1.000 PREABLE
1.001 Composition. The Presbytery is composed of all the churches of the denomination and Ministers of the Word and Sacramento within its bounds and constituted by all the ministers and elders duly enrolled and elected by the Sessions of the churches within the bounds of Prebytery.
1.002 Boundaries. The Presbytery of Sacramento is composed of all the churches located in the counties of Siskiyou, Modoc (with the exceptions of townships 45, 46, 47, 48 of Ranges 1W, 2W, 1E, 2E, 3E, 4E and 5E), Trininty, Shasta, Lassen, Tehama, Plumas, Glenn, butte, Colusa, Sutter, Yuba, Sierra, Yolo, Nevada, Placer, Sacramento, El Dorado (excluding the city of South Lake Tahoe, California), and Amador and those portions of Solano county lying NOrth of a line running due West from the southwest corner of Yolo county along base meridian 44 degrees to the Napa County line and East of a line running North from the town of Rio Vista to the Southwest corner of Yolo County.
a. This Presbytery functions as a part of the Sierra Mission Area which consists of the Presbyteries of Nevada, Sacramento, San Joaquin and Stockton.

2.000 PURPOSE
The Purpose of the Presbytery is to:
Encourage and promote the acceptance of and committement to Jesus Christ as Lord and Savior and to His Body, the Church.
Stimulate vital congregational life.
Achieve meaningful participation of all persons in the life of the Presbytery.
Promote peace (shalom) in our church, our environment, our society, and our world.
Provide support sustems for the called and employed staff persons ans will as those preparing for ministry.
Develop Biblical knowledge, Christian theology, and skills for Christian living for all ages.

6.005 Duties and Responsibilities. In general, committee work shall be accomplished in accordance with Book of Order G-3.000, G-11.0103, G-15.0100 and Directory of Worship.
a. Christian Education and Leadership Development. This committee shall assist the members congregations in relating and applying our historic Biblical faith to human life today. It shall provide programming for specific congregational needs and shall make supplemental educational resources available, providing consultation in their use. It shall provide guidance to the congregations in areas of lay leader development and church officer training. Is shall provide opportunities for congregations and presbyters to examine and evaluate varieties of worship practices and experiences. It shall support and encourage continued development of compiong ministries for all ages and campus ministry. . . . Summary (MAO Sec IV)
b. Church Delvelopment and Mission Strategy. This committee shall be concerned with the development, placement, and organization of new churches and redevelopment of existing churches.
c. Congregational Renewal and Evangelism. This committee shall act as a resource and enabler to local congregations in the area of evangelism and the nurture and renewal of established congregations. . . . Summary (MAO Sec IV)
d. Ecclesiastical Rsponsibilities. This committee shall be responsible for the development of the ecclesiastical budget and the recommendation of per capital assessment for action by Presbytery. It shall review Sesion records.
e. Ecumenical Relations. This comiitee shall develop relationships with other Christian denominations and ecumenical organizations in order to promote mutual understanding.
f. Interpretation, Stewardship and Support. This committee shall provide training and assistance to congregations and their Sessions for the interpretation and communication of the total mission of the Church including the work and function of the theological seminaries. It shall assist in presenting appropriate methods for conducting interpretation and stewardship compaigns, to the end that giving will be rooted in an understanding of Christian stewardship by the individual.
g. Ministry. This committee shall perform all the functions enumerated in the book of Order, G-11.0500 and other duties as specified in the Book of Order.
h. Mission, Social Justice and Peacemaking. This committee shall mobilize the resources of the Presbytery to engage in mission education and action, women's advocacy, peacemaking, and to respond to social issues. Is shall be a channel for the church's resources to individuals, groups, projects, or agencies, both within and outside the church, which are now involved or show the potential of being involved in the mission of the church. It shall respond to all the major social policies of the General Assembly. It shall act as a resource and enabler to local churches in their mission and shall serve as trustees of the Presbytery's mission, social justice and peacemaking mission concerns, projects and opportunities for the purpose of encouraging education, action, and/or endorsement of national bodies.
i. Nominating. This committee shall nominate persons to fill all vacancies on continueing committees, councils, boards, and other bodies that require election by the Presbytery. It shall nominate persons for those offices and relationships which extend beyond the organizational boundaries of the Presbytery. The committee shall propose to the council nominees for Moderator, vice Moderator and Stated Clerk. The committee shall maintain a Roster of Elected Persons for the Presbytery of Sacramento and ensure that it is available to the Planning Committee for inclusion in the Maunual of Administrative Operations. All committee duties shall be performed in accourdance with G-9.01204a and b.
j. Overtures. This committee shall process overatures and propose to Presbytery actions on the amendments to the Constitution.
k. Personnel. This committee shall have the responsibility for oversight, evaluation, and review of Stated Clerk and any other Presbytery employees. This committee is charged with recommending compensation to the budget Committee.
l. Planning. This committee shall assist the Council, committees of the Presbytery, church Sessions, and other organizations within the Presbytery in evaluating past performances and in developing mission statements, goals and objectives for the future. It shall guide and lead the Council in the development and maintenance of a current Mission Design to be adopted annually by the Presbytery. It shall review and maintain annually the Manual of Administrative Operations, bring proposed changes to Council as needed. It shall ensure that changed pages of the Manual of Administrative Operations are reprinted and distributed to each namual holder at least every third year. . . . Summary (MAO Sec IV)
m. Preparation for Ministry. This committee shall perform all the functions enumerated in the Book of Order G-14.0300 and other duties as specified in the Book of Order.
m. Representation. This committee shall perform all the functions enumerated in the Book of Order G-9.0105 and G-11.0302 and other duties as specified in the Book of Order.
6.006 Special Disciplinary Committee. In accord with the Rules of Discipline D-7.0200b, the following persons are empowered to appoint a Special Disciplinary Committee when needed: The chairperson of the Committee on Ministry, the chairperson of the Nominating Committee, the Stated Clerk, the Moderator, and the Associate Synod Executive.

