonoma County (Redwoods Presbytery).
9. Approve the renewal of the Northminster contract with the Rev. William Van Ness for 12
months commencing June 12, 2001.

Pending action by the Presbytery of Detroit at their meeting on June 24, 2001, grant permission to ordain Jessica Nylund, a candidate under the care of the Sacramento Presbytery, so that she may accept a call to serve at Peace Presbyterian Church in Clinton Township, MI. The ordination will take place at Trinity Presbyterian Church in Oroville, CA on Sunday, July 29, 2001 at 4 P.M. The ordination commission will consist of:

1. Council approved the request from the Dixon Community Church to apply for a renewal of the grant from the Hilda V. Thompson Trust (Synod of the Pacific) for their Health Ministry/Parish Nurse Program.

1. Examine the Rev. Dr. David Thompson for membership in the Presbyterian Church (U.S.A.) and that, pending a 2/3 vote of the Presbytery, he be exempted from the ordination exam. (G-11.0404a)
2. Approve the transfer of David Thompson into this denomination and enroll him as a member of this Presbytery upon receipt of his papers from the Presbyterian Church of Canada.
3. Approve the call from Westminster Presbyterian Church to the Rev. Dr. David Thompson.

The Committee recommends that Presbytery approve:
1. The request of St. Andrew Presbyterian Church that they increase from $1,450,000 to $1,800,000 the amount of money to be sold in bonds through the California Plan of Church Finance over a 20 year period at 8.02% interest average.
2. The request of Peace Presbyterian Church for a review and revision of the terms of the GA Church Loan, and an adjustment to the GA Church Loan extending the
Ainterest only@ status until March 2006. If this request is approved it will be forwarded to Synod for approval and GA for its consideration.3. The application from Folsom Presbyterian Church for a Synod Unsecured Line of Credit for $1million, to be forwarded to Synod for their consideration.
4. The following reimbursement policies:
C It is hoped that each local church would assist its commissioners with expenses as able.
For a one-day Presbytery meeting, commissioners who have to travel in excess of 125 miles one way may be reimbursed for one night
=s lodging and meals vouchered up to $75.00.For overnight Presbytery meetings, Presbytery will assist with expenses as needed.
If requested, commissioners may be reimbursed for one night
=s lodging and meals vouchered up to $75.00. C Presbytery will pay mileage for Elder Commissioners and Ministers of the Word and Sacrament to attend the Stated Meetings of Presbytery at a rate of $.20 a mile beyond the first 50 miles.(Note: the present $.03 a mile for additional passengers will be eliminated.)
C Each ministry group, committee and Council shall be responsible for expenses incurred by respective members, including such expenses in the annual budget request.5. The use of an additional $159,391.85 From the Camps and Conferences Fund to pay off
the balance on the existing Synod loan for the property located at 9985 Folsom Blvd, Sacramento, CA (SMP office.) The Presbytery would pay back the funds borrowed from the Camps and Conferences account at the Synod rate, thus increasing the amount of return on the invested funds. The loan would be fully paid in 60 months (5 years.)