VISION STATEMENT
Open to the movement of the Holy Spirit, Sacramento Presbytery is growing, serving in mission with existing and new congregations and ecumenical partnerships, intentionally including people of all colors, cultures, and ages, developing committed leadership and spiritual vital congregational life.
MISSION STATEMENT
The mission of the Presbytery of Sacramento is to witness the love and justice of Christ in the world and to challenge one another for the work Christ calls us to do.
We will:

Summary of Presbytery Committees
NOTE: Meeting times of committees, boards or commissions vary and are usually established by each group at the first of each year. for specific time and meeting place see the current Presbyter Roster in section IV pages D 1-6 in order to contact the chairperson.
CHRISTIAN EDUCATION AND LEADERSHIP DEVELOPMENT
Overall energies are directed at supporting local church programs of children, youth, and adult education through workshops, retreats, camps and conferences (CAlvin Crest, Westminster Woods, Zepher Point).
* Emerging focus for youth is on Reformed/Presbyterian atmosphere for programing (Discovery, Triennium, Mission Trips).
* Plans annual Church Leadership Development event for Presbytery.

CHURCH DEVELOPMENT AND MISSION STRATEGY
CONGREGATIONAL RENEWAL AND EVANGELISM
* Constantly seeking new and better ways of interpreting renewal and evangelism resources at Presbytery and congregational levels.
* Plans and sponsors an annual evangelism training event designed to help clergy and laity develop new skills in the area of evangelism/renewal/church growth.
* Members may be asked to work with individual congregations in carrying out training and support.

PLANNING
* Members should plan on 1-2 hours per month beyond meetings at certain times.
* Members need to be willing to visit churches in the Presbytery to assist them with planning process.
* This committee encourages all churches and Presbytery committees to participate in ongoing planning and evaluation and works with Presbytery Council on long-range planning.
* Planning Committee coordinates the development and review of the Mission Design for Presbytery.
* Knowledge of the Book of Order and some planning experience is desireable.

COMMITTEE ON CHRISTIAN EDUCATION AND LEADERSHIP DEVELOPMENT
PURPOSE
CE Committee exits to promote the development of biblical knowledge, Christian theology, and skills for Christian living for all ages.
RESPONSIBILITIES
-To assist the member congregations in relating and applying historic biblical faith to human life today.
-To Provide programming for specific congregational needs.
-To make supplemental edcuational resources available, providing consultation in their use.
-To provide opportunities for congregations and prebyteries to examine and evalutate varieties of worship practices and experiences.
-To support and encourage continued development of camping ministries for all ages.

CHURCH DEVELOPMENT AND MISSION STRATEGY
COMMITTEE ON CONGREGATIONAL RENEWAL AND EVANGELISM
PURPOSE
This committee is to serve as a resource and enabler to local congregations in the area of evangelism and the nurture and renewal of established congregations.
RESPONSIBILITIES
-Assist in training individuals in personal witness and discipleship.
-Encourage participation in evangelism events.
-Provide evangelism experiences for the Presbytery and churches.

-Set one Sunday in September as Presbytery wide emphasis on evangelism.
-There shall be an annual retreat for pastors.
COMMITTEE ON PLANNING
PURPOSE
The purpose of the Planning Committee is to assist, encourage and advise churches and committees of Presbytery to develop mission statements, goals and objectives and budgets in setting specific deirections for thier work.
RESPONSIBILITIES
-A. Seek the input from all Presbytery committees to develop the mission statement and mission design for the forthcoming year.
---1) Send letter in October to request the evaluation of the work of their areas of responsibility.
---2) Collect material, develop the new mission design, present it to Council for recommendation to Presbytery at the February meeting.
-B. Contact each church at least every two years to determine if they desire assistance from the Planning Committee to develop a mission statement, goals and objectives and/or evaluation.
-C. Schedule a liaison from Planning to meet with each committee of Presbytery for encouragement in the planning process and assistance as they desire.
-D. Develop appropriate procedures to assure that the Manual of Administrative Operations held by each church and each member of Council reflects current changes. Presbytery Council has delegated to Planning Committee the annual responsibility of reviewing, updating and recommending changes/additions to the Presbytery Manual of Administrative Operations.
